Conoco, Inc., Houston, Texas is being awarded a $91,359,443
fixed price with economic price adjustment contract for grade JP8
aviation turbine fuel. Two hundred thirty four proposals were
solicited and thirty five were received. Work will be performed
in Ponoca City, Oklahoma and Commerce City, Colorado and is
expected to be completed by October 30, 1997. Funds will not

ARMY
Talley Defense Systems, Incorporated, Mesa, Arizona, was
awarded on September 25, 1996, a $12,859,999 firm fixed price-
negotiated contract for 2,215 Bunker Defeat Munition, 96
Trainers, and 96 Training Material. Work will be performed in
Mesa, Arizona, and is expected to be completed by April 24, 1998.
Contract funds will not expire at the end of the current fiscal
year. This is a sole source contract initiated on April 30,

Systems Research and Applications Corporation, Arlington,
Virginia, is being awarded a $2,464,867 increment as part of a
$45,000,000 indefinite delivery/indefinite quantity cost plus
fixed fee contract for technical support services for Information
Resource Management (IRM) initiatives of the Corporate
Information Management Program.. Work will be performed at the
Office of the Assistant Secretary of Defense, Health Affairs, and
the office of Communications, Command, Control, and Intelligence

Allison Engine Company, Indianapolis, Indiana, is being
awarded a $21,060,000 firm fixed price contract for 78 each 250-
C30R/3 engines for integration into the Kiowa Warrior aircraft.
Work will be performed in Indianapolis, Indiana, and is expected
to be completed by December 31, 1997. Contract funds will not
expire at the end of the current fiscal year. This is a sole

Bell Helicopter Textron, Incorporated, Ft. Worth, Texas, is
being awarded a $20,913,026 modification to a firm fixed price
contract for services and support required to retrofit 33 each OH-
58D aircraft into the fully armed Kiowa Warrior. Work will be
performed in Ft. Worth, Texas, and is expected to be completed by
January 31, 1998. Contract funds will not expire at the end of

Lockheed Martin Corporation, Management & Data Systems,
Reston, Virginia, is being awarded a $1,000,000 increment as part
of an $86,053,520 cost plus incentive fee and time and materials
contract for engineering services, software and materials to
expand on previously developed Maneuver Control System (MCS)
software capabilities of MC6 Version 12.0 to develop, test,
deliver and field MCS Version 12.1, 12.2, and 12.3. Work will be
performed in Tinton Falls, New Jersey, and is expected to be
completed by September 25, 2001. There was an announcement on
the electronic bulletin board on December 29, 1995, and three

Matherly Mechanical Contractors, Incorporated, Midwest City,
Oklahoma, is being awarded a $7,143,000 firm fixed price contract
to alter the ventilation system, Building 2280, consisting of
alteration of heating, ventilation and air conditioning system in
an existing 110,500 square foot corrosion control facility to
provide a once through system which provides a uniform flow
across the aircraft of 60 FPM. The project also includes utility
requirements, steam generators, chillers and electrical service
needed to support this facility. Contract funds . There were

Dean Kurtz Construction Company*, Rapid City, South Dakota,
is being awarded a $5,969,000 firm fixed price contract for
construction of a Consolidated Base Support Complex - Phase III.
The building work consists of constructing a two-story 47,000 GSF
addition to an administrative office building currently under
construction. The building includes offices, conference rooms,
computer rooms, a courtroom, and a document storage area. Site
work includes: 5 acres of clearing and grubbing, 12,000 cubic
yards of cut and 8,000 cubic yards of fill, 150 linear feet of
sanitary sewer, 800 linear feet of storm sewer, 850 linear feet
of electrical feed, 800 a/480V switchboard, 8,000 square yards of
bituminous pavement, seeding, sod, and
landscape planting. Work will be performed at Ellsworth Air
Force Base, South Dakota, and is expected to be completed by
April 25, 1998. Contract funds will not expire at the end of the
current fiscal year. There were 79 bids solicited on August 12,

