DEFENSE LOGISTICS AGENCY
Koch Refining Company LP, Gloucester City, New Jersey, is
being awarded a $18,999,152 fixed price with economic price
adjustment contract for burner oil no. 4 and burner oil no. 6.
Three hundred sixty seven proposals were solicited and sixty four
were received. Work will be performed in various locations
throughout the mid-Atlantic and is expected to be completed by
August 30, 1999. The Defense Fuel Supply Center, Fort Belvoir,
Virginia, is the contract activity (SP0600-96-D-4086).
ARMY
General Physics Corporation, Columbia, Maryland, is being
awarded a $1,560,397 increment as part of a $44,961,096 cost plus
award fee contract to provide training for personnel assigned to
chemical demilitarization facilities. Work will be performed at
Aberdeen Proving Ground, Maryland, and is expected to be
completed by October 30, 2004. Contract funds will not expire at
the end of the current fiscal year. There were 116 bids
solicited on September 11, 1995, and one bid was received. The
contracting activity is the U.S. Army Armaments, Munitions &
Chemical Command, Rock Island, Illinois (DAAA09-96-C-0019).
The Institute for Defense Analyses, Alexandria, Virginia, is
being awarded a $13,527,816 modification to a cost plus fixed fee
contract. Task orders will be directed to individual issues of
urgent, near-term and long-term interest in the planning and
management of defense and national security related programs.
Projects will be related to application of science and technology
in national security matters; exploration of issues in defense
systems research and development; computer and software
engineering; evaluation of military systems in development or
proposed, and of military forces using those systems; analysis of
manpower, readiness, and support issues; research into the costs
of military systems, personnel, and activities; research in
strategy, military planning, international security, and related
defense policy management; assessment of worldwide, regional, and
local balances of power and stability and the factors affecting
them,
including their technical, economic, and military aspects; and
operational evaluation and analyses of systems, forces, and
military organizations in tests, wargames, field operations, and
actual combat. Work will be performed in Alexandria, Virginia,
and is expected to be completed by February 7, 1999. Of the
total contract funds, $617,600 will expire at the end of the
current fiscal year. This is a sole source contract initiated on
October 1, 1993. The contracting activity is the Defense Supply
Service-Washington, Washington, D.C. (DASW01-94-C-0054).
Coleman Research Corporation, Orlando, Florida, is being
awarded a $4,845,895 increment of a $9,877,369 modification to a
$35,753,124 cost plus fixed fee/level of effort contract for
additional direct productive person hours for Ground Based
Element System Simulator development. Work will be performed in
Huntsville, Alabama (74%), Arlington, Virginia (25%), and El
Paso, Texas (1%), and is expected to be completed by June 11,
1997. Of the total contract funds, $184,238 will expire at the
end of the current fiscal year. This is a sole source contract
initiated on May 31, 1996. The contracting activity is the U.S.
Army Space and Strategic Defense Command, Huntsville, Alabama
(DASG60-92-C-0173).
Southland Industries, Long Beach, California, is being
awarded a $1,935,586 increment (balance issued per delivery
order) as part of an $8,035,126 indefinite delivery/indefinite
quantity contract for retrofitting lights/ballasts for one base-
year and four options years. Work will be performed at Edwards
Air Force Base**, California, and is expected to be completed by
September 13, 1997. Contract funds will not expire at the end of
the current fiscal year. There were 73 bids solicited on June
19, 1996, and 13 bids received. The contracting activity is the
U.S. Army Corps of Engineers, Los Angeles, California (DACA09-96-
D-0013).
Bell BCI Company, Upper Marlboro, Maryland, is being awarded
a $26,805,244 firm fixed price contract for construction of a
91,000 square foot concrete masonry, steel, Industrial Operations
Building. The project consists of site work, utilities, paint
booths and covers; sand blast cabinets, plating tanks and
controls, industrial treatment plant, laboratory equipment,
bridge cranes, air scrubbers, resource recovery system, sprinkler
system, boiler, HVAC ductwork, plumbing fixtures and a substation
feeder addition. Work will be performed at Tobyhanna Army Depot,
Pennsylvania, and is expected to be completed by July 31, 1999.
Of the total contract funds, $11,100,000 will expire at the end
of the current fiscal year. There were 79 bids solicited on May
1, 1996, and seven bids received. The contracting activity is
the U.S. Army Corps of Engineers, Baltimore, Maryland (DACA31-96-
C-0080).
DEFENSE SPECIAL WEAPONS AGENCY
Scientific Applications and Research Associates,
Incorporated*, Huntington Beach, California, is being awarded a
$1,635,000 increment as part of a $5,021,473 cost plus fixed fee
contract, with a potential value of $7,508,362 (includes 5
options), for Electro-Magnetic Pulse (EMP) testing and technical
assistance support. Work will be performed in Huntington Beach,
California (65%), and Albuquerque, New Mexico (35%), and is
expected to be completed by
March 30, 2001. Contract funds will not expire at the end of the
current fiscal year. There were 31 bids solicited on April 17,
1996, and two bids received. The contracting activity is the
Defense Special Weapons Agency, Alexandria, Virginia (DSWA01-96-C-
0180).
NAVY
Global Associates, Reston, Virginia, is being awarded a
$5,220,917 cost-plus-fixed-fee contract for maintenance and
operation of the Naval Inactive Ship Maintenance Facility,
Portsmouth, Virginia. This contract contains options which, if
exercised, will bring the cumulative value of the contract to $
33,269,431. Work will be performed in Portsmouth, Virginia, and
is expected to be completed by September 1997. Contract funds
will not expire
at the end of the current fiscal year. This contract was
competitively procured as a competitive best value procurement
with seven offers received. The Fleet and Industrial Center,
Norfolk Detachment, Philadelphia, Pennsylvania, is the
contracting activity (N00140-97-C-K101).
DCS Corporation, Alexandria, Virginia, is being awarded a
$5,781,898 cost-plus-fixed-fee contract for research and
development (focal plane array sensor analysis). Work will be
performed in Alexandria, Virginia, and is expected to be
completed by September 2000. Contract funds in the amount of
$100,000 will expire at the end of the current fiscal year. This
contract was competitively procured with 75 proposals solicited
and three offers received. The Naval Research Laboratory,
Washington, DC, is the contracting activity (N00014-96-C-2021).
Texas Instruments Incorporated, Dallas, Texas, is being
awarded a $43,926,919 cost-plus-incentive fee/award fee contract
for the design and development of the EX 171 Extended Range
Guided Munition Projectile. Work will be performed in
Lewisville, Texas (59%), Texarcana, Texas (5%), Redmond,
Washington (9%), Newtown, Pennsylvania (3.5%), Lancaster,
Pennsylvania (1.5%), Elkton, Maryland (4%), Healdsburg,
California (3%), Cincinnati, Ohio (2%), Indianapolis, Indiana
(2%), and possibly 20 various other locations
under subcontractors (11%), and is expected to be completed by
September 2000. Contract funds will not expire at the end of the
current fiscal year. This contract was competitively procured
with 42 proposals solicited and five offers received. The Naval
Sea Systems Command, Arlington, Virginia, is the contracting
activity (N00024-96-C-5204).
AIR FORCE
Today the Air Force is modifying a $145,000,000 indefinite
delivery/indefinite quantity contract with Lockheed Martin
Logistics Management, Arlington, Texas. This action provides for
FY1997 modification, maintenance and repair of various Department
of Defense weapons systems and support equipment. Funds will be
obligated as individual delivery orders are issued. The work
will be performed at government installations throughout the
CONUS and overseas. Contract is expected to be completed
September 1997. Contract funds will not expire at the end of the
current fiscal year. Oklahoma City Air Logistics Center, Tinker
Air Force Base, Oklahoma, is the contracting activity (F34601-

