DEFENSE COMMISSARY AGENCY
Iowa Beef Processors, Inc., of Dakota City, Neb., is being
awarded a $5,536,962.68 Indefinite Quantity type contract to
provide various pork products in commissaries located in DeCA's
Central Region. Work will be performed at Dakota City, Neb.,
with deliveries of pork products to DeCA's Central Region
commissaries with a contract completion date of Jan. 31, 1998.
Contract funds will not expire at the end of the current fiscal
year. Twenty-seven firms were solicited and six bids were
received. The contracting activity is the Defense Commissary
Agency, Operations Support Center, Acquisition Business Unit,
Subsistence Division, Hopewell, Va. (DeCA02-97-D-0013).
Professional Food Service, Inc., of Chesapeake, Va., is
being awarded a $5,457,314.72 Indefinite Quantity type contract
to provide various pork products in commissaries located in
DeCA's Central Region. Work will be performed at Chesapeake,
Va., with deliveries of pork products to DeCA's Central Region
commissaries with a contract completion date of Jan. 31, 1998.
Contract funds will not expire at the end of the current fiscal
year. Twenty-seven firms were solicited and six bids were
received. The contracting activity is the Defense Commissary
Agency, Operations Support Center, Acquisition Business Unit,
Subsistence Division, Hopewell, Va. (DeCA02-97-D-0015).
DEFENSE INFORMATION SYSTEMS AGENCY
ARTEL, Inc., Reston, Va; Femme Comp, Inc., Sterling, Va.;
J.G. Van Dyke & Associates, Inc., Alexandria, Va.; Logicon Eagle
Technology, Inc., Arlington, Va.; Pragmatics, Inc., McLean, Va.;
SETA Corporation, McLean, Va.; Stanley Associates, Alexandria,
Va.; and Validity Corporation, Encinitas, Calif. are each being
awarded indefinite-delivery/indefinite- quantity contracts for
DISA's Joint Interoperability Engineering Organization
Engineering Services. The contract consists of a one year base
period with four one year options. A minimum guarantee amount of
$1,000,000 is being obligated upon each contract award with atotal ceiling of $610 million for all eight contracts. The
requirement was competitively awarded
with 227 proposals solicited and 11 proposals received. The
Defense Information Technology Contracting Organization -
National Capital Region is the contracting activity. (DCA100-97-

DEFENSE LOGISTICS AGENCY
Bergen Brunswig Drug Co., Richmond, Va., is being awarded a
$12,800,000 firm-fixed-price contract for pharmaceuticals under
the Prime Vendor program. Ninety-eight proposals were solicited
and six were received. Work will be performed in Kansas City,
Mo.; Louisville, Ky.; and Antioch, Tenn., and is expected to be
completed by Feb. 25, 1998. The Defense Personnel Support
Center, Philadelphia, Pa., is the contracting activity (SP0200-94-
D-7005).
United Medical Supply*, Fort Worth, Texas, is being awarded
a $30,177,346 firm-fixed-price requirements contract for
medical/surgical supplies under the Prime Vendor program. Three
hundred proposals were solicited and three were received. Work
will be performed in Lubbock, Texas; Fort Worth, Texas; San
Antonio, Texas; Sugar Land, Texas; and Oklahoma City, Okla., and
is expected to be completed by Jan. 29, 1998. The Defense
Personnel Support Center, Philadelphia, Pa., is the contracting

