CONTRACTS

 

NAVY

 

Raytheon Co., Goleta, California, is being awarded a $101,967,288 performance-based logistics, firm-fixed-price requirements contract for repair support of 10 weapon replaceable assemblies for the AN/ALR-67(V)3 for F/A-18 A/B/C/D/E/F aircraft. The contractor is also responsible for managing technical and configuration changes, and obsolescence.  This is a four-year base period contract with a one one-year option period, which if exercised, brings the total estimated value to $128,175,612.  Work will be performed in Goleta, California (44.9 percent); Jacksonville, Florida (13.3 percent); Port Mugu, California (8.7 percent); Lansdale, Pennsylvania (8.6 percent); Forest, Mississippi (7 percent); Tucson, Arizona (7 percent); Chatsworth, California (5.2 percent); San Diego, California (3.5 percent); and Hudson, New Hampshire (1.8 percent).  Work is expected to be completed by December 2020.  Working capital funds (Navy) in the amount of $27,541,080 will be obligated to fund the delivery order concurrently with the award, and funds will not expire at the end of the current fiscal year.  One firm was solicited for this non-competitive requirement in accordance with Federal Acquisition Regulation 6.302-1, with one offer received.  Naval Supply Systems Command Weapon Systems Support, Philadelphia, Pennsylvania, is the contracting activity (N00383-17-D-A001).

 

Raytheon Co. Integrated Defense Systems, San Diego, California, is being awarded a $34,259,681 modification to previously awarded contract N00024-15-C-2414 to exercise option year two for life cycle engineering and support (LCE&S) services for LPD 17 class integrated shipboard electronic systems.  The services to be provided will include LCE&S services including post-delivery planning, logistics and engineering, homeport technical support, integrated product data environment, data maintenance, equipment management, systems integration and design engineering, software support, research engineering, obsolescence management (both technical and logistics), material readiness support, emergent repair planning, training and logistics support; planning yard support of integrated electronic systems including Fleet Modernization Program planning, ship alteration development and installation, material management, configuration data management, research engineering, logistics documentation, and other logistics and executing activity coordination, management; and sustaining engineering and obsolescence management support for unique LPD 17 class integrated shipboard electronic systems.  Work will be performed in San Diego, California (88 percent); Norfolk, Virginia (7 percent); Sasebo, Japan (3 percent); Mayport, Florida (1 percent); Pascagoula, Mississippi (1 percent); and is expected to be completed by December 2017.  Fiscal 2012, 2015, and 2016 shipbuilding and conversion (Navy); fiscal 2016 and 2017 other procurement (Navy); and fiscal 2017 operations and maintenance (Navy) funding in the amount of $7,544,939 will be obligated at time of award and will not expire at the end of the current fiscal year.  The Naval Sea Systems Command, Washington, District of Columbia, is the contracting activity.

 

Lockheed Martin Rotary Mission Systems, Manassas, Virginia, is being awarded a $13,215,605 cost-plus-incentive-fee modification to a previously awarded contract (N00024-09-C-6247) to procure six AN/BVY-1 Integrated Submarine Imaging Systems and associated spare parts.  The Integrated Submarine Imaging System provides mission critical, all-weather, visual, and electronic search, digital image management, indication, warning, and platform architecture interface capabilities for  the Los Angeles class;  Seawolf class;  Ohio class and Converted Ohio class; and Virginia class submarines. The Integrated Submarine Imaging System rolls up existing components and near-term capabilities, and provides a robust architecture for efficiently inserting future capabilities as they become available for Technical Insertion Advance Processor Builds within the Submarine Warfare Federated System process.  Work will be performed in Manassas, Virginia (58 percent); Northampton, Massachusetts (19 percent); Marion, Massachusetts (12 percent); and Chantilly, Virginia (11 percent), and is expected to be completed by October 2018.  Fiscal 2017 other procurement (Navy); and fiscal 2013 and 2014 shipbuilding and conversion (Navy) contract funds in the amount of $13,215,605 will be obligated at time of award. Contract funds will not expire at the end of the current fiscal year. The Naval Sea Systems Command, Washington, District of Columbia, is the contracting activity.

