CONTRACTS

 

DEFENSE THREAT REDUCTION AGENCY

 

Apogee-SSU JV LLC, Fayetteville, North Carolina, is being awarded a $37,360,049 cost-plus-fixed-fee contract supporting the Defense Threat Reduction Agency’s technical support groups (TSG).  This is a five-year contract of a base one year and four year options.  Fiscal 2017 operations and maintenance funds in amount of $2,700,000 are being obligated at time of award.  TSGs are worldwide, military-led, rapidly deployable teams that provide the combatant commands and other U.S. government agencies the low-visibility weapons of mass destruction search capability to counter chemical, biological, radiological, and nuclear threats.  Work will be performed at Fort Belvoir, Virginia; and other continental U.S and outside continental U.S. locations, and is expected to be completed by November 2021.  Proposals were requested of service-disabled veteran-owned businesses via Federal Business Opportunities resulting in the receipt of eight proposals to the solicitation.  The contracting activity is Defense Threat Reduction Agency, Fort Belvoir, Virginia (HDTRA1-16-C-0071). 

 

ARMY

 

VSE, Alexandria, Virginia, was awarded a $21, 939,904 modification (P00003) to contract W911SA-16-C-0002 for logistics readiness support services at various locations in Arizona, Arkansas, California, Nevada, New Mexico, Oklahoma and Texas for the 63rd Regional Support Command. Work will be performed in Mountain View, California, with an estimated completion date of Nov. 29, 2017. Fiscal 2017 other funds in the amount of $7,000,000 were obligated at the time of the award. Army Contracting Command, Fort McCoy, Wisconsin, is the contracting activity.

 

Merrick & Co., Greenwood Village, Colorado, was awarded a $12,500,000 firm-fixed-price contract for architect-engineer services for photogrammetric surveying and mapping. Bids were solicited via the Internet with 25 received. Work location and funding will be determined with each order with an estimated completion date of Nov. 28, 2021. Army Corps of Engineers, St. Louis, Missouri, is the contracting activity (W912P9-17-D-0001).

 

Mason Construction Co., Seattle, Washington, was awarded an $8,000,000 firm-fixed-price contract for the rental of a hopper dredge, with operators, for maintenance dredging of Mobile Harbor. Bids were solicited on the Internet with two received. Work locations and funding with be determined with each order, with an estimated completion date of Jan. 29, 2018.  Army Corps of Engineers, Mobile, Alabama, is the contracting activity (W91278-17-D-0002).

 

CORRECTION: The $22,998,943 cost-plus-fixed-fee foreign military sales (Turkey, United Arab Emirates, Spain) contract announced on Nov. 28, 2016, to Raytheon Co., Andover, Massachusetts (W31P4Q-17-D-0004), for management, logistics and engineering support for the Hawk missile stockpile reliability program and the operations of worldwide theater readiness monitoring facility, is actually being awarded today.

 

AIR FORCE

 

The Boeing Co., Layton, Utah, has been awarded a $13,311,879 definitization (P00014) to previously undefinitized contract FA8214-15-C-0001 to develop, qualify and deliver a test set to replace the electrical electronic equipment test sets and radio frequency test sets. Work will be performed at Layton, Utah, and is expected to be complete by May 31, 2018. No funds are being obligated at the time of award. Air Force Nuclear Weapons Center, Hill Air Force Base, Utah, is the contracting activity. 

 

National Academy of Sciences, Washington, District of Columbia, has been awarded a $9,846,206 firm-fixed-price delivery order with cost-reimbursable contract line items (0001) for support of Air Force Research Laboratory's Post-Doctoral Research Fellowship Program. Contractor will provide postdoctoral and senior fellowship awards, on behalf of Air Force Research Laboratory, to carefully-selected doctoral level scientists and engineers in national competitions. Work will be performed at Washington, District of Columbia, and is expected to be complete by Nov. 30, 2017. This award is the result of a sole-source acquisition. Fiscal 2017 research and development funds in the amount of $9,846,206 are being obligated at time of award.  Air Force Office of Scientific Research, Arlington, Virginia, is the contracting activity (FA9550-17-D-0001).