Micron Construction, Incorporated, Boise, Idaho, is being
awarded an $8,554,000 increment as part of a $16,169,000 firm
fixed price contract for construction of 2 six-story dormitories,
with landscaping. Work will be performed at Fairchild Air Force
Base, Washington, and is expected to be completed by April 8,
1998. Contract funds will not expire at the end of the current
fiscal year. There were 130 bids solicited on July 26, 1996, and

contract for construction of a three-story dormitory, relocation

63,504. Work will be performed in Grand Forks, North Dakota, and

Abatement Environmental Resources, Incorporated*,
Springdale, Maryland, is being awarded a $1,268,326 (first
delivery order) increment as part of a not-to-exceed $10,000,000
(if 4 options are exercised, not-to-exceed $50,000,000) firm
fixed price contract for environmental restoration and cleanup
services for hazardous and other sites identified as posing a
threat to the environment and/or human health. Sites may
include, but are not limited to, sites contaminated by petroleum
and lubricants (POL), landfills, spill sites, chemical disposal
sites, coal storage areas, fire training areas, earthfill
disposal zones and any resulting contamination to soils,
groundwater, or surface properties under control of or supported
by the Government. The statement of work encompasses a wide
range of methods and technologies and supporting activities
necessary to remedy a variety of contaminated site conditions
with differing technical and regulatory requirements. Sites may
require more than one type of remedial action. Both proven and
innovative technologies and methods may be needed to accomplish
the various tasks. Work will be performed in all fifty states
and U.S. held territories, and is expected to be completed by
August 31, 1997. Contract funds will not expire at the end of

Xontech, Incorporated*, Van Nuys, California, is being
awarded $920,858 of a $1,871,387 increment, as part of a
$24,645,838 (includes 4 options), cost plus fixed fee/level of
effort contract for Ground Based Radar (GBR) Discrimination
Analysis and Design (DA&D).
The contractor will support the GBR Project Office in the area of
radar discrimination. Work will be performed in Huntsville,
Alabama (75%), and Huntington Beach, California (25%), and is
expected to be completed by September 30, 1997. Contract funds

of six unaccompanied enlisted personnel housing, buildings, a
Soldier Community Building, and a Company Operations Building,
complete with site improvements, utilities and access road and
parking. Work will be performed at Fort Detrick, Maryland, and

The McCarty Corporation*, Austin, Texas, is being awarded a
$15,616,000 firm fixed price contract for Family Housing
Revitalization, Phase 2. This project consists of the
construction of whole neighborhood revitalization of 220 single-
story, duplex family housing units in Werner Park. Renovation of
the units includes some new construction to increase square
footage and add single car garages, new heating and air
conditioning, upgrade electrical, new kitchens, bathrooms,
windows and roofs. Demolition involves lead paint and asbestos
abatement. Twelve units will be handicap accessible. Exterior
work includes new driveways, patios, playgounds, landscaping and
street improvements; exterior electric distribution, cable TV
and telephone to be placed underground. Work will be performed
at Fort Campbell, Kentucky, and is expected to be completed by
September 26, 1998. Of the total contract funds, $1,760,630 will
expire at the end of the current fiscal year. There were 142
bids solicited on August 7, 1996, and eight bids received. The

Lockheed Martin Defense System, Pittsfield, Massachusetts,
is being awarded a $5,681,705 firm fixed price contract for 233
Digital Electronic Control Assemblies in support of the Bradley
Fighting Vehicle System. Work will be performed in Pittsfield,
Massachusetts, and is expected to be completed by December 31,

secondary sewage treatment plant expansion to the Schofield
Barracks STP. The project includes demolition work, construction
of an equalization basin, sludge digestion systems, blower
building, lift station, headworks, storage building, channel

site improvements, and other associated work. Work will be

contract for the activation of AEGIS Baseline 6 Training

$17,101,960 modification to previously awarded contract N60921-94-
C-A220 to provide systems engineering support for the AEGIS
Weapons System and AEGIS Combat System computer programs
including Foreign Military Sales (FMS) requirements. This
option will bring the cumulative value of the contract to
$59,973,963. This modification combines purchases for the U.S.

$24,890,123 modification to previously awarded contract N60921-91-
C-A205 to provide continuing test and evaluation of the AEGIS
Combat System and AEGIS Weapon System software. This option
will bring the cumulative value of the contract to $137,686,997.
This modification combines purchases for the U.S. Navy (97 %) and
