NAVY

Raytheon Co., Tucson, Arizona, is being awarded a $303,749,820 firm-fixed-price contract for the procurement of 214 Tomahawk Block IV All-Up-Round vertical launch system missiles and spares. 214 missiles and spares for the Navy and spares for the government of the United Kingdom. Work will be performed in Tucson, Arizona (25 percent); Walled Lake, Michigan (15 percent); Camden, Arkansas (11 percent); Gainesville, Virginia (8 percent); El Segundo, California (5 percent); Glenrothes, Scotland (5 percent); Clearwater, Florida (4 percent); Fort Wayne, Indiana (3 percent); Dublin, Georgia (3 percent); Midland, Ontario (3 percent); Spanish Fork, Utah (2 percent); Ontario, California (2 percent); Vergennes, Vermont (2 percent); Berryville, Arkansas (2 percent); Middletown, Connecticut (2 percent); Westminster, Colorado (1 percent); and various locations within the U.S. (7 percent), and is expected to be completed in August 2018. Fiscal 2015 and 2016 weapons procurement (Navy); and foreign military sales funds in the amount of $303,749,820 are being obligated at time of award, $71,085,081 of which will expire at the end of the current fiscal year. This contract combines purchases for the Navy ($300,866,222; 99 percent); and the government of the United Kingdom ($2,883,598; 1 percent), under the Foreign Military Sales program. This contract was not competitively procured pursuant to Federal Acquisition Regulation 6.302-1. The Naval Air Systems Command, Patuxent River, Maryland, is the contracting activity (N00019-17-C-0034).

Ameresco Inc., Framingham, Massachusetts, was awarded a $210,617,737 firm-fixed-price task order under a previously awarded multiple award contract (DE-AM36-90GO29029) for energy improvements for a new combined heat and power plant (CHP), a solar carport array, a ground mounted solar array, a battery energy storage system and other energy conservation measures at Marine Corps Recruit Depot (MCRD), Parris Island. The work to be performed provides for a new 3.5 megawatt CHP and renewable energy systems to offset electricity purchases from the grid and provide steam to MCRD Parris Island. Other measures include upgrades to heating ventilation and air conditioning, chillers, lighting and controls, water fixtures, steam traps, and laundry ozone systems. Work will be performed at Parris Island, South Carolina, and is expected to be completed by November 2041. No funds will be obligated with this award. The Energy Policy Act of 1992 authorizes agencies to use private financing to fulfill its requirements for energy savings performance contracts for project implementation. For this project, MCRD Parris Island has agreed to pay for the costs of services/construction from project financing which will be obtained by Ameresco Inc. 11 proposals were received for this task order. The Naval Facilities Engineering and Expeditionary Warfare Center, Port Hueneme, California, is the contracting activity.

General Electric, Lynn, Massachusetts, is being awarded a $74,000,000 performance-based logistics requirements type contract for repair, replacement and program support of 17 F414 engine components of F/A-18 E, F, and EA 18G aircrafts. Work will be performed in Jacksonville, Florida (88 percent); and the remaining work will be completed at various General Electric supplier locations. Work is expected to be completed by April 2017. No contract funds will be obligated at the time of award, and funds will not expire at the end of the contract ordering period. Fiscal 2017 working capital funds (Navy) will be obligated as individual orders are issued. One firm was solicited for this non-competitive requirement, and one offer was received in accordance with Federal Acquisition Regulation 6.302-1. Naval Supply Systems Command Weapon Systems Support, Philadelphia, Pennsylvania, is the contracting activity (N00383-17-D-AM01).

Sikorsky Aircraft Corp., Stratford, Connecticut, is being awarded a $49,570,085 modification to a previously awarded cost-plus-incentive-fee contract (N00019-06-C-0081) for the procurement of aircraft support, training, reviews, and data associated with the CH-53K system demonstration test article. Work will be performed in Stratford, Connecticut (70 percent); and Marine Corps Air Station New River, Jacksonville, North Carolina (30 percent), and is expected to be completed in December 2019. Fiscal 2016 research, development, test and evaluation (Navy) funds in the amount of $1,000,000 will be obligated at time of award, none of which will expire at the end of the current fiscal year. The Naval Air Systems Command, Patuxent River, Maryland, is the contracting activity.

