CONTRACTS
 

U.S TRANSPORTATION COMMAND
 

Two companies have been awarded contracts for rotary wing aircraft, personnel, equipment, tools, material, maintenance and supervision necessary to perform passenger and cargo air transportation service. Columbia Helicopters Inc., Aurora, Oregon, was awarded a $63,644,013 modification (0002-31) to previously awarded contract HTC711-11-D-R021. The modification brings the total cumulative face value of the contract to $377,093,731 from $313,449,718. AAR Airlift Group Inc., Palm Bay, Florida, was awarded a $65,121,714 modification (0001-41) to previously awarded contract HTC711-10-D-R026. The modification brings the total cumulative face value of the contract to $628,491,392 from $563,369,678. Work will be performed in Afghanistan, with an expected completion date of April 30, 2016. Fiscal 2015 operations and maintenance funds in the amount of $63,644,013 and $65,121,714, respectively, are being obligated at time of awards. The U. S. Transportation Command Directorate of Acquisition, Scott Air Force Base, Illinois, is the contracting activity.
 

MISSILE DEFENSE AGENCY
 

Raytheon Missile Systems Co., Tucson, Arizona, was awarded a $559,206,957 not-to-exceed sole-source undefinitized contract action (UCA) which contemplates a hybrid contract structure containing fixed-price incentive firm, firm-fixed-price, and cost reimbursable contract line items. Under this contract action, the contractor will procure an initial quantity of 44 Standard Missile-3 Block IB all-up rounds (AURs) and related activities. The contractor will also provide the work required to produce and deliver the third stage rocket motor reliability growth/design enhancements. Upon definitization of the UCA, the government intends to purchase additional missiles up to a total quantity of 52 AURs. Work will be performed in Tucson, Arizona, and Huntsville, Alabama, with an expected completion date of April 28, 2018. Fiscal 2015 defense-wide procurement funds in the amount of $401,753,989 are being obligated at time of award. One offer was solicited with one offer received. The Missile Defense Agency, Dahlgren, Virginia, is the contracting activity (HQ0276-15-C-0005).


ARMY


Boeing Co., Mesa, Arizona, was awarded a $247,094,589 firm-fixed-price multi-year contract to overhaul, repair, and recapitalize the AH-64 and H-47 airframe and weapons system. Funding and work location will be determined with each order with an estimated completion date of Oct. 31, 2019. Bids were solicited via the Internet with one received. Army Contracting Command, Redstone Arsenal, Alabama, is the contracting activity (W58RGZ-15-D-0060).
 

General Atomics Aeronautical Systems Inc., Poway, California, was awarded an $82,679,703 cost-plus-fixed-fee contract for engineering and technical services for the Joint System Integration Laboratory technological support to the unmanned aircraft systems fleet. Funding and work location will be determined with each order, with an estimated completion date of April 30, 2019. Bids were solicited via the Internet with one received. Army Contracting Command, Redstone Arsenal, Alabama, is the contracting activity (W31P4Q-15-D-0003).


Quaternary Resource Investigations LLC,* Baton Rouge, Louisiana, was awarded a $40,000,000 firm-fixed-price multi-year contract for debris management. Work will be performed in the Army Corps of Engineers Northwestern Division with an estimated completion date of April 29, 2020. One bid was solicited with one received. Funding will be determined with each order. Army Corps of Engineers, New Orleans, Louisiana, is the contracting activity (W912P8-15-D-0016).


Kaydon Corp., Muskegon, Michigan (W9098S-15-D-0020); JBK Manufacturing,* Dayton, Ohio (W9098S-15-D-0021); and Rotek Inc., Aurora, Ohio (W9098S-15-D-0022), were awarded a $39,582,000 multiple-award, indefinite-delivery/indefinite-quantity, firm-fixed-price contract for the turret slew ring. Contract allows for split awards of each delivery order at the discretion of the government. Funding and work location will be determined with each order with an estimated completion date of April 29, 2020. Bids were solicited via the Internet with three received. Army Contracting Command, Joint Manufacturing and Technology Center, Rock Island, Illinois, is the contracting activity.


