MISSILE DEFENSE AGENCY
 

Aerojet Rocketdyne, Rancho Cordova, California, is being awarded a $12,290,494 competitive, cost-plus-fixed-fee contract. Under this new contract, the contractor will develop and prove an innovative digital factory environment that will improve the design, manufacturing, and supply chain efficiency resulting in increased affordability for complex propulsion subsystems. The work will be performed in Rancho Cordova, California with an estimated completion date of Oct. 1, 2017. This contract was competitively procured via publication on the Federal Business Opportunities website under the MDA's broad agency announcement for advanced technology innovation; HQ0147-13-ATI-BAA, with 100 bids received. Fiscal 2015 research, development, test and evaluation funds in the amount of $12,290,494 are being obligated on this award. The Missile Defense Agency, Redstone Arsenal, Alabama is the contracting activity (HQ0147-15-C-0010).
 

DEFENSE ADVANCED RESEARCH PROJECTS AGENCY
 

DEKA Innovative Solutions Corp. (DISC)*, Manchester, New Hampshire was awarded a $6,977,028 cost-plus-fixed-fee contract for the design, development, manufacture and delivery of sensorized prosthetic arms for use under the Defense Advanced Research Projects Agency (DARPA) Hand Proprioception & Touch Interfaces (HAPTIX) program; and manufacture and delivery of prosthetic arms for use under the DARPA Revolutionizing Prosthetics Follow-on Studies (RPFS). DISC will train DARPA HAPTIX and RPFS performers on the setup and operation of the arm systems, provide technical support, and maintenance and repair of the arm systems during the HAPTIX Program and RPFS studies. The HAPTIX program will develop new science and technology to achieve closed-loop control of this dexterous mechatronic prosthesis in order to provide amputees with the feel and function of natural limbs. System performance and the ultimate benefit to prosthetic users will be determined in a year-long, take-home trial. These efforts will position the government with the required data to seek market approval and deliver the system into the wider patient population. The RPFS effort will provide the Food and Drug Administration an approved variant of the DISC arm system to researchers for continued studies. The aim of these studies is to inform product and reimbursement code submissions to the Center for Medicaid and Medicare Services. These studies will also validate prescription criteria and explore other control techniques with the aim of ensuring the DISC arm system can accommodate the broadest user community possible. Work will be performed in Manchester, New Hampshire during the 57-month period of performance. Fiscal 2014 research and development funds in the amount of $4,433,717 are being obligated at the time of award. This contract was a competitive acquisition and sixty offers were received. DEFENSE LOGISTICS AGENCY
 

Graybar Electric Company, Inc., St. Louis, Missouri, has been awarded a maximum $21,900,000 firm-fixed-price, indefinite-delivery/indefinite-quantity contract for maintenance, repair and operations prime vendor bridge contract for the Northeast Region, zone 2, of the United States. This was a sole-source acquisition using justification 10 U.S.C. 2304 (c)(1). Location of performance is Missouri, with an Oct. 2, 2015, performance completion date. Using services are Army, Navy, Air Force, Marine Corps and federal civilian agencies. Type of appropriation is fiscal 2015 defense working capital funds. The contracting activity is the Defense Logistics Agency Troop Support, Philadelphia, Pennsylvania (SPE8E3-15-D-0031).
 

Science Applications International Corporation, Fairfield, New Jersey, has been awarded a maximum $19,300,000 firm-fixed-price indefinite-delivery/indefinite-quantity contract for maintenance, repair and operations prime vendor bridge contract for the Northeast Region, zone 1, of the United States. This was a sole source acquisition using justification 10 U.S.C. 2304 (c)(1). Location of performance is New Jersey, with an Oct. 2, 2015, performance completion date. Using services are Army, Navy, Air Force, Marine Corps and federal civilian agencies. Type of appropriation is fiscal 2015 defense working capital funds. The contracting activity is the Defense Logistics Agency Troop Support, Philadelphia, Pennsylvania, (SPE8E3-15-D-0030).
 

Manus Medical, LLC,* Richmond, Virginia, has been awarded a maximum $12,210,000 fixed-price with economic price adjustment contract for medical surgical equipment for facilities that participate in the electronic catalogue program. This was a competitive acquisition with 13 responses received. This is an 18-month base contract with three one-year, and one six-month option periods. The maximum award amount is for the life of the contract, including option years. Location of performance is Virginia, with a performance completion date of July 2, 2020. Using services are Army, Navy, Air Force, Marine Corps and federal civilian agencies. Type of appropriation is fiscal 2015 through fiscal 2020 defense working capital funds. The contracting activity is the Defense Logistics Agency Troop Support, Philadelphia, Pennsylvania, (SPE2DE-15-D-0018).
 