 

Tecolote Research Inc., Goleta, California, has been awarded an $8,022,774 option (14) to previously awarded task order FA8802-13-D-0002 RS01 for advisory and assistant services to support the Space and Missile Systems Center's Remote Sensing Systems Directorate. Work will be performed at Los Angeles Air Force Base, California; Buckley Air Force Base, Colorado; and Boulder, Colorado, and is expected to be complete by Nov. 30, 2017. Fiscal 2017 research, development, test and evaluation funds in the amount of $1,980,000 are being obligated at the time of award. Space and Missile Systems Center, Los Angeles Air Force Base, California, is the contracting activity.

 

NAVY

 

Bell Helicopter Textron Inc., Ft. Worth, Texas, is being awarded $12,091,480 for modification P000010 to a previously awarded firm-fixed-price contract (N00019-14-C-0022) for four Bell 407 GPX helicopter airframes in support of the MQ-8C Fire Scout.  Work will be performed in Ozark, Alabama (75 percent); and Broussard, Louisiana (25 percent), and is expected to be completed in March 2017.  Fiscal 2016 aircraft procurement (Navy) funds in the amount of $12,091,480 will be obligated at time of award, none of which will expire at the end of the fiscal year.  The Naval Air Systems Command, Patuxent River, Maryland, is the contracting activity.

 

Landscape Management Systems Inc.,* Tumon, Guam, is being awarded a $9,632,953 modification to a previously awarded indefinite-delivery/indefinite-quantity contract (N40192-15-D-9008) for the exercise of option two for base operations support services at Naval Base Guam and Naval Support Activity Andersen, Commander Joint Region Marianas.  The work to be performed provides for all labor, supervision, management, tools, material, equipment, facilities, transportation and incidental engineering and other items necessary to accomplish all work to perform ground maintenance and tree trimming services.  After award of this option, the total cumulative contract value will be $46,414,693.  Work will be performed at various installations in Guam, including but not limited to, Naval Base Guam (75 percent); and Naval Support Activity Andersen (25 percent).  Work for this option period is expected to be completed November 2017.  No funds will be obligated at time of award.  As individual task orders are issued, fiscal 2017 operations and maintenance (Navy and Family Housing); and fiscal 2017 working capital funds (Navy) in the amount of $6,643,351 for recurring work will be used.  The Naval Facilities Engineering Command, Marianas, Guam, is the contracting activity.

 

G-W Management Services LLC,* Rockville, Maryland, is being awarded $8,687,545 for firm-fixed-price task order 0009 under a previously awarded, multiple award construction contract (N40080-15-D-0451) for building modifications for the Joint Simulation Environment program at Naval Air Station Patuxent River.  The work to be performed will modify the existing building systems in Building 2191 to support equipment installation.  The contract also contains one unexercised option, which if exercised would increase cumulative contract value to $8,872,590.  Work will be performed in Patuxent River, Maryland, and is expected to be completed by June 2017.  Fiscal 2016 working capital funds (Navy) in the amount of $8,687,545 are obligated on this award and will expire at the end of the fiscal year.  The Naval Facilities Engineering Command, Washington, Washington, District of Columbia, is the contracting activity.

 

Melwood Horticultural Training Center Inc., Upper Marlboro, Maryland, is being awarded $7,483,369 for modification under a previously awarded firm-fixed-price, indefinite-delivery/indefinite-quantity contract (N40080-16-D-0303) to exercise the first option period for custodial services located at the U.S. Naval Academy Complex.  The work to be performed provides for custodial services such as trash removal, cleaning, vacuuming, floor cleaning and scrubbing, re-lamping, specialized cleaning of the John Paul Jones Crypt, and basketball floor installation and removal.  After award of this option, the total cumulative contract value will be $16,591,719.  Work will be performed at various installations in Annapolis, Maryland, is expected to be completed November 2017.  Fiscal 2017 operations and maintenance (Navy) contract funds in the amount of $7,483,369 are obligated on this award and will expire at the end of the current fiscal year.  The Naval Facilities Engineering Command, Washington, Public Works Department, Annapolis, Maryland, is the contracting activity.