Navistar Defense LLC, Lisle, Illinois, was awarded a $31,199,783 modification (P00004) to contract W56HZV-14-C-0102 for reset and upgrade of the MRAP (mine-resistant ambush protected) family of vehicles to Code-A standards. Work will be performed in West Point, Mississippi, with an estimated completion date of July 31, 2016. Fiscal 2013 and 2015 other procurement (Army) and operations and maintenance (Army) funds in the amount of $17,990,419 were obligated at the time of the award. Army Contracting Command, Warren, Michigan, is the contracting activity.


Battelle Memorial Institute, Columbus, Ohio, was awarded a $24,917,774 cost-plus-incentive-fee contract for the Common Analytical Laboratory Systems engineering manufacturing and development effort. The resultant contract will be a combination of cost-plus-incentive-fee, firm-fixed-price, and fixed-price-incentive-firm-target. This is for non-recurring engineering, test support, and development. Work will be performed in Columbus, Ohio, with an estimated completion date of April 30, 2018. Bids were solicited via the Internet with four received. Fiscal 2015 research, development, testing and evaluation funds in the amount of $20,028,259 are being obligated at the time of the award. Army Contracting Command - Edgewood Division, Aberdeen Proving Ground, Maryland, is the contracting activity (W911SR-15-C-0014).


Raytheon Co., Andover, Maryland, was awarded an $18,881,908 modification (P000205) to contract W31P4Q-13-D-0001 to extend the period of performance for Patriot performance-based logistics support for inventory management, and the repair and replacement of 136 national stock numbers and part numbers. Funding and performance location will be determined with each order. Estimated completion date is December 31, 2015. Army Contracting Command, Redstone Arsenal, Alabama, is the contracting activity.


SAI - Talon JV,* Syracuse, New York, was awarded a $13,097,800 firm-fixed-price contract for construction of four flight line fill stands at Luke Air Force Base, Arizona. Work will be performed in Glendale, Arizona, with an estimated completion date of November 23, 2016. Bids were solicited via the Internet with three received. Fiscal 2015 military construction funds in the amount of $13,097,800 are being obligated at the time of the award. Presidio Municipal Services Agency, Monterey, California was awarded an $8,749,233 modification (P00006) to contract W9124J-14-D-0001 for a twelve month extension to the existing contract for Presidio of Monterey/Defense Manpower Data Center Base Operations Support Services and ancillary sites. BAE Systems Ordnance Systems Inc., Kingsport, Tennessee, was awarded an $8,005,044 modification (P00558) to contract DAAA09-98-E-0006 for industrial waste water treatment facility expansion design at Holston Army Ammunition Plant. Fiscal 2015 other procurement funds in the amount of $8,005,044 were obligated at the time of the award. Estimated completion date is April 30, 2017. Work will be performed at Kingsport, Tennessee. Northrop Grumman Information Systems, Huntsville, Alabama, was awarded a $7,300,000 cost-plus-incentive-fee funding modification contract for the integrated air and missile defense battle command system contract. Work will be performed in Huntsville, Alabama, with an estimated completion date of Sept. 30, 2016. Bids were solicited via the Internet with one received. Fiscal 2015 research, development, test and evaluation funds in the amount of $7,300,000 are being obligated at the time of the award. Jacobs Technology Inc., Tullahoma, Tennessee, was awarded a $7,041,666 modification (P00004) to contract W91CRB-14-D-0017 as award of a one-month modification bridge contract for test support services to include materiel testing (i.e., vehicle, armor, etc.) for the Aberdeen test center at Aberdeen Proving Ground, Maryland. Funding and performance location will be determined with each order. Estimated completion date is May 31, 2015. NAVY