Terry Manufacturing Co.**, Roanoke, Ala., is being awarded a
$12,607,598 firm-fixed- price indefinite-quantity, indefinite-
delivery contract for temperate, type I, BDU coats; EHQ, type VI,
BDU coats; temperate, type I, BDU trousers; EHW, type VI, BDU
trousers; BDU caps;
and hot weather caps. Work is expected to be completed by
December 1997. Funds will not expire at the end of the fiscal
year. The Defense Personnel Support Center, Philadelphia, Pa.,
is the contracting activity (SP0100-96-D-0314).
AIR FORCE
Rockwell International Corporation, Cedar Rapids, Iowa, is
being awarded a $196,000,000 firm-fixed-price contract to provide
for up to 230 (minimum 40) Class 2/2H Terminals applicable to the
Joint Tactical Information Distribution System (JTIDS). Contract
is expected to be completed March 2001. Contract funds will not
expire at the end of the current fiscal year. There were two
firms solicited and two proposals received. Solicitation began
October 1996; negotiations were completed January 1997.
Electronic Systems Center, Hanscom Air Force Base, Mass., is the
contracting activity (F19628-97/D-0016/0001).
Cubic Defense Systems, San Diego, Calif., is being awarded a
$16,637,827 face value increase to a firm-fixed-price contract to
provide for 15 Ground Data Terminals applicable to the Joint
Surveillance Target Attack Radar System (JSTARS). Contract is
expected to be completed April 1999. Contract funds will not
expire at the end of the current fiscal year. Electronic Systems
Command, Hanscom Air Force Base, Mass., is the contracting
activity (F19628-93/C-0166, P00024).
Boeing North American, Seal Beach, Calif., is being awarded
a $179,081,441 cost-plus- award-fee contract to provide for
Engineering and Manufacturing Development for the Block E
Computer Upgrade and Wind Corrected Munitions Dispenser
Integration program for the B-1B aircraft. Contract is expected
to be completed September 2001. Contract funds will not expire
at the end of the current fiscal year. Solicitation began April
1996; negotiations were completed January 1997. Aeronautical
Systems Center, Wright-Patterson Air Force Base, Ohio, is the
contracting activity (F33657-96/C-2075).
ARMY
Hughes Missile Systems Co., Tucson, Ariz., is being awarded
$51,372,558 of a firm- fixed-price-letter contract with a
cumulative total of $102,745,117, for 1,299 STINGER-RMP Missiles
for Taiwan. Work will be performed in Tucson, Ariz., and is
expected to be completed by June 30, 2000. Contract funds will
not expire at the end of the current fiscal year. This is a sole
source contract initiated on Jan. 22, 1997. The contracting
activity is the U.S. Army Missile Command, Redstone Arsenal, Ala.
(DAAH01-97-C-0097).
DynCorp. Aerospace Technology, Fort Worth, Texas, is being
awarded an estimated $25,425,707 firm-fixed-price/cost-plus-award-
fee hybrid/indefinite delivery/indefinite quantity contract
(appropriation number and dollar value will be issued with each
delivery order). The purpose of this acquisition is to establish
the next umbrella contractual instrument to provide logistical
planning, construction, engineering and execution support under
the Army's Logistics Civil Augmentation Program (LOGCAP). LOGCAP
is an initiative by the Army to preplan during peacetime for
wartime and other contingencies using contractor support. The
total evaluated cost/price was $25,425,707 (including firm fixed
line items and the cost of the sample event) in accordance with
Sections L and M of the solicitation. The potential dollar value
of the LOGCAP is approximately $6.8 million for the firm fixed
price line items for the base year and all option periods; the
cost plus award line items are impossible to estimate due to the
nature of services being provided and the instability of world
events. Work will be performed in Fort Worth, Texas, and is
expected to be completed by Jan. 31, 2002. There was an
announcement on the electronic bulletin board Sept. 27, 1996, and
five bids were received. The contracting activity is the U.S.
Army Communications and Electronics Command, Ft. Monmouth, N.J.
(DAAB07-97-D-C759).
NAVY
Boeing North American, Incorporated, Autonetics & Missile
Systems Division,
Anaheim, Calif., is being awarded a $20,300,852 cost-plus-fixed-
fee contract for repair
and modification of the TRIDENT II (D5) Navigation Inertial
Equipment for both the U.S.(62.9%), and United Kingdom (37.1%), under the Foreign Military
Sales (FMS) Program.
Work will be performed in Anaheim, Calif., and is expected to be
completed by March 2000. Contract funds in the amount of
$6,457,000 would have expired at the end of the current fiscal
year. This contract was not competitively procured. The Navy's
Strategic Systems Programs, Arlington, Va., is the contracting
activity (N00030-97-C-0026).
Hughes Missile Systems Company, Tucson, Ariz., is being
awarded a $64,698,418 modification to previously awarded contract
N00019-94-C-0257 to exercise on option for 121 Tomahawk All-Up-
Round sea launched cruise missiles, software support, product
verification test, and technical data. Work will be performed
in Tucson, Ariz., and is expected to be completed by September
1999. Contract funds will not expire at the end of the current
fiscal year. The Naval Air Systems Command, Arlington, Va., is
the contracting activity.
Lockheed Martin, Government Electronic Systems, Moorestown,
N.J., is being awarded
a $170,988,102 modification to previously awarded contract N00024-
96-C-5155 to exercise an option for production of AEGIS Weapon
Systems (AWS) MK 7 MOD 11 for DDGs 86, 87, and 88. This
modification will bring the cumulative value of the contract to
$342,251,201. Work will be performed in Moorestown, N.J., and is
expected to be completed by June 2002. Contract funds will not
expire at the end of the current fiscal year. The Naval Sea
Systems Command, Arlington, Va., is the contracting activity.
NKF Engineering Incorporated,* Arlington, Va., is being
awarded a $9,256,926 indefinite delivery/indefinite quantity,
cost-plus-fixed-fee contract for engineering and technical
support services for naval survivability research, development,
test, and training. Work will be performed in Arlington, Va.
(50%), Rustberg, Va. (40%), and Portsmouth, Va. (10%), and is
expected to be completed by January 2002. Contract funds in the
amount of $150,000 will expire by the end of the current fiscal
year. This contract was competitively procured through Small
Business Set-Aside with 67 proposals solicited and two offers
received. The Naval Surface Warfare Center, Carderock Division,
West Bethesda, Md., is the contracting activity (N00167-97-D-
0002).
Vitro Corporation, Rockville, Md., is being awarded a
$15,276,850 cost-plus-award-fee definitive contract for technical
services to operate, maintain, and modify the Naval Undersea
Warfare Center Division Newport Torpedo Test Facility complex in
Newport, R.I. Work will
be performed in Newport, R.I., and is expected to be completed by
January 2002. Contract funds in the amount of $171,000 will
expire at the end of the current fiscal year. This contract was
competitively procured with 23 proposals solicited and one offer
received. The Naval Undersea Warfare Center Division, Newport,

RQ Construction, Incorporated,* Carlsbad, Calif., is being
awarded a $6,309,630
firm-fixed-price contract for construction of a three-story
Operations and Logistics SupportFacility, and incidental related work at the Naval Amphibious
Base, Coronado, Calif. Work
will be performed in Coronado, Calif., and is expected to be
completed by February 1998. Contract funds will not expire at
the end of the current fiscal year. This contract was
