Contracts For March 11, 2015

CONTRACTS


ARMY

Connected Logistics (LOGC2), Huntsville, Alabama (W52P1J-15-D-0013); Strategy and Management Services,* Springfield, Virginia  (W52P1J-15-D-0014); Octo Consulting Group Inc.,* McLean, Virginia  (W52P1J-15-D-0015); and Mission 1st Group Inc.,* Princeton, New Jersey (W52P1J-15-D-0016), were awarded a $249,000,000 order dependent contract with options  to procure enterprise information technical services in support of program manager installation information infrastructure communications and capabilities. Funding and work location will be determined with each order with an estimated completion date of March 11, 2018.  Bids were solicited via the Internet with nine received.  Army Contracting Command, Rock Island Arsenal, Illinois, is the contracting activity.

SOL Engineering Services LLC,* Jackson, Mississippi (W912HZ-15-D-0001) was awarded a $48,000,000 firm-fixed-price contract to provide services in multiple disciplines. Funding and work location will be determined with each order with an estimated completion date of March 5, 2020.  Bids were solicited via the Internet with two received.  Army Corps of Engineers, Vicksburg, Mississippi, is the contracting activity.

DEFENSE LOGISTICS AGENCY

SupplyCore Inc.,* Rockford, Illinois, has been awarded a maximum $90,000,000 firm-fixed-price, indefinite-delivery/indefinite-quantity contract for maintenance, repair, and operations supplies contract for North central region.  This contract was a competitive acquisition and 10 offers were received.  This is a five-year base contract with no option periods.  Location of performance is Illinois with a March 10, 2020, performance completion date.  Using military services are Army, Navy, Air Force, Marine Corps, and federal civilian agencies.  Type of appropriation is fiscal year 2015 defense working capital funds.  The contracting activity is the Defense Logistics Agency Troop Support, Philadelphia, Pennsylvania (SPE8E3-15-D-0013).

Freeman Holdings of Louisiana, doing business as Million Air Lake Charles,* Lake Charles, Louisiana (SP0600-15-D-0076), $26,437,514; and Freeman Holdings of Louisiana, doing business as Million Air Alexandria,* Alexandria, Louisiana (SPE600-15-D-0075), $12,747,140, have each been awarded a fixed-price with economic-price-adjustment contract under solicitation SP0600-14-R-0221 for jet fuel.  These contracts were sole-source acquisitions.  They are four-year contracts.  Location of performance is Louisiana with a March 31, 2019, performance completion date.  Using military services are Army, Navy, Air Force, Marine Corps, and federal civilian agencies.  Type of appropriation is fiscal year 2015 defense working capital funds.  The contracting activity is the Defense Logistics Agency Energy, Fort Belvoir, Virginia.

CORRECTION: The contract announced on March 4, 2015, for Top Gun Aviation Inc., Hammond, Louisiana (SP0600-15-D-0038), for $6,651,482 was not awarded.


NAVY

Pacific Consolidated Industries LLC,* Riverside, California, is being awarded an $18,179,476 ceiling-priced, indefinite-delivery/indefinite-quantity contract for the procurement of up to 11 liquid oxygen/nitrogen generators (two pilot production units and nine production units), including technical data, training material and testing.  Work will be performed in Riverside, California, and is expected to be completed in March 2020.  Fiscal 2015 aircraft procurement (Navy) funds in the amount of $6,026,362 will be obligated at time of award, none of which will expire at the end of the current fiscal year.  This contract was solicited via an electronic request for proposals; one offer was received.  The Naval Air Warfare Center Aircraft Division, Lakehurst, New Jersey, is the contracting activity (N68335-15-D-0019).

Atlas North America LLC, Virginia Beach, Virginia, is being awarded a $14,085,779 firm-fixed-priced, indefinite-delivery/indefinite-quantity requirements contract for depot level repair, maintenance, modifications, engineering services and spare parts for the AN/SLQ-60 Surface Mine Neutralization System (SMNS) to support the Navy for the currently deployed mine countermeasures legacy systems.  The SMNS provides neutralization of shallow and deep-water mines located by the AN/AQS-24A Mine Detecting Set, and/or other mine countermeasures assets. The system is used by Navy ships and helicopters.  This contract includes options which, if exercised, would bring the cumulative value of this contract to $76,469,768. Work will be performed in Panama City Beach, Florida (60 percent);  Bahrain (25 percent); Virginia Beach, Virginia (10 percent); S. Korea (2.5 percent); Japan (2.5 percent), and is expected to be completed by March 2016.  No funding is being obligated at time of award.  No funds will expire at the end of the current fiscal year.  This contract was not competitively procured in accordance with 10 U.S.C. 2304(c)(1), as implemented by FAR 6.302-1 (a) (2) - only one responsible source and no other supplies or services will satisfy agency requirements.  Naval Surface Warfare Center Panama City Division, Panama City, Florida, is the contracting activity (N61331-15-D-0012).

Triton ETD LLC,* Breinigsville, Pennsylvania, is being awarded a $6,616,860 firm-fixed-price, indefinite-delivery/indefinite-quantity contract for the procurement of up to 500 teardowns, evaluations and repairs for produced I/J Band microwave power modules in support of the Airborne Threat Simulation Organization in support of the U.S. National Guard.  Work will be performed in Breinigsville, Pennsylvania, and is expected to be completed in March 2020.  Fiscal 2013 National Guard and Reserve equipment funds in the amount of $3,292 are being obligated at time of award, all of which will expire at the end of the current fiscal year.  This contract was not competitively procured pursuant to FAR 6.302-1.  The Naval Air Warfare Center Weapons Division, China Lake, California, is the contracting activity (N68936-15-D-0012).