United Technologies Corp., Pratt & Whitney Military Engines, East Hartford, Connecticut, is being awarded a $156,955,110 fixed-price-incentive-firm target advance acquisition contract to procure long lead-time components, parts, materials and effort in support of 90 low-rate initial production Lot X F-135 propulsions systems for the F-35 Lightning II Joint Strike Fighter aircraft. These systems include (44) F-135-PW-100 for the Air Force; (9) F-135-PW-600 for the Marine Corps; and (2) F-135-PW-100 for the Navy. In addition, this contract provides for the procurement of (30) F-135-PW-100 and (5) F135-PW-600 systems for international partners and Foreign Military Sales customers. Work will be performed in East Hartford, Connecticut (67 percent); Indianapolis, Indiana (26.5 percent); and Bristol, United Kingdom (6.5 percent); and is expected to be completed in September 2017. Fiscal 2015 aircraft procurement, (Air Force and Navy) funds, as well as international partner and Foreign Military Sales funds in the amount of $156,955,110 are being obligated at time of award, none of which will expire at the end of the current fiscal year. This contract was not competitively procured pursuant to 10 U.S.C. 2304(c)(1). This contract combines purchases for the Air Force ($64,015,312; 41 percent); the Navy ($32,345,557; 20 percent); international partners ($43,229,790; 28 percent); and foreign military sales ($17,364,451; 11 percent). The Naval Air Systems Command, Patuxent River, Maryland, is the contracting activity (N00019-15-C-0004).
 

The Boeing Co., Seattle, Washington, is being awarded a $29,318,485 cost-plus-fixed-fee delivery order (3058) against a previously issued basic ordering agreement (N00019-11-G-0001) for the procurement of supplies and services to sustain the P-8A MMA test aircraft, the Patuxent River System Integration Lab, and associated support equipment in support of the P-8A MMA program. Work will be performed in Seattle, Washington (48 percent); Patuxent River, Maryland (38 percent); Atlanta, Georgia (10 percent); and Dallas, Texas (4 percent), and is expected to be completed in October 2016. Fiscal 2015 research, development, test, and evaluation (Navy) funds in the amount of $15,800,000 will be obligated at time of award, none of which will expire at the end of the current fiscal year. The Naval Air Systems Command, Patuxent River, Maryland, is the contracting activity.


Tutor Perini Corp., Sylmar, California, is being awarded a $21,640,516 firm-fixed-price task order 0002 under a multiple award construction contract for whole house revitalization, Phase II at Lockwood Terrace, Naval Base, Guam. Work to be performed is for the design and revitalization of 48 three- and four-bedroom single family officer and enlisted housing units. Improvements will include the upgrade and reconfiguration of the following: living and dining areas, kitchen, hallways, bedrooms, bathrooms, and utility areas. Revitalization will also include expanding existing units to accommodate a family room, laundry areas, garage, and concrete covered patio. The revitalization will include upgrades and replacements of air conditioning units with energy efficient ducted split-type systems. Work will be performed in Santa Rita, Guam, and is expected to be completed by August 2017. Fiscal 2011, 2013, and 2014 family housing Navy funds in the amount of $21,640,516 are obligated at time of award and will not expire at the end of the current fiscal year. Three proposals were received for this task order. The Naval Facilities Engineering Command, Pacific, Joint Base Pearl Harbor-Hickam, Hawaii, is the contracting activity (N62742-10-D-1312).


Systems Application and Technologies Inc.,* Largo, Maryland, is being awarded a $16,776,787 cost-plus-fixed-fee contract for continued support services to the Naval Air Systems Command’s Air Vehicle Modification and Instrumentation Department. Services to be provided include designing, developing, procuring, building, installing, testing and evaluating, calibrating, modifying, operating and maintaining instrumentation on aircraft and engines for the Navy and other government, commercial and foreign government customers. Work will be performed in Patuxent River, Maryland (95 percent); China Lake, California (2.5 percent); and Point Mugu, California (2.5 percent), and is expected to be completed in May 2016. Fiscal 2015 major range and test facility base (Navy) funds in the amount of $5,650,000 will be obligated at time of award, none of which will expire at the end of the current fiscal year. This contract was competitively procured via a 100 percent small business set-aside proposal. Four offers were received. The Naval Air Warfare Center Aircraft Division, Patuxent River, Maryland, is the contracting activity (N00421-15-C-0036).