 

General Dynamics, Bath Iron Works, Bath, Maine, is being awarded a $10,965,890 cost-plus-award-fee order, against the previously awarded basic ordering agreement N00024-16-G-2301 for the post shakedown availability of USS Rafael Peralta (DDG 115).  This order procures planning, management and engineering services, as well as emergent availability and repairs.  Work will be performed in Bath, Maine (75 percent); and San Diego, California (25 percent), and is expected to be completed by March 2018.  Fiscal 2016 shipbuilding conversion (Navy) funding in the amount of $10,270,012 will be obligated at time of award and will not expire at the end of the fiscal year.   The Supervisor of Shipbuilding, Conversion and Repair, Bath, Maine, is the contracting activity.

 

BAE Systems Norfolk Ship Repair, Norfolk, Virginia, is being awarded a $10,735,724 firm-fixed-price contract for 56-calendar day shipyard availability for the regular overhaul and dry docking of USNS Big Horn (T-AO 198).  Work will include general services, main and emergency switchboard cleaning, group control centers and motor control cleaning, lifeboats davit repair and maintenance, tank deck overhead painting, cargo tank preservation, chill water and potable water piping renewal on tank deck overhead, fire and ballast pump motor overhaul, oil mist detector groom repair, special hull survey No. 5, oil mist detector groom, propeller hub replacement, shaft line replacement, main engine turbo charger replacement, power take off clutch coupling overhaul, and replace hot water tank.  The contract includes options which, if exercised, would bring the total contract value to $10,992,591. Work will be performed in Norfolk, Virginia, and is expected to begin on Jan. 13, 2017, and to be completed by March 9, 2017.   Fiscal 2017 operations and maintenance (Navy) funds in the amount of $10,735,724 are being obligated at the time of award.  Funds will expire at the end of the current fiscal year.   This contract was competitively procured by proposals solicited via the Federal Business Opportunities website, with three offers received.  The Navy’s Military Sealift Command, Norfolk, Virginia, is the contracting activity (N32205-17-C-4015).

 

Academi Training Center LLC, Moyock, North Carolina, is being awarded a $9,132,560 indefinite-delivery/indefinite-quantity contract to provide Turnkey Antiterrorism training support as required by Center for Security Forces. Contract will also include terms and conditions for the placement of firm-fixed-price task orders.  The contract will include a five-year base ordering period and 6-month option period, which if exercised, will bring the contract value to $10,035,355.  Work will be performed in Groton, Connecticut (50 percent); and San Diego, California (50 percent), and is expected to be completed by June 2021.  If all options are exercised, work will continue through June 2022.   Fiscal 2017 operations and maintenance (Navy) funds in the amount of $10,000 will be obligated to fund the contract's minimum amount and will expire at the end of the current fiscal year.  This contract was competitively procured with the solicitation posted to the Federal Business Opportunities website, with two offers received.  Naval Supply Systems Command Fleet Logistics Center Norfolk Contracting Department, Norfolk, Virginia, is the contracting activity (N00189-17-D-0001).

 

 

UPDATE: Congressional notification for the award of the regular overhaul and drydock (ROH/DD) of USNS Big Horn (T-AO 198) was submitted on Nov. 30, 2016, and the offer for the contract award to Boston Ship Repair, Boston, Massachusetts, was made on Dec. 1, 2016.  The next day, Boston Ship Repair informed Military Sealift Command that the facility had accepted another contract and could not perform the work required for USNS Big Horn's ROH/DD.  On Dec. 3, 2016, Boston Ship Repair declined the contract award and BAE Systems Norfolk Ship Repair was identified as the next lowest technically acceptable offer.  On Dec. 4, 2016, BAE Systems Norfolk Ship Repair confirmed that they could accommodate the contract award.

 

AIR FORCE

 

Northrop Grumman Systems Corp. - Northrop Grumman Information Systems, Herndon, Virginia, has been awarded a $55,275,786 firm-fixed-price, cost-reimbursement modification (P00048) to previously awarded contract FA8726-13-C-0001. Contractor will perform comprehensive tasks and provide personnel, facilities, aircraft subsystems and support equipment for the Battlefield Airborne Communications Node E-11A platform. Work will be performed at San Diego, California; and international locations, and is expected to be complete by Jan. 23, 2018. Fiscal 2017 operations and maintenance overseas contingency funds in the amount of $55,275,786 are being obligated at the time of award. Air Force Life Cycle Management, Hanscom Air Force Base, Massachusetts, is the contracting activity (FA8726-13-C-0001).

