1995, a $7,856,560 fixed price with economic price adjustment contract for A-1
jet fuel for overseas use. Two proposals were solicited and two were received.
Funds will not expire at the end of the fiscal year. The Defense Fuel Supply

Phibro Energy USA, Inc., Houston, Texas, is being awarded a $45,427,890 fixed
price with economic price adjustment contract for JP-8 aviation turbine fuel.
One hundred twenty proposals were submitted and five were received. Work is
expected to be completed by June 1996. Funds will not expire at the end of the

AIR FORCE
MILCOM Systems corporation, Virginia Beach, Virginia, is being awarded a
$6,778,235 firm fixed price contract for engineering construction, installation
and test support for a range of command, control, communication and computer
systems. Contract is expected to be completed June 1997. Contract funds will
not expire at the end of the current fiscal year. Sixty-five firms were
solicited and 4 firms submitted proposals. Solicitation began March 1995 and
negotiations were complete June 1995. The 38th Engineering Installation Wing,

$167,082,729 cost-plus-award-fee contract for engineering and manufacturing
development of the evolved Seasparrow Missile for various NATO countries. Work
will be performed in Tucson, Arizona (36%), Raufoss, Norway (13%), Hengelo,
Netherlands (11%), Munich, Germany (11%), Melbourne, Australia (8%), Etocicoke,
Ontario, Canada (6%), Madrid, Spain (6%), Rocket Center, West Virginia (5%),
and Minneapolis, Minnesota (4%). Contract funds in the amount of $1,832,000
will expire at the end of the current fiscal year. This contract was not
competitively procured. The Naval Sea Systems Command, Washington, D.C., is

MILCOM Systems Corporation, Virginia Beach, Virginia, is being awarded a
$21,249,378 (estimated) cost-plus-fixed-fee contract for engineering services
for combat surveillance systems, including cryptologic, direction finding,
counternarcotics, and special intelligence communication systems. This
contract contains options, which if exercised, will bring the total contract
value to $107,355,600. Work will be performed in Charleston, South Carolina
(75%), and Norfolk, Virginia (25%), and is expected to be completed by June

J.A. Jones Management Services, Charlotte, North Carolina, is being awarded a
$10,000,000 (base year minimum amount) indefinite-delivery/indefinite-quantity,
firm-fixed-price, award-fee contract for base operating support and
maintenance, repair, and construction projects and various federal
installations in Nevada, the Northern and Central regions of California, and
Marine Corps Air Stations at El Toro and Tustin, California. The contract
performance period is not-to-exceed five years. This contract contains
options, which if exercised, will bring the total cumulative value of the
contract to $210,000,000. This contract was competitively procured with 50
proposals solicited and six offers received. The Navy Public Works Center, San

ARMY
M.C.C. Construction Corporation, Golden, Colorado, is being awarded a $100,000
increment as part of a not-to-exceed $15,000,000 firm fixed price contract for
construction/repair requirements for a basewide construction effort, to include
tasks in a variety of trades such as carpentry, road repair, roofing,
excavation, demolition, concrete, and masonry and welding, at the Corpus
Christi Army Depot. Work will be performed in Corpus Christi, Texas, and is
expected to be completed by June 19, 2000. Contract funds will not expire at
the end of the current fiscal year. There were 31 bids solicited on February