American Rheinmetall Munition, Stafford, Virginia, is being awarded a $6,639,924 delivery order under previously awarded contract M67854-14-D-7403 for 40mm day/night practice cartridges, M1110 in support of Program Manager - Ammunition. The M1110 contains a chemiluminescent projectile to train Marines in the use of the 40mm low-velocity cartridge under day and night/low-light conditions. Work will be performed in Camden, Arkansas, and is expected to be completed by November 2016. Fiscal 2015 procurement (Marine Corps) funds in the amount of $6,639,924 will be obligated at time of award and will not expire at the end of the current fiscal year. This delivery order is issued against a sole source contract in accordance with 10 U.S.C. 2304(c)(1). Marine Corps Systems Command, Quantico, Virginia, is the contracting activity.


T. Carroll Associates Inc. Silver Spring, Maryland, is being awarded a $6,573,962 indefinite-delivery/indefinite-quantity, cost-plus-fixed-fee contract for the procurement of engineering services for vulnerability, recoverability, and hardening studies of ship structures, shipboard equipment, submarines, combatant craft, and Marine Corps vehicles. Work will be performed in West Bethesda, Maryland (93 percent); Newport News, Virginia (3 percent); Washington, District of Columbia (1 percent); Quantico, Virginia (1 percent); Aberdeen, Maryland (1 percent); and Ft. Walton Beach, Florida (1 percent). Fiscal 2014 research, development, test, and evaluation (Navy) funds in the amount of $128,574 will be obligated at time of award and will expire at the end of the current fiscal year. This contract was competitively procured via the FedBizOpps website, with one offer received. The Naval Surface Warfare Center - Carderock Division, West Bethesda, Maryland, is the contracting activity (N00167-15-D-0004).


DEFENSE FINANCE AND ACCOUNTING SERVICE


Immixtechnology Inc.,* McLean, Virginia, was awarded a $39,169,546, sole-source, firm-fixed-price and labor hours contract for Business Activity Monitoring Services. This contract provides for Business Activity Monitoring Services which allow for the identification of improper payments across various legacy payment systems. It also provides for reconciliation services for the Navy Funds Balance with Treasury and supports the Navy's Audit Assertion efforts. Additionally, this contract provides options to allow the government to in-source these services. Work will be performed at Atlanta, Georgia, and Indianapolis, Indiana, with an expected completion date of April 30, 2020. Fiscal 2015 operations and maintenance funds not to exceed $7,500,757 are being obligated at time of award. AIR FORCE


Jacobs Technology Inc., Lincoln, Massachusetts, has been awarded a $34,495,000 cost-plus-fixed-fee and cost reimbursable modification (P00050) to previously awarded contract FA8721-14-C-0018 for engineering and technology acquisition support services. Work will be provided for Hanscom Air Force Base, Massachusetts and its geographically separated units. Contractor will provide disciplined systems and specialty engineering; technical and information assurance services; support, and products using established government, contractor, and industry processes. Work will be performed at Hanscom Air Force Base, Ohio, and is expected to be complete by Sept. 30, 2015. This contract involves foreign military sales. Fiscal 2014 and 2015 Air Force and Defense Department operations and maintenance; research, development, test and evaluation; other procurement; and aircraft procurement funds in the amount of $29,184,452 are being obligated at the time of award. Alliant TechSystems Operations LLC, Defense Electronic Systems Division, Clearwater, Florida, has been awarded a $25,952,000 indefinite-delivery requirement contract for Common Munition Built-in-Test Reprogramming Equipment (CMBRE) contractor logistics support. Contractor will provide program management, technical support, logistics support, depot level repair and engineering services for obsolescence mitigation for Air Force, Navy and Foreign Military Sales (FMS) customers. It will also provide familiarization training for FMS customers. Work will be performed at Clearwater, Florida, and is expected to be complete by April 14, 2020. This contract involves foreign military sales. This award is the result of a sole-source acquisition. Fiscal 2015 missile procurement and aircraft procurement funds in the amount of $4,022,589 are being obligated at the time of award. Systima Technologies Inc., Kirkland, Washington, has been awarded a $12,500,000 indefinite-delivery/indefinite-quantity contract for stand-off precision guided munitions (SOPGM) precision strike capability. Contractor will provide support of the munition system carriage and release with products for employing SOPGMs and precision strike packages; installation, test, and operation of SOPGMs and precision strike capability on government specified platforms, assets (including aircraft) to support test of and training with SOPGMs and precision strike capability. Work will be performed at Kirkland, Washington, and is expected to be complete by May 3, 2020. This award is the result of a sole-source acquisition. Fiscal 2014 and 2015 procurement and research and development funds in the amount of $1,959,430 are being obligated at the time of award for delivery orders 0001 and 0002. Georgia Tech Research Institute, Atlanta, Georgia, has been awarded a $7,857,568 cost-plus-fixed-fee contract for combustion stability modeling and design tool development. Contractor will provide development of a suite of software-based design tools for predicting and analyzing stability characteristics of combustion devices based on hydrocarbon-fueled, oxidizer-rich staged combustion rocket engine cycles. Work will be performed at Atlanta, Georgia, and is expected to be complete by April 27, 2017. This award is the result of a sole-source acquisition. Fiscal 2015 research, development, test and evaluation funds in the amount of $3,928,784 are being obligated at the time of award. Space and Missile Systems Center, Los Angeles Air Force Base, California, is the contracting activity (FA8814-15-C-0006).