 

General Atomics - Aeronautical Systems Inc., Poway, California, has been awarded a $17,143,626 contract (0039) on previously awarded basic ordering agreement FA8620-15-G-4040 for MQ-9 Block 5 Exportability acquisition. Contractor will develop an MQ-9 Block 5 configuration for future foreign military sales customers. Work will be performed at Poway, California, and is expected to be complete by Jan. 31, 2019. This contract involves foreign military sales for France and Spain. Fiscal 2016 special defense acquisition funds in the amount of $16,825,033 are being obligated at the time of award. Air Force Life Cycle Management Center, Wright-Patterson Air Force Base, Ohio, is the contracting activity.

 

General Atomics - Aeronautical Systems Inc., Poway, California, has been awarded a $9,249,631 modification (0044) to previously awarded contract FA8620-15-G-4040 for MQ-9 Reaper Electrical Safety Improvement Program (ESIP) follow-on effort. Contractor will provide 46 ESIP retrofit kits, installations, initial spares, and consumable kits for the MQ-9 Reaper. Work will be performed at Poway, California, and is expected to be complete by Dec. 9, 2016. Fiscal 2015 and 2016 aircraft procurement funds in the amount of $9,249,631 are being obligated at the time of award. Air Force Life Cycle Management Center, Wright-Patterson Air Force Base, Ohio, is the contracting activity.

 

Stellar Science, Albuquerque, New Mexico, has been awarded a $7,034,747 cost-reimbursement contract for Advanced Laser Modeling and Simulation. Contractor will develop advanced laser system modeling and simulation capabilities. Work will be performed at Albuquerque, New Mexico, and is expected to be complete by Dec. 13, 2021. This award is the result of a competitive acquisition with five offers received. Fiscal 2017 research, development, test, and evaluation funds in the amount of $150,000 are being obligated at the time of award. Air Force Research Laboratory, Kirtland Air Force Base, New Mexico, is the contracting activity. (FA9451-17-C-0089)

 

ARMY

 

The Boeing Co., Mesa, Arizona, was awarded a $24,935,695 firm-fixed-price contract for manned and unmanned teaming expanded compatibility on all Apache attack helicopter AH-64E configurations.  Bids were solicited via the Internet with one received. Work will be performed in Mesa, Arizona, with an estimated completion date of Dec. 30, 2019.  Fiscal 2015 other funds in the amount of $24,935,695 were obligated at the time of the award.  Army Contracting Command, Rock Island, Illinois, is the contracting activity (W52P1J-17-C-0007).

 

Madison Research Corp.-Kratos, Huntsville, Alabama, was awarded a $23,363,702 firm-fixed-price foreign military sales (Taiwan) contract for procurement of four Chaparral class five components including 450 thermal batteries, 466 rocket motors, 150 safety and arming devices, and 248 warheads for the Chaparral air missile system.  Bids were solicited via the Internet with two received. Work will be performed in Huntsville, Alabama, with an estimated completion date of Dec. 10, 2019.  Fiscal 2016 other funds in the amount of $23,363,702 were obligated at the time of the award.  Army Contracting Command, Redstone Arsenal, Alabama, is the contracting activity (W31P4Q-17-C-0063).

 

Lockheed Martin Corp., Orlando, Florida, was awarded a $7,832,701 modification (P00022) to contract W900KK-14-C-0020 to accommodate increased demand for cyber training and test event operations at the national cyber range which is operated and sustained by Lockheed Martin. The increased levels of support will provide the ability to scale up technical capacity and to support the increased tempo of cyber event operations.   Work will be performed in Orlando, Florida, with an estimated completion date of May 25, 2019.  Fiscal 2017 research, development, test, and evaluation funds in the amount of $5,309,700 were obligated at the time of the award.  Army Program Executive Office for Simulation, Training and Instrumentation, Orlando, Florida, is the contracting activity.
