CONTRACTS

ARMY

NES Government Services, Incorporated, Virginia Beach, Virginia, is being awarded an increment (appropriation number and dollar value will be issued with each delivery order) of an estimated $3,596,519 (FY97) firm fixed price indefinite delivery/indefinite quantity contract with a potential cumulative total of $19,041,378 (includes 4 options), for Emergency Room physicians, with a 12 month contract and 4 option periods. Work will be performed in El Paso, Texas (100%), Fort Huachuca, Arizona (100%), and Fort Irwin, California (100%), and is expected to be completed by September 30, 2001. There were 32 prospective offerers on April 1, 1996, and eight proposals were received. The contracting activity is the U.S. Army Medical Command, El Paso, Texas (DADA09-96-D-0007).

Longbow Limited Liability Company, Orlando, Florida, is being awarded a $6,362,360 modification to a firm fixed price contract for AH-64D Longbow Fire Control Radar (FCR) and spare/repair parts. Work will be performed in Orlando, Florida (50%), and Baltimore, Maryland (50%), and is expected to be completed by December 1, 1998. Contract funds will not expire at the end of the current fiscal year. This is a sole source contract initiated on June 17, 1996. The contracting activity is the U.S. Army Aviation and Troop Command, St. Louis, Missouri (DAAJ09-96-C-0114).

NAVY

Lucent Technologies Incorporated, Murray Hill, New Jersey, is being awarded a $12,890,395 cost-plus-fixed-fee contract for application of advanced information technology to helicopter active noise and vibration control. Work will be performed in Murray Hill, New Jersey (54%), and Stratford, Connecticut (46%), and is expected to be completed by June 1999. Contract funds in the amount of $4,300,000 will expire at the end of the current fiscal year. This contract was competitively procured through a broad agency announcement and seven offers were received. The Naval Research Laboratory, Washington, DC, is the contracting activity (N00014-C-96-2079).

Lockheed Martin Integrated Systems, Incorporated, Bethesda, Maryland, is being awarded a $14,912,004 cost-plus-award-fee contract for Infrared Search and Track Systems (IRST). This contract includes options which, if exercised, will bring the cumulative value of this contract to $44,932,982. Work will be performed in Orlando, Florida (51%), and El Segundo, California (49%), and is expected to be completed by second quarter 2000. Contract funds will not expire at the end of the current fiscal year. This contract was competitively procured with 98 proposals solicited and three offers received. The Naval Sea Systems Command, Washington, DC, is the contracting activity (N00024-96-C- 5434).

Hughes Aircraft Company, Radar and Communications Systems, Los Angeles, California, is being awarded a $5,070,572 ceiling- priced-order against a basic ordering agreement for the procurement of one F/18 APG-73 radar bench for the Finnish Air Force under the Foreign Military Sales (FMS) Program. Work will be performed in Los Angeles, California, and is expected to be completed by July 1998. Contract funds would not have expired at the end of the current fiscal year. This contract was not competitively procured. The Naval Air Warfare Center Aircraft Division, Lakehurst, New Jersey, is the contracting activity (N00383-94-G-B501).

Logicon, Incorporated, San Diego, California, is being awarded a $9,553,099 cost-reimbursement type contract for engineering and technical support services in support of the Navy Center for Tactical Systems Interoperability (NCTSI) San Diego, California. Services include systems engineering, technical support, developmental and certification testing, fleet support services and configuration management as they pertain to Command, Control, Communication, Computers and Intelligence (C4I) Systems for the U.S. Navy, Joint and Allied Services. This contract includes an option which, if exercised, will bring the cumulative value of this contract to $19,370,560. Work will be performed in San Diego, California (78%), at other locations within the United States as yet to be determined (20%), and at various overseas locations as yet to be determined (2%), and is expected to be completed by September 1998. This contract may combine purchases for the governments of Japan, Australia, Switzerland, New Zealand, Norway, Italy, Canada, the Netherlands, and France under the Foreign Military Sales (FMS) Program and other countries may be added at a later date. Contract funds in the amount of $2,000,000 will expire at the end of the current fiscal year. This contract was not competitively procured. The Fleet Industrial Supply Center, San Diego, California, is the contracting activity (N00244-96-C-5078).

Life Cycle Engineering, Incorporated, Charleston, South Carolina, is being awarded a $5,363,892 cost-plus-fixed-fee, indefinite delivery/indefinite quantity contract for engineering and technical services in support of the Carderock Division, Naval Surface Warfare Center, Philadelphia, Pennsylvania. This contract includes options which, if exercised, will bring the cumulative value of this contract to $28,326,938. Work will be performed in Norfolk, Virginia (30%), San Diego, California (30%), Charleston, South Carolina (20%), Philadelphia,

Pennsylvania (10%), Washington, DC (5%), and Mayport, Florida (5%), and is expected to be completed by September 2001. Contract funds in the amount of $536,389 will expire at the end of the current fiscal year. This contract was competitively procured with 82 firms solicited and one offer received. The Fleet and Industrial Supply Center Norfolk, Detachment Philadelphia, is the contracting activity (N00140-96-D-N179).

