DEFENSE COMMISSARY AGENCY
Willamette Industries of Buena Park, CA, was awarded a $7,987,088 Indefinite
Delivery Requirements type contract for paper grocery bags on June 6, 1995.
Work will be performed at Beaverton, OR, Grand Prairie, TX and Buena Park, CA,
with delivery to multiple sites throughout the West Coast to include Alaska and
Hawaii and is expected to be completed July 31, 1995. Contract funds will not
expire at the end of the current fiscal year. Forty-three firms were solicited
and ten bids were received. The contracting activity is the Defense Commissary

ARMY
Carlton, Incorporated, Charleston, West Virginia, is being awarded a $5,017,00
firm fixed price contract for construction of a new two-story masonry building
with support systems, utility extensions, parking and access road. Work will
be performed in Charleston, West Virginia, and is expected to be completed by
January 11, 1997. Contract funds will expire at the end of the current fiscal
year. There were 27 bids solicited on February 21, 1995, and 3 bids received.
The contracting activity is the U.S. Army Corps of Engineers, Baltimore,

AIR FORCE
Lockheed Martin Corporation, Philadelphia, Pennsylvania, is being awarded a
$12,600,000 face value increase to a Firm Fixed Price contract for an
Operations Support System for on-orbit support of the NAVSTAR Global
Positioning System Replacement Satellite system. Contract is expected to be
completed June 1996. Contract funds will not expire at the end of the current
fiscal year. Space and Missile Systems Center, Los Angeles, California is the

Rockwell International Corporation, Duluth, Georgia, is being awarded a
$55,290,690 Firm fixed price contract. This action is Lot 6 of the AGM-130
Standoff Weapon, providing 102 missiles with associated hardware, data, repair
provisions and warranty, 20 technology upgrades, 25 test program sets, 38
captive aircrew trainers and miscellaneous missile spares. Contract is
expected to be completed August 1997. Contract funds will not expire at the
end of the current fiscal year. One bid was solicited and one proposal was
received. Solicitation was issued in December 1994 and negotiations were
complete in April 1995. Aeronautical Systems Center, Eglin Air Force Base,

Exide Electronics Corporation, Raleigh, North Carolina, is being awarded a
$50,000,000 Requirements contract for 681 Static Uninterruptible Power Supplies
Systems for US Air Force and other government use to prevent power outages and
condition power. The work will be performed at Exide Electronics Corp. in
Raleigh, North Carolina (45%), and L.K. Comstock (30%) and the Liebert
Corporation (25%), both in Irvine, California. Contract funds will not expire
at the end of the current fiscal year. A total of 205 firms were solicited and
3 proposals were received. The solicitation was issued in May 1994 and
negotiations were complete in April 1995. Sacramento Air Logistics Center is

Rockwell International corporation, Richardson, Texas, is being awarded a
$350,000,000 Indefinite Delivery/Indefinite Quantity contract for high
frequency radios for the Scope Command Program, including 25 basic stations, a
first article unit, test data and logistic support. Contract is expected to be
completed June 2004. Contract funds will not expire at the end of the current
fiscal year. Thirty-five firms were solicited and 5 proposals received.
Solicitation began in October 1994 and negotiations were complete in April 1995
Sacramento Air Logistics Center, McClellan Air Force Base, California is the

CFM International, Cincinnati, Ohio, is being awarded a $512,000,000 Firm
fixed price contract for 30 CFM56 engines for the KC-135 aircraft. Contract is
expected to be completed May 1997. Contract funds will not expire at the end
of the current fiscal year. One firm was solicited and one firm submitted a
proposal. Solicitation began July 1994 and negotiations were complete November
1994. This efforts supports foreign military sales to Turkey. Oklahoma City
Air Logistics Center, Tinker Air Force Base, Oklahoma is the contracting

McDonnell Douglas Aircraft Training Company, St. Louis , Missouri, is being
awarded a $21,980,337 face value increase to a Firm fixed price contract for
spare engines and Quick Engine Change kits for the Contractor Operated and
Managed Base Supply for the T1-A trainer aircraft. The work will be performed
at United Technologies of Pratt & Whitney in Quebec, Canada (70%) and Beech
Aerospace Services, Inc. in Madison, Mississippi (25%). Contract funds will
expire at the end of the current fiscal year. Oklahoma City Air Logistics
Center, Tinker Air Force Base, Oklahoma is the contracting activity

NAVY
Paul H. Schwendener, Inc., Westmont, Illinois, is being awarded a $38,010,000
firm-fixed-price contract for construction of a bachelor enlisted quarters at
the Naval Training Center, Great Lakes, Illinois. Work is expected to be
completed by January 1997. Contract funds will not expire at the end of the
current fiscal year. This contract was competitively procured with 100
proposals solicited and nine offers received. The Southern Division, Naval
Facilities Engineering Command, Charleston, South Carolina, is the contracting