Operations, Fort Worth, Texas. This action provides for FY1997

Northrop Grumman Corporation, Pico Rivera, California, is
being awarded a $30,873,390 face value increase to a fixed price
incentive-firm target contract to provide for planning and
hardware and software modifications in support of the transition
of the B-2 Software Laboratories to a single facility at Tinker
Air Force Base, Oklahoma. Contract is expected to be completed
March 2000. Contract funds will not expire at the end of the
current fiscal year. Oklahoma City Air Logistics Center, Tinker

Allied Signal, Incorporated, South Bend, Indiana, is being
awarded a $5,668,664 face value increase to a firm fixed price
contract to provide for two Test Stations, four Sink Carts, two
Test Program Sets, one lot Local Communication Network in support
of the Advanced Fuel Accessories Test System. Contract is
expected to be completed November 1998. Contract funds will not
expire at the end of the current fiscal year. San Antonio Air
Logistics Center, Kelly Air Force Base, Texas, is the contracting

Northrop Worldwide Aircraft, Vance Air Force Base, Oklahoma,
is being awarded a $40,480,004 face value increase to a fixed
price incentive contract to provide for FY1997 Operation and
Maintenance of Vance Air Force Base in support of undergraduate
pilot training in the T-37, T-38, and T-1 aircraft. Contract is
expected to be completed September 1997. Contract funds will not
expire at the end of the current fiscal year. Air Education and
Training Command, Randolph Air Force Base, Texas, is the
contracting activity (F41689-96/C0500, P00024).
Raytheon Aerospace Company, Madison, Mississippi, is being
awarded a $21,458,641 face value increase to a fixed price
incentive contract to provide for FY1997 maintenance of T-37, T-
38A, AT-38B, and T-1A aircraft at Columbus air Force Base,
Mississippi. The work will be performed at Columbus Air Force
Base, Mississippi Contract is expected to be completed September
1997. Contract funds will not expire at the end of the current
fiscal year. The 14th Contracting Squadron, Columbus Air Force
Base, Mississippi, is the contracting activity (F41689-94/C-0255,
P00087).
Brown and Root Services Corporation, Houston, Texas, is
being awarded a $7,836,331 face value increase to a cost plus
award fee contract to provide for FY 1997 spaceport operation and
maintenance at Cape Canaveral Air Station, Florida, including
mission control operations, operation group support, and
logistics. Contract is expected to be completed September 1997.
Contract funds will not expire at the end of the current fiscal
year. The 45 Space Wing, Patrick Air Force Base, Florida, is the

McDonnell Douglas Corporation, St. Louis, Missouri, is being
awarded a $86,000,000 face value increase to a firm fixed price
contract to provide for FY1997 Contractor Technical Support
Directed Manning Personnel in support of operation and
maintenance of the F-15S aircraft. Contract is expected to be
completed December 1997. Contract funds will not expire at the
end of the current fiscal year. Warner Robins Air Logistics
Center, Robins Air Force Base, Georgia, is the contracting
activity (F09603-94/C-0958, P000030).
Texas Instruments, Incorporated, Dallas, Texas, is being
awarded a $11,235,501 face value increase to a firm fixed price
contract to provide for 16 improved item replacement units for
the Video Tracker/System Controller applicable to the F-117A
aircraft. These units will introduce new components and replace
obsolete parts. Contract is expected to be completed September
1997. Contract funds will not expire at the end of the current
