CONTRACTS

DEFENSE LOGISTICS AGENCY

Strategic Procurement Services, Inc., Fairfield, N.J., is being awarded a $8,000,000 fixed price with economic price adjustment and indefinite quantity contract for facilities maintenance supplies under the Prime Vendor program. Forty proposals were solicited and four were received. Work will be performed in Newport News, Va.; Atlanta, Ga.; Pittsburgh, Pa.; and Raleigh, N.C. and is expected to be completed by December 1997. Funds will not expire at the end of the fiscal year. The Defense Personnel Support Center, Philadelphia, Pa., is the contracting activity (SP0500-97-D-0025).

Pacific Criticare, Inc.*, Waipahu, Hawaii, is being awarded a $6,599,560 firm fixed price requirements contract for medical/surgical supplies under the Prime Vendor program. Work is expected to be completed by Dec. 26, 1997. The Defense Personnel Support Center, Philadelphia, Pa., is the contracting activity (SP0200-96-D-7116).

NAVY

General Electric Aircraft Engines, Lynn, Mass., is being awarded a $12,177,135 ceiling-priced basic ordering agreement for 685 forward cooling plates used on the F-404 engine on the F/A-18 aircraft. Work will be performed in Lynn, Mass., and is expected to be completed by February 1998. Contract funds will not expire at the end of the current fiscal year. This contract was not competitively procured. The Naval Inventory Control Point, Philadelphia, Pa., is the contracting activity (F34601-97-G-0002) (order GDO4).

Northrop Grumman Corporation, Bethpage, N.Y., is being awarded an $11,600,000 advance acquisition contract to procure long lead items for the production of two fiscal year 1998 E-2C aircraft. Work will be performed in Bethpage, N.Y. (39%), St. Augustine, Fla. (25%), Melbourne, Fla. (35%), and Milledgeville, Ga. (1%), and is expected to be completed by September 2000. Contract funds would not have expired at the end of the current fiscal year. This contract was not competitively procured. Grumman Aerospace Corporation, Military Aircraft Systems Division, Bethpage, N.Y., is being awarded an $8,737,076 firm-fixed-price delivery order for the fabrication of 72 Low Altitude Navigation and Targeting InfraRed for Night (LANTIRN) Targeting System (LTS) Integration Modification Kits, fabrication of 15 LANTIRN Pylon Adapters, and installation of 73 LTS Integration Modification Kits onto the F- 14 aircraft. Work will be performed in Bethpage, N.Y. (20%), Oceana, Va. (40%), and Point Mugu, Calif. (40%), and is expected to be completed by February 1998. Contract funds would not have expired at the end of the current fiscal year. This contract was not competitively procured. The Naval Air Systems Command, Arlington, Va., is the contracting activity (N00019-96-G-0089).

AIR FORCE

Northrop Grumman Corporation, Rolling Meadows, Ill., is being awarded a $20,648,000 firm fixed price contract to provide for 116 Advance Repeater Tuning Units/Dual memory units applicable to the AN/ALQ-135 Electronic Countermeasures Systems applicable to the F-15 aircraft. Contract is expected to be completed April 1999. Contract funds will not expire at the end of the current fiscal year. There was one firm solicited and one proposal received. Solicitation began December 1996; negotiations were completed December 1996. This effort supports foreign military sales to Saudi Arabia (104 each of the 116). Robins Air Logistics Center, Robins AFB, Ga., is the contracting activity (F09603-97/C-0084).

ITT Corporation, Clifton, NJ, is being awarded a $10,437,446 face value increase to a fixed price incentive contract to provide for 2 ship sets of the ALQ-172 (V3) Electronic Countermeasures Systems applicable to the AC-130H aircraft. Contract is expected to be completed July 1998. Contract funds will not expire at the end of the current fiscal year. Robins Air Logistics Center, Robins AFB, Ga., is the contracting activity (F-09603-96/C-0060, P00005).

Hughes Aircraft Company, Los Angeles, Calif., is being awarded an $8,869,000 firm fixed price contract to provide for 237 Weapon Data Links for the AGM-130 air-to-ground missile. The work will be performed at Hughes Aircraft Company, Orangeburg, S.C. Contract is expected to be completed August 1998. Contract funds will not expire at the end of the current fiscal year. There was one firm solicited and one proposal received. Solicitation began November 1996; negotiations were completed December 1996. Aeronautical Systems Center, Eglin AFB, Fla., is the contracting activity (F08626-97/C-0015).

Northrop Grumman Corporation, Baltimore, Md., is being awarded a $6,550,126 firm fixed price contract to provide for upgrade of 6 AF/ALQ-131 electronic countermeasures systems from the Block I to Block II configuration, FY1997 contractor logistics support, and one lot of spare parts. Contract is expected to be completed January 1998. Contract funds will not expire at the end of the current fiscal year. This effort supports foreign military sales to Singapore. Warner Robins Air Logistics Center, Robins AFB, Ga., is the contracting activity (F09603-97/C-0080).

University of Dayton Research Institute, Dayton, Ohio, is being awarded a $5,574,108 cost reimbursement contract to provide for the improved High Cycle Life Prediction program. The program will develop damage tolerant design processes to reduce high cycle fatigue failures in fan type structures, such as engines. The work will be performed at United Technologies Corporation, West Palm Beach, Fla. (29%) as well as other locations. Contract is expected to be completed May 1999. Contract funds will not expire at the end of the current fiscal year. There were 40 firms solicited and 40 proposals received. Solicitation began June 1995; negotiations were completed December 1996. Wright Laboratory, Wright-Patterson AFB, Ohio, is the contracting activity (F33615-96/C-5269).