Linder Construction, Incorporated*, Anchorage, Alaska, is being awarded a $2,272,284 delivery order under a fixed-price indefinite quantity contract for environmental remedial action. Work to be performed provides for underground storage tank removal and site assessment and disposal of petroleum contaminated soil at the Naval Air Facility, Adak, Alaska. This contract includes options which, if exercised, will bring the cumulative value of this contract to $15,000,000. Work will be performed in Adak, Alaska, and is expected to be completed by December 1996. Contract funds will not expire at the end of the current fiscal year. The basic contract was negotiated and awarded under the Small Business 8(a) program. The Engineering Field Activity Northwest, Naval Facilities Engineering Command, Poulsbo, Washington, is the contracting activity (N44255-95- 6040).

AIR FORCE

CORRECTION: Yesterday's announcement of the upgrade to the avionics system on the T-38 aircraft stated erroneously that the work will be at Central Texas Airborne Systems, Waco, Texas. It should have stated The work will be performed at McDonnell Douglas Corporation, Williams Gateway Airport, Mesa, Arizona.

Chrysler Technologies Airborne Systems, Incorporated, Waco, Texas, is being awarded an $18,757,509 face value increase to a fixed price incentive contract to provide for 90 modification kits encompassing the Automatic Flight Control System, the Control Display System, and the Ground Collision Avoidance System for the C-130 aircraft. The work will be performed at Chrysler Technologies Airborne Systems, Inc., Waco, Texas (37%) and Allied Signal, Inc., Teterboro, New Jersey (46%). Contract is expected to be completed February 1998. Contract funds will not expire at the end of the current fiscal year. Warner Robins Air Logistics Center, Robins Air Force Base, Georgia, is the contracting activity (F09603-93/C-0322, P00033).

Parker Hannifin Corporation, Andover, Ohio, is being awarded an $8,724,336 firm fixed price contract to provide for 232 Spraybar Modification Kits applicable to the F-101 engine on the B-1B aircraft. Contract is expected to be completed March 1998. Contract funds will not expire at the end of the current fiscal year. There was one firm solicited and one proposal received. Solicitation began March 1996; negotiations were completed July 1996. Oklahoma City Air Logistics Center, Tinker Air Force Base, Oklahoma, is the contracting activity (F09603-92/G-0057, SD38).

Analytic Services, Incorporated, Arlington, Virginia, is being awarded an $11,804,890 face value increase to a cost plus fixed fee contract to provide for 100 man years of analytic and technical services in support of the Assistant Secretary of the Air Force for Acquisition's management of system production and development. Contract is expected to be completed January 1997. Contract funds will not expire at the end of the current fiscal year. Air Force Office of Scientific Research, Bolling Air Force Base, DC, is the contracting activity (F49620-91/C-0031, P00029).

Carothers Construction, Incorporated, Water Valley, Mississippi, is being awarded an $8,737,000 firm fixed price contract to provide for design and construction of a commissary at Pensacola Naval Air Station, Florida. Contract funds will not expire at the end of the current fiscal year. There were 66 firms solicited and 4 proposals received. Solicitation began May 1996; negotiations were completed July 1996. Lockheed Martin Corporation, Fort Worth, Texas, is being awarded a $332,000,000 firm fixed price contract to provide for twenty-one (21) F-16 aircraft and associated Alternate Mission Equipment. Contract is expected to be completed October 2000. Contract funds will not expire at the end of the current fiscal year. Solicitation began June 1996; negotiations were completed July 1996. This effort supports foreign military sales to Egypt. Aeronautical Systems Center, Wright-Patterson Air Force Base, Ohio, is the contracting activity (F33657-96/C-2043).

SEAVIN, Fairfax, Virginia, is being awarded a $12,041,650 cost plus award fee contract to provide for FY1997 Personnel Support Services for Contractor Engineering and Technical Support for the Egyptian Air Force. The work will be performed at SEAVIN, Fairfax, Virginia and at various locations throughout the country of Egypt Contract is expected to be completed September 1997. Contract funds will not expire at the end of the current fiscal year. There were 64 firms solicited and 3 proposals received. Solicitation began December 1995; negotiations were completed July 1996. This effort supports foreign military sales to Egypt. Air Force Security Assistance Center, Wright-Patterson Air Force Base, Ohio, is the contracting activity (F33600-96/C- 0103).

Virtexo Corporation, Norfolk, Virginia, is being awarded a $5,900,000 firm fixed price contract to provide for construction of an addition to and alteration of the commissary at Marine Corps Air Station Cherry Point, North Carolina. Contract is expected to be completed September 1997. Contract funds will not expire at the end of the current fiscal year. There were 59 firms solicited and 2 proposals received. Solicitation began May 1996; negotiations were completed June 1996. Air Education and Training Command, Randolph Air Force Base, Texas, is the contracting activity (F41689-96/C-0254).

Northrop Grumman Corporation, Baltimore, Maryland, is being awarded a $5,668,550 firm fixed price contract to provide for two AN/ALQ-131 Electronic Countermeasures Systems and associated support equipment applicable to the F-16 aircraft.. Contract is expected to be completed February 1997. Contract funds will not expire at the end of the current fiscal year. There was one firm solicited and one proposal received. Solicitation began October 1995; negotiations were completed July 1996. This effort supports foreign military sales to Thailand.