DEFENSE LOGISTICS AGENCY


Total Petroleum Puerto Rico Corp., Guaynabo, Puerto Rico, has been awarded a maximum $10,959,612 fixed-price with economic price adjustment contract for fuel. This contract was a competitive acquisition, and nine responses were received. This is a three-year base contract with no option years. Location of performance is Puerto Rico with a March 31, 2018, performance completion date. Using military services are Army, Navy, Air Force and federal civilian agencies. Type of appropriation is fiscal 2015 through fiscal 2018 defense working capital funds. The contracting activity is the Defense Logistics Agency Energy, Fort Belvoir, Virginia, (SPE600-15-D-1260).


Petro Air Inc., Aguadilla, Puerto Rico, has been awarded a maximum $9,500,101 fixed-price with economic price adjustment contract for jet fuel. This contract was a competitive acquisition and nine responses were received. This is a three-year base contract with no option years. Location of performance is Puerto Rico with a March 31, 2018, performance completion date. Using military service is Air Force and federal civilian agencies. Type of appropriation is fiscal 2015 through fiscal 2018 defense working capital funds. The contracting activity is the Defense Logistics Agency Energy, Fort Belvoir, Virginia (SPE600-15-D-1257).


WASHINGTON HEADQUARTERS SERVICES


NetCentrics Corp., Herndon, Virginia, is being awarded a $10,259,670 modification (P00018) to firm-fixed-price contract (HQ0034-11-D-0002-0001) to obtain information technology operations back office support for the Office of the Secretary of Defense, Washington Headquarters Services (WHS), WHS-supported organizations, and the Pentagon Force Protection Agency. Work will be performed in Arlington, Virginia, with an expected completion date of April 30, 2017. Fiscal 2015 operations and maintenance funds in the amount of $6,959,737, and fiscal 2015 Pentagon Reservation Maintenance Revolving funds in the amount of $3,299,933, are being obligated on this award and will expire at the end of the current fiscal year. This contract was competitively procured, with three proposals received. WHS, Washington, District of Columbia, is the contracting activity.
 

DEFENSE HEALTH AGENCY


Leidos, Inc., Reston, Virginia, was awarded a $21,404,370 firm-fixed-price contract to provide Sustainment support services of the current, legacy electronic health record (EHR) systems, ALHTA and CHCS. The scope includes providing overall maintenance and sustainment of the legacy EHRs synchronized baselines to the Program Executive Officer, Defense Health Clinical Systems. Work will be performed worldwide at all treatment facilities supporting 9.5 million beneficiaries of the Military Health System. Work supports functional capabilities including patient registration, admission, disposition and transfer; outpatient administration data; appointment scheduling; laboratory data; drug interaction alerts; quality assurance, radiology results; clinical dietetic administration; pharmacy alerts; computerized order entry and results retrieval; ad hoc reporting; and managed care. The estimated completion date is Oct. 31, 2015. Fiscal 2015 operations and maintenance funds in the amount of $21,404,370 were obligated at time of award. This contract was a competitive acquisition solicited through the Federal Business Opportunities site, and two offers were received. The Defense Health Agency, Falls Church, Virginia is the contracting activity (HT0011-15-C-0015).
