CONTRACTS
 

MISSILE DEFENSE AGENCY
 

Lockheed Martin Corp., Gaithersburg, Maryland, has been awarded a maximum $870,000,000 modification (P00039) to previously awarded HQ0147-12-D-0003 for the continued engineering, development, test, integration, fielding and on-site operations and sustainment support for the command and control, battle management and communications system located worldwide for the Ballistic Missile Defense System. The Spiral 8.2-1 development supports enhanced homeland defense, and Spiral 8.2-3 is required to meet European Phased Adaptive Approach III. This is a hybrid cost-plus-fixed-fee, cost-plus-incentive-fee, cost-plus-award-fee, fixed-price incentive, firm-fixed-price, indefinite-delivery/indefinite-quantity contract. The modification brings the total cumulative face value of the contract to $2,073,500,000 from $1,203,500,000. Locations of performance are Arlington, Virginia; Huntsville, Alabama; and Colorado Springs, Colorado, with an expected completion date of Dec. 31, 2021. Fiscal 2015 research, development, test and evaluation funds will be obligated incrementally against the task orders. The Missile Defense Agency, Huntsville, Alabama, is the buying activity.
 

ARMY
 

AC First Inc., Ft. Worth, Texas, was awarded a $62,683,121cost-plus-fixed-fee incrementally funded bridge contract for continued support and maintenance operations for the 401st Army Field Support Brigade, Afghanistan, with an estimated completion date of Dec. 27, 2015. One bid was solicited and one received. Fiscal 2015 operations and maintenance (Army) funds in the amount of $52,100,000 were obligated at the time of the award. Army Contracting Command, Rock Island Arsenal, Illinois, is the contracting activity (W52P1J-15-C-0040).
 

Georgia Tech Applied Research Corp., Atlanta, Georgia, was awarded a $14,299,316 cost-plus-fixed-fee contract with options for research, engineering, science and technology, analysis. Funding and work location will be determined with each order with an estimated completion date of June 22, 2020. Bids were solicited via the Internet with one received. Army Space and Missile Command, Huntsville, Alabama, is the contracting activity (W9113M-15-D-0002).
 

NAVY
 

Huntington Ingalls Industries-Newport News Shipbuilding, Newport News, Virginia, is being awarded a $23,762,770 cost-plus-fixed-fee contract for nuclear propulsion and complex modernization work on USS George H. W. Bush (CVN 77) fiscal 2015 planned incremental availability. Work will be performed in Portsmouth, Virginia, and is expected to be completed by December 2015. Fiscal 2015 operations and maintenance (Navy) and fiscal 2015 other procurement (Navy) funding in the amount of $23,762,770 will be obligated at time of award. Contract funds will expire at the end of the current fiscal year. This contract was not competitively procured in accordance with Federal Acquisition Regulation 6.302-1(a)(2)(iii) – only one responsible source and no other supplies or services will satisfy agency requirements. The Naval Sea Systems Command, Washington, District of Columbia, is the contracting activity (N00024-15-C-4304).
 

BAE Systems San Diego Ship Repair, San Diego, California, is being awarded a $15,240,040 modification to previously awarded cost-plus-award-fee, incentive-fee contract N00024-11-C-4408 for fiscal 2015 selected restricted availability (SRA) for the destroyer USS Sampson (DDG 102). An SRA includes the planning and execution of depot-level maintenance, alterations, and modifications that will update and improve the ship's military and technical capabilities. Work will be performed in San Diego, California, and is expected to be completed by January 2016. Fiscal 2015 operations and maintenance (Navy) and fiscal 2015 other procurement (Navy) funding in the amount of $15,240,040 will be obligated at time of award and funds in the amount of $11,469,067 will expire at the end of the current fiscal year. The Southwest Regional Maintenance Center, San Diego, California, is the contracting activity.
 

Raytheon Co., El Segundo, California, is being awarded a $13,050,000 modification to a previously awarded cost-plus-incentive-fee contract (N00019-13-C-0128) to exercise an option for software and hardware enhanced security design requirements in support of the Next Generation Jammer program. Work will be performed in El Segundo, California (60 percent); Dallas, Texas (20 percent); and Ft. Wayne, Indiana (20 percent), and is expected to be completed in February 2016. Fiscal 2015 research, development, test and evaluation (Navy) funds in the amount of $2,135,000 are being obligated at time of award, none of which will expire at the end of the current fiscal year. The Naval Air Systems Command, Patuxent River, Maryland, is the contracting activity.
 

Sikorsky Aircraft Corp., Stratford, Connecticut, is being awarded $8,088,361for firm-fixed-price delivery order 5306 against a previously issued basic ordering agreement (N00019-14-G-0004) for nacelles physical configuration audit support for the H-53 in-service program. In addition, this order provides for the procurement of 36 production kits. Work will be performed in Tallahassee, Alabama (90 percent); and Stratford, Connecticut (10 percent), and is expected to be completed in November 2017. Fiscal 2014 aircraft procurement (Navy) funds in the amount of $8,088,361 will be obligated at time of award, none of which will expire at the end of the current fiscal year. The Naval Air Systems Command, Patuxent River, Maryland is the contracting activity.
 

AIR FORCE
 

SURVICE Engineering, Belcamp, Maryland, has been awarded a $7,937,256 modification (P00016) to previously awarded contract FA9201-10-D-0196 for SEEK EAGLE modeling, analysis, and tools support. The modification is to increase the ceiling price of the basic contract in order to award Task Order 0011. Work will be performed at Eglin Air Force Base, Florida, and is expected to be complete by Dec. 22, 2015. No funds are being obligated at the time of award. Air Force Test Center, Eglin Air Force Base, Florida, is the contracting activity.
 

Great Northwest Inc., Fairbanks, Alaska (FA5004-15-D-C005); Granite Construction Co., Watsonville, California (FA5004-15-D- 0004); Paving Products Inc., Fairbanks, Alaska (FA5004-15-D- 0006); COLASKA Inc., doing business as Exclusive Paving, North Pole, Alaska (FA5004-15-D- 0003); HC Contractors Inc., North Pole, Alaska (FA5004-15-D- 0001); and Knik Construction Co. Inc., Seattle, Washington (FA5004-15-D- 0002), have been awarded a combined not-to-exceed $15,000,000 indefinite-delivery/indefinite-quantity contract for paving and runway and roadway striping. Contractor will provide for all plant, labor, supervision, equipment, materials and labor to perform all operations necessary and required to maintain, repair and construct base and airfield pavement and surfaces. Work will be performed at Eielson Air Force Base, Alaska; and Fort Wainwright, Alaska, and is expected to be complete by June 21, 2020. This award is the result of a competitive acquisition with six offers received. Fiscal 2015 operations and maintenance funds in the amount of $500 are being obligated to each company at the time of award. The 354th Contracting Squadron, Eielson Air Force Base, Alaska, is the contracting activity.
