ARMY
J.T. Construction Company, Incorporated*, San Antonio,
Texas, is being awarded a $5,268,610 (base year) firm fixed price
contract with a cumulative total of $5,365,710 (includes two
option years) for additions and alterations to the Wilford Hall
Medical Center-Emergency Department. This construction project
will be a one and one-half story building, with an enclosed four-
floor non-ambulatory elevator tower. All systems will be
integrated into the WHMC master system. The building will be
constructed of a spread footing foundation, concrete structural
floor, pre-cast concrete and structural steel wall system, and
built-up roofing. Support facilities include utilities, signage,
communications, alarm systems, drainage, parking, curbs/gutters,
and site improvements. Work will be performed at Lackland Air
Force Base, Texas, and is expected to be completed by June 10,
1998. Contract funds will not expire at the end of the current
fiscal year. There were 16 bids solicited on February 22, 1996,
and three bids received. The contracting activity is the U.S.
Army Corps of Engineers, Fort Worth, Texas (DACA63-96-C-0047).
Brown & Root Services Corporation, Houston, Texas, is being
awarded $15,000,000 as part of a $75,000,000 (cumulative total
with 4 option years at $15,000,000 per year) firm fixed price job
order contract for construction repair requirements for a
basewide construction effort. The contract is for a broad range
of maintenance repair and minor construction work on real
property at the following Army installations: Fort Richardson,
Fort Wainwright, Fort Greely, Black Rapids, Kotzebue, Bethel,
Nome, Whittier, Haines, Tok, and Seward, Alaska. Work is
expected to be completed in June of 2001. Contract funds will
not expire at the end of the current fiscal year. There were 20
bids solicited on February 12, 1996, and four bids received. The
contracting activity is the U.S. Army Corps of Engineers,
Anchorage, Alaska (DACA85-96-D-0008).

NAVY
Grumman Aerospace Corporation, Bethpage, Long Island, New
York, is being awarded
a $12,050,000 ceiling-priced order for acquisition of operational
and maintenance training development to support the French E-2C
aircraft. This contract is for the government of France (100 %)
under the Foreign Military Sales (FMS) Program. Work will be
performed in Bethpage, New York (40%), and St. Augustine, Florida
(60%), and is expected to be completed by August 1998. Contract
funds would not have expired at the end of the current fiscal
year. This contract was not competitively procured. The Naval
Air Systems Command, Arlington, Virginia, is the contracting
activity (N00019-95-G-0050)
AMERICAN FORCES INFORMATION SERVICE
Scientific Atlanta Inc. is being awarded a 5,525,251 firm
fixed price contract for a complete digital video compression and
transmission system for the Armed Forces Radio and Television
Service (AFRTS) Satellite Network and an initial quantity of 650
receive units. Total estimated face value of the contract is
$20,085,332 (if every line item were to be ordered over the
period of the contract which is for a base year and four option
years). The contact also contains an option to purchase a
digital video compression and transmission system for satellite
transmission direct to U.S. Navy ships at sea. Sixty-two firms
were solicited and three proposals were received. Television-
Audio Support Activity, Sacramento, Calif., is the contracting
