United Technologies Corp. - Pratt and Whitney, East Hartford, Connecticut, has been awarded a $313,879,396 modification (P00180) to previously awarded contract FA8611-08-C-2896 for sustainment of F119-PW-100 engines. Contractor will provide parts necessary for engine sustainment. Work will be performed at East Hartford, Connecticut; Edwards Air Force Base, California; Elmendorf AFB, Alaska; Hickam AFB, Hawaii; Hill AFB, Utah; Holloman AFB, New Mexico; Langley AFB, Virginia; Nellis AFB, Nevada; Sheppard AFB, Texas; Tinker AFB, Oklahoma and Tyndall AFB, Florida, and is expected to be complete by Dec. 31, 2017. Fiscal 2017 operations and maintenance; and research, development, test, and evaluation funds in the amount of $51,380,834 are being obligated at the time of award. North Star Construction, Yuba City, California (FA4686-17-D-0001); Allright-KOO JV, Kerman, California (FA4686-17-D-0002); AMA Diversified Construction, Torrance, California (FA4686-17-D-0003); Patriot Construction, Stockton, California (FA4686-17-D-0004); and Nomlaki Technologies, Yuba City, California (FA4686-17-D-0005), have been awarded a combined not-to-exceed $48,000,000 firm-fixed-price, multiple award, general construction, indefinite-delivery/indefinite-quantity contract. Contractors will provide a variety of trades such as carpentry, road repair, roofing, excavation, interior/exterior electrical, steam fitting, plumbing, sheet metal, fencing, demolition, fire protection specialist, concrete and masonry. Work will be performed at Beale Air Force Base, California, and is expected to be complete by Jan. 30, 2022.  This award is the result of a competitive acquisition with 13 offers received. Fiscal 2017 operations and maintenance funds in the amount of $2,000 to each company are being obligated at the time of award. The 9th Contracting Squadron, Beale Air Force Base, California, is the contracting activity.

 

Lockheed Martin Corp., Lockheed Martin Aeronautics Co., Fort Worth, Texas, has been awarded a $14,903,066 modification (P00712) to previously awarded contract FA8611-08-C-2897 for F-22 sustainment trainer requirements. Contractor will provide training system sustainment, system hardware modifications, and distributed mission operations federation management and integration. Work will be performed at Langley Air Force Base, Virginia; Elmendorf AFB, Alaska; Tyndall AFB, Florida; Hickam AFB, Hawaii; Sheppard AFB, Texas; and St. Louis, Missouri, and is expected to be complete by Dec. 31, 2018. Fiscal 2017 operations and maintenance funds in the amount of $1,571,582 are being obligated at the time of award. UTAS - a division of Goodrich, Westford, Massachusetts, has been awarded a not-to-exceed $11,500,000 predominately firm-fixed-price contract for Egypt Peace Vector DB-110 Reconnaissance program. Contractor will provide initial parts for two DB-110 reconnaissance pods and an initial study for one existing DB-110 reconnaissance pod. Work will be performed at Westford, Massachusetts, and is expected to be complete by Aug. 18, 2017. This contract is 100 percent foreign military sales to Egypt. This award is the result of a sole-source acquisition. Air Force Life Cycle Management Center, Wright-Patterson Air Force Base, Ohio, is the contracting activity (FA8620-17-C-3003).

 

Accenture Federal Services LLC, Arlington, Virginia, has been awarded an $8,670,925 predominantly cost-plus-fixed fee contract for information technology mission applications support. Contractor will provide network centric IT solutions. Work will be performed at San Antonio, Texas, and is expected to be complete by Dec. 31, 2017. This award is the result of a competitive acquisition with three offers received. Fiscal 2017 operations and maintenance funds in the amount of $8,670,925 are being obligated at the time of award. Air Force Life Cycle Management Center, Joint Base San Antonio-Lackland, Texas, is the contracting activity (FA8307-17-F-0032).

 

General Electric Co., Cincinnati, Ohio, has been awarded an $8,413,259 firm-fixed-price contract for engineering and technical services in support of GE engines. Contractor will provide support for F110-GE-100/129, A-10 TF-34, KC-135F-108, TF-39/F-138, F108-CF-100/200/201, F101-GE-102, F118-GE-100, J85-21B, F110, and F-16 C/D engines. Contractor engineering and technical services will be provided by the original manufacturer to elevate the skills and abilities of Air Force military and civilian personnel, so that they may become self-sufficient in system maintenance. Work will be performed at Oklahoma City, Oklahoma; Montgomery, Alabama; Atlantic City, New Jersey; Springfield, Illinois; Sioux Falls, South Dakota; Duluth, Minnesota; Bahrain; Israel; and Egypt, and is expected to be complete by Dec. 31, 2018. This contract involves foreign military sales (FMS). This award is the result of a sole-source acquisition. Fiscal 2017 operations and maintenance and FMS funds in the amount of $4,210,512 are being obligated at the time of award. Air Force Life Cycle Management Center, Wright-Patterson Air Force Base, Ohio, is the contracting activity (FA8604-17-D-7955).