GTE Government Systems Corporation, El Segundo, Calif., is being awarded a $20,437,048 firm fixed price contract to provide for Contractor Logistics Support from July 1997 through June 1998 for Intelligence and Information Processing and Production Equipment. Contract is expected to be completed June 1998. Contract funds will not expire at the end of the current fiscal year. There were 62 firms solicited and 2 proposals received. Solicitation began June 1996; negotiations were completed November 1996. Warner Robins Air Logistics Center, Robins AFB, Ga., is the contracting activity (F09603-97/D-0008).

Lockheed Martin Tactical Defense Systems, St. Paul, Minn., is being awarded a $7,059,206 firm fixed price contract to provide for development, implementation, and operation from January 1997 through August 1999 of the Air Ground Operation School for the Royal Saudi Air Force. Contractor will design courseware and provide instruction in joint air-ground operations. The work will be performed at King Child Air Base, Khamis Mushayt, Saudi Arabia. Contract is expected to be completed August 1999. Contract funds will not expire at the end of the current fiscal year. There was one firm solicited and one proposal received. Solicitation began July 1996; negotiations were completed December 1996. This effort supports foreign military sales to Saudi Arabia. Air Education and Training Command, Randolph AFB, Texas, is the contracting activity (F41689- 97/C-0009).

Flight Safety Services Corporation, Englewood, Colo., is being awarded a $10,183,304 face value increase to a firm fixed price contract to provide for FY 1997 operation, maintenance, and supply for the Aircrew Training System for the KC-135 aircraft. This effort includes aircrew training, contractor logistics support for flight simulators, coursware and software maintenance. Contract funds will not expire at the end of the current fiscal year. Ogden Air Logistics Center, Hill AFB, Utah, is the contracting activity (F33657-91/C-0072, P00091).

ARMY

General Dynamics Land Systems Inc., Sterling Heights, Mich., is being awarded a $128,770,014 modification of a multi- year letter contract definitized as a firm fixed price multi-year contract, for the last 100 upgraded vehicles of 120 multi-year 2 M1A2 tanks. Work will be performed in Lima, Ohio (80%), Tallahassee, Fla., (11%), Anniston, Ala. (4%), Scranton, Pa. (3%), Sterling Heights, Mich. (1%), and Warren, Mich. (1%), and is expected to be completed by Oct. 31, 2001. Contract funds will not expire at the end of the current fiscal year. This is a sole source contract initiated on June 30, 1995. The contracting activity is the U.S. Army Tank-automotive & Armaments Command, Warren, Mich. (DAAE07-95-C-0292).

Shorts Missile Systems Ltd., Castlereagh, Belfast, Northern Ireland, with major subcontractors McDonnell Douglas Helicopter Systems, Mesa, Ariz. and Lockheed Martin Electronics & Missiles, Orlando, Fla., is being awarded a $2,043,000 increment as part of a $12,928,512 cost plus fixed fee contract for the Air-to-Air Starstreak (ATASK) Technical Demonstration Program. The objective of this program is to investigate electrical, mechanical, aerodynamic, structural, operational, environmental and effectiveness issues affecting the integration of the ATASK system onto the AH-64A Apache helicopter. Work will be performed in Northern Ireland (30%), Mesa, Ariz. (40%), and Orlando, Fla. (30%), and is expected to be completed by Jan. 31, 1999. Contract funds will expire at the end of the fiscal year. This is a sole source contract initiated on June 17, 1996. The contracting activity is the U.S. Army Aviation & Troop Command, Ft. Eustis, Va. (DAAJ02-97-C-0001).

Lockheed Martin Ordnance Systems, Burlington,Vt., is being awarded a $38,190,945 firm fixed price contract for 45,552 M274 rockets and 3,312 M264 rockets (FY96); and 6,912 M261 rockets and 6,720 M264 rockets (FY97). Work will be performed in Camden, Ark., and is expected to be completed by March 30, 1999. Contract funds will not expire at the end of the current fiscal year. This is a sole source contract initiated on Sept. 3, 1996. The contracting activity is the U.S. Army Armament, Munitions and Chemical Command, Rock Island, Ill. (DAAA09-97-C-0013).

CIVIL WORKS - NON MILITARY

Flour Daniel GTI Inc., Chadds Ford, Pa., is being awarded $400,000 as part of a $20,000,000 indefinite delivery/indefinite quantity, cost reimbursement, pre-placed remedial action contract for environmental services. The project is a hazardous toxic, radioactive toxic waste remediation project in support of local, state, and federal government, as well as work for others including civilian and military. Work will be performed in the states of Tenn. (10%), Ky. (10%), Ohio (25%), Ind. (15%), Ill. (5%), Mich. (5%), W.Va. (20%), N.Y. (5%), and Pa. (5%), through individual task orders, with an estimated completion date of Dec. 19, 1999. There were 219 bids solicited on June 7, 1996, and 12 bids were received. The contracting activity is the U.S. Army Corps of Engineers, Nashville, Tenn. (DACW62-97-D-0009).
