AIR FORCE

On January 31, Landsea Systems, Incorporated, Virginia Beach, Virginia, was awarded a $6,392,564 face value increase to a firm fixed price contract to provide for modification kits in the following quantities to incorporate L-Band satellite communication capability into the following aircraft: 124 for the C-141, 124 for the C-5 and 57 for the KC-10. Contract is expected to be completed May 1998. Contract funds expire at the end of the current fiscal year. There was one firm solicited and one proposal received. Solicitation began May 1995 and negotiations were complete October 1995. Warner Robins Air Logistics Center, Robins AFB, Georgia is the contracting activity (F09603, 95/C-1147).

On January 31, Canadian Commercial Corporation, Ontario, Canada, was awarded a $10,206,059 indefinite delivery contract to provide for repair and overhaul of 15 components of the T-56 engine applicable to the C-130 aircraft. Contract is expected to be completed March 1997. Contract funds will not expire at the end of the current fiscal year. There were two firms solicited and two proposals received. Solicitation began January 1996; negotiations were complete January 1996. San Antonio Air Logistics Center, Kelly AFB, Texas is the contracting activity (F41608-96/D-0336).

On January 31, Questech, Incorporated, Falls Church, Virginia, was awarded a $5,020,624 cost plus fixed fee contract to provide for studies and analyses in support of development of electro-optical warfare capability. Contract is expected to be completed January 2001. Contract funds will not expire at the end of the current fiscal year. There were 11 firms solicited and one proposal received. Solicitation began June 1995; negotiations were complete January 1996. Wright Laboratory, Wright-Patterson AFB, Ohio is the contracting activity (F33615-95/C-1633).

On January 31, Veda Incorporated, Alexandria, Virginia, was awarded a $8,499,989 indefinite delivery contract to provide for analyses and assessments of advanced technology for integration into developmental air vehicles. Contract is expected to be completed January 2001. Contract funds will not expire at the end of the current fiscal year. There were 21 firms solicited and 4 proposals received. Solicitation began June 1995; negotiations were complete January 1996. Wright Laboratory, Wright-Patterson AFB, Ohio is the contracting activity (F33615-95/D-3800).

On January 31, Teledyne CAE, Toledo, Ohio, was awarded a $10,000,000 cost plus fixed fee contract to provide for research and development support for the Engine Model Derivative Program. This program consists of studies and analyses to identify systems enhancements, cost reductions, and propulsion options to meet emerging warfighting needs. Contract is expected to be completed December 1998. Contract funds will not expire at the end of the current fiscal year. There were 9 firms solicited. Solicitation began September 1995; negotiations were complete December 1995. Aeronautical Systems Center, Wright-Patterson AFB, Ohio is the contracting activity (F33657-95/C-0092).

On January 31, Systems and Electronics, Incorporated, St. Louis, Missouri, was awarded a $6,210,932 face value increase to a fixed price incentive contract to provide for six 60K Aircraft Cargo Transporter Loaders. These loaders are used to move equipment on cargo pallets in and around cargo terminals and while loading and unloading aircraft. Contract is expected to be completed November 1998. Analytic Services, Incorporated, Arlington, Virginia, is being awarded a $11,774,122 face value increase to a cost plus fixed fee contract to provide for 100 man years of analytic and technical services in support of the Assistant Secretary of the Air Force for acquisition's management of system production and development. Contract is expected to be completed July 1996. Contract funds will not expire at the end of the current fiscal year. Battelle, Incorporated, Columbus, Ohio, is being awarded a $8,000,000 indefinite delivery/indefinite quantity contract to provide for studies and analyses to determine materials and procedures to reduce pollution in the production of weapon systems. Contract is expected to be completed January 2003. Contract funds will not expire at the end of the current fiscal year. There were 300 firms solicited and 7 proposals received. ARMY

Ryan-Walsh, Incorporated, Mobile, Alabama, was awarded on January 31, 1996, a delivery order amount of $7,537,924, as part of a $14,681,411 firm fixed price, indefinite quantity contract for stevedoring and related terminal services (to load and unload vessels) for a two-year period with two one-year options. Work will be performed in Southport (Wilmington), North Carolina and is expected to be completed by January 31, 1998. Contract funds will not expire at the end of the current fiscal year. There were 14 bids solicited on October 3, 1994, and four bids received. The contracting activity is the Headquarters, Military Traffic Management Command, Falls Church, Virginia (DAHC24-96-D-0002).

Olin Corporation/Winchester Division, Independence, Missouri, is being awarded an $11,664,567 modification to a cost plus award fee contract for the operation and maintenance of a government owned/contractor operated facility. Work will be performed at the Lake City Army Ammunition Plant, Independence, Missouri, and is expected to be completed by September 30, 1995. Contract funds will not expire at the end of the current fiscal year. There were 17 bids solicited on October 3, 1984 and seven bids received. Bell Helicopter Textron, Incorporated, Fort Worth, Texas, is being awarded a $25,500,000 firm fixed price contract for retrofit of 33 OH-58D aircraft to a fully armed Kiowa Warrior configuration. Work will be performed in Fort Worth, Texas, and is expected to be completed by December 31, 1998. Contract funds will not expire at the end of the current fiscal year. This is a sole source contract initiated on January 31, 1996. The contracting activity is the U.S. Army Aviation and Troop Command, St. Louis, Missouri (DAAJ09-96-C-0116).

Hess Construction Company, Takoma Park, Maryland, is being awarded a $5,888,000 firm fixed price contract for construction of a new administration facility of approximately 48,000 square feet, two-story construction to accommodate 200 employees. Effort includes on-site parking; site improvements; utility extensions and connections; storm water management; and landscaping. Work will be performed in Adelphi, Maryland, and is expected to be completed by November 9, 1996. Contract funds will not expire at the end of the current fiscal year. There were 72 bids solicited on November 9, 1995, and 13 bids received. The contracting activity is the U.S. Army Corps of Engineers, Baltimore, Maryland (DACA31-96-C-0023).

DEFENSE NUCLEAR AGENCY

Allied Signal, Technical Services Corporation, Columbia, Maryland, is being awarded a $2,355,153 increment as part of a $12,053,370 cost plus fixed fee/level of effort contract for the operation and maintenance of instrumentation for high explosives testing. Work will be performed in Albuquerque, New Mexico, and is expected to be completed by January 12, 2001. Contract funds will not expire at the end of the current fiscal year. There were 22 bids solicited on September 21, 1995, and one bid was received. The contracting activity is the Defense Nuclear Agency, Alexandria, Virginia (DNA001-96-C-0043).