 

DEFENSE LOGISTICS AGENCY

 

Honeywell International Inc., South Bend, Indiana, has been awarded a maximum $47,125,963 firm-fixed-price contract for aircraft wheel and brake spare parts. This was a sole-source acquisition using justification 10 U.S. Code 2304 (c)(1). This is a five-year base contract with no option periods. Location of performance is Indiana, with a Dec. 21, 2021, performance completion date. Using military service is Air Force. Type of appropriation is fiscal 2017 through fiscal 2022 defense working capital funds. The contracting activity is the Defense Logistics Agency Aviation, Hill Air Force Base, Utah (SPRHA1-17-D-0001).

 

DEFENSE ADVANCED RESEARCH PROJECTS AGENCY

 

Sikorsky Aircraft Corp., Stratford, Connecticut, a Lockheed Martin company, has been awarded a $35,708,378 other transaction (for prototype project agreement for Phase III of the Aircrew Labor In-cockpit Automation System (ALIAS) program. The goal of the ALIAS program is to create an easily installable/removable kit that is extensible across 80 percent of Department of Defense aircraft and some commercial aircraft, which automates co-piloting functions to enable reduced crew operations. Phase III focuses on the fabrication and installation of the prototype ALIAS kits on multiple aircraft types for flight demonstrations of each. The estimated government funding for the agreement is $21,300,000, and the Sikorsky cost share is $14,408,378. Work will be performed in Stratford, Connecticut (93 percent); Westford, Massachusetts (3 percent); Pittsburgh, Pennsylvania (1 percent); Orlando, Florida (1 percent); Canton, Connecticut (1 percent); and East Hartford, Connecticut (1 percent). The estimated completion date is February 2018. Fiscal 2016 and 2017 research and development funds in the amount of $3,004,285 are being obligated at time of award. The Defense Advanced Research Projects Agency, Arlington, Virginia, is the contracting activity (HR0011-17-9-0004).

 

ARMY

 

Longbow Limited Liability Co., Orlando, Florida, was awarded a $25,000,000 firm-fixed-price contract to provide live cycle contractor support for the fire control radar and unmanned aerial system tactical common data link assembly.  Bids were solicited via the Internet with one received. Work will be performed in Orlando, Florida, with an estimated completion date of Dec. 31, 2017.  Fiscal 2017 other funds in the amount of $9,105,140 were obligated at the time of the award.  Army Contracting Command, Redstone Arsenal, Alabama, is the contracting activity (W58RGZ-17-C-0027).

 

The Boeing Co., Mesa, Arizona, was awarded a $10,887,958 firm-fixed-price, foreign military sales contract (Kuwait) with options for post-production service support and performance base logistics for the Kuwait Air Force 64D Apache helicopters.  Bids were solicited via the Internet with one received. Work will be performed in Kuwait, with an estimated completion date of Dec. 31, 2021. Fiscal 2013 other funds in the amount of $10,887,958 were obligated at the time of the award.  Army Contracting Command, Redstone Arsenal, Alabama, is the contracting activity (W58RGZ-17-C-0020).

 

Northrop Grumman Systems Corp., Herndon, Virginia, was awarded a $9,411,024 modification (P00015) to contract W31P4Q-15-C-0065 for counter rocket artillery mortar command and control tactical defense measures to include development of counter unmanned aerial system capability and emerging technologies in sensors, and electronic warfare.  The effort will include all requirements to integrate and test command and control with selected aforementioned systems.  Work will be performed at Redstone Arsenal, Alabama, with an estimated completion date of Sept. 22, 2018.  Fiscal 2017 other procurement (Army) funds in the amount of $9,411,024 were obligated at the time of the award.  Army Contracting Command, Redstone Arsenal, Alabama, is the contracting activity.

 

DEFENSE FINANCE AND ACCOUNTING SERVICES

 

Ernst and Young LLP, Washington District of Columbia, is being awarded a maximum $15,879,275 modification number P00015 to previously awarded contract HQ0423-15-F-0016 to exercise option year two for audit services for the Department of Defense, Office of Inspector General to audit the Department of the Air Force General Fund Fiscal 2017 Schedule of Budgetary Activity. The modification brings the total cumulative face value of the contract to $45,709,504 from $29,830,229.  Work will be performed in Washington, District of Columbia, with an expected completion date of Dec. 31, 2017. Fiscal 2017 operations and maintenance funds in the amount of $15,879,275 will be obligated at time of award for the option period.