NAVY
 

BAE Systems Southeast Shipyards Mayport LLC, Jacksonville, Florida, is being awarded a $26,828,516 firm-fixed-price contract for the phased maintenance availability of USS Iwo Jima (LHD 7). The work package consists of structural and tank repairs, ventilations and auxiliary systems repairs, temporary services habitability preservations, structural preservations, ship alterations, and miscellaneous repairs. This contract includes options which, if exercised, would bring the cumulative value of this contract to $32,644,089. Work will be performed in Jacksonville, Florida, and is expected to be completed by July 2016. Fiscal 2015 operations and maintenance (Navy) contract funding in the amount of $26,828,516 will be obligated at time of award and will expire at the end of the current fiscal year. This contract was competitively procured via the Federal Business Opportunities website, with four offers received. Southeast Regional Maintenance Center, Mayport, Florida, is the contracting activity (N40027-15-C-0012).
 

Billy W. Jarrett Construction Co., Inc.,* Auburn, Alabama, is being awarded $6,775,000 for firm-fixed-price task order 0002 under a previously awarded multiple award construction contract (N44255-14-D-9017) to reroof building 7000 at Naval Base Kitsap - Bangor. Work will be performed in Silverdale, Washington, and is expected to be completed by November 2016. Fiscal 2015 operation and maintenance (Navy) contract funds in the amount of $6,775,000 are being obligated on this award and will expire at the end of the current fiscal year. Four proposals were received for this task order. The Naval Facilities Engineering Command, Northwest, Silverdale, Washington, is the contracting activity.


AIR FORCE
 

Black Diamond Advanced Technologies, LLC, Chandler, Arizona, has been awarded a $48,100,000 firm-fixed-price and indefinite-delivery/indefinite-quantity contract for Battlefield Airmen Operational Control System. Contractor will provide operational control system hardware, attrition assets, and software integration support. Work will be performed at Chandler, Arizona, and is expected to be complete by Nov. 3, 2020. This award is the result of a competitive acquisition, and 5 offers were received. Fiscal year 2015 other procurement funds in the amount of $299,468 are being obligated at the time of award. Air Force Life Cycle Management Center/WISK, Wright-Patterson Air Force Base, is the contracting activity (FA8629-15-D-2469).
 

Raytheon Missiles Systems, Tucson, Arizona, has been awarded a $36,800,000 cost-plus-incentive-fee, cost-plus-fixed-fee and a fixed-price contract for System Improvement Program II- Engineering Manufacturing, Development. Contractor will provide an incremental software solution for AIM-120D to improve missile performance against rapidly advancing threats. Work will be performed at Tucson, Arizona, and is expected to be complete by Feb. 3, 2019. This award is the result of a sole-source acquisition. Fiscal year 2015 research, development, test and evaluation funds in the amount of $5,750,000 are being obligated at the time of award. Air Force Life Cycle Management Center, Eglin Air Force Base, Florida, is the contracting activity (FA8675-15-C-0061).
 

Orbital Sciences Corporation, Chandler, Arizona, has been awarded a $23,600,000 firm fixed price contract for Operationally Responsive Space-5 Launch Services. Contractor will provide the following launch services support for ORS-5 mission: launch services planning, analysis, design, development, production, integration and testing required to launch the ORS-5 SensorSat space vehicle to the desired orbit. Work will be performed at Chandler, Arizona, and is expected to be complete by a to-be-designated launch date in second quarter calendar year 2017. This award is the result of a competitive acquisition that was solicited via FedBizOps and one offer was received. Fiscal year 2014 and 2015 research, development, test and evaluation funds in the amount of $23,600,000 are being obligated at the time of award. Cyber Defense Information Assurance, Round Rock, Texas, has been awarded a $7,993,365 firm-fixed price for Air Force Intranet Control Support Defense Joint Regional Security Stacks. Contractor will provide the Air Force enterprise-level network management, optimized communications and defensive measures at the Air Force Information Network gateways. Work will be performed at Maxwell-Gunter Air Force Base, Alabama, and is expected to be complete by July 8, 2016. This award is the result of a competitive acquisition. Fiscal year 2016 operations and maintenance funds in the amount of $7,993,365 are being obligated at the time of award. The 38th Contracting Squadron, Tinker Air Force Base, Oklahoma is the contracting activity (FA8773-15-C-0045).


WASHINGTON HEADQUARTERS SERVICES
 

Engility Corporation, Chantilly, Virginia is being awarded a $8,327,70 firm-fixed-price and cost-reimbursement contract (HQ0034-15-F-0102) to provide professional engineering services to assist the Office of the Deputy Assistant Secretary of Defense, Systems Engineering in the execution of statutory and regulatory policy, guidance, specialty engineering, and human capital functions.