BAE Systems Information and Electronic Systems Integration Inc., Greenlawn, New York, is being awarded a $39,462,624 firm-fixed-price, indefinite-delivery/indefinite-quantity contract to procure a maximum quantity 20 AN/APX-117A(V) identification friend or foe (IFF) transponders and 20 AN/APX-118A(V) IFF transponders for the Navy, 545 AN/APX-123A(V) IFF transponders for the Navy (245), Army (221), and the governments of the United Kingdom (60), Japan (9), Greece (6), and Canada (4). In addition, this this contract provides for procurement of 19 Mode 4/5 remote control units for the Navy (15), Army (2) and the government of Japan (2); 79 IFF mounting trays for the Navy (74) and the government of Greece (5); 20 single board computers for the Navy (10) and Army (10); 2,294 signal processors for the Navy (2,248) and Army (46); and 20 mode 4/5 with crypto shop replaceable assemblies (SRA) for the Navy (5) and Army (15). The award will also procure 1,295 mode 5 change kits, 28 integrations of mode 5 change kits, 20 receiver/transmitters, 20 power supplies, 20 mode 4 chassis, 20 mode 5 chassis, 20 mode 4 with crypto shop replaceable assemblies, six AN/APX-117A(V) IFF transponder repairs, 17 AN/APX-118A(V) IFF transponder repairs, 50 AN/APX-123A(V) IFF transponder repairs for the Navy and 636 RT-1912 to RT-1912A conversion kits for the Army. Work will be performed in Greenlawn, New York (85 percent); and Austin, Texas (15 percent), and is expected to be completed in December 2019. No funds are being obligated at time of award. Funds will be obligated against individual delivery orders as they are issued. This contract combines purchases for the Navy ($18,666,503; 47.3 percent); Army ($17,329,801; 43.9 percent); and the governments of the United Kingdom ($2,607,180; 6.6 percent); Japan ($420,955; 1.1 percent); Greece ($264,373; .7 percent); and Canada ($173,812; .4 percent), under the Foreign Military Sales program. This contract was not competitively procured pursuant to Federal Acquisition Regulation 6.302.1. The Naval Air Systems Command, Patuxent River, Maryland, is the contracting activity (N00019-17-D-0003).

Bell Boeing Joint Project Office, Amarillo, Texas, is being awarded a $15,674,000 advance acquisition contract for long-lead components for the manufacture and delivery of six Lot 22 CMV-22 tiltrotor aircraft for the Navy. Work will be performed in Ridley Park, Pennsylvania (50 percent); Fort Worth, Texas (25 percent); and Amarillo, Texas (25 percent), and is expected to be completed in December 2017. Fiscal 2017 aircraft procurement (Navy) funds in the amount of $15,674,000 will be obligated at time of award, none of which will expire at the end of the fiscal year. This contract was not competitively procured pursuant to Federal Acquisition Regulation 6.302-1. The Naval Air Systems Command, Patuxent River, Maryland, is the contracting activity (N00019-17-C-0015).

Owl International Inc., doing business as Global, A 1st Flagship Co.,* Newport Beach, California, is being awarded an $11,525,815 indefinite-delivery/indefinite-quantity with cost-plus-fixed-fee (CPFF) level of effort and CPFF completion task orders for the continuation of maintenance support services of all vessels assigned to the Inactive Ship Maintenance Office, Bremerton, Washington, and active vessels assigned to the Guided Missile Cruiser/Dock Landing Ship Modernization Detachment, San Diego, California. This contract includes options which, if exercised, would bring the cumulative value to $22,240,339. Work will be performed in Bremerton, Washington (86 percent); and San Diego, California (14 percent), and is expected to be completed by September 2017. Fiscal 2017 operations & maintenance (Navy) funds in the amount of $1,758,635 will be obligated at time of award and will expire at the end of the current fiscal year. This contract was not competitively procured in accordance with 10 U.S. Code 2304(c)(1) - only one responsible source and no other supplies or services will satisfy agency requirements. The Naval Sea Systems Command, Washington, District of Columbia, is the contracting activity (N00024-17-D-4405).

Raytheon Intelligence, Information and Services, Norfolk, Virginia, is being awarded a $9,992,020 cost-plus-fixed-fee task order under a previously-awarded basic ordering agreement (N00024-16-G-5437) for engineering services, overhaul, repair and upgrade in support of the NATO Sea Sparrow Surface Missile System units, equipment and other associated test, ancillary and support equipment for Navy ships. Work will be performed in Norfolk, Virginia (60 percent); and Yorktown, Virginia (40 percent), and is expected to be completed by September 2017. Fiscal 2017 other procurement (Navy) funds in the amount of $100,000 will be obligated at time of award and will not expire at the end of the current fiscal year. The Naval Surface Warfare Center, Port Hueneme Division, Port Hueneme, California, is the contracting activity.

Sierra Nevada Corp., Sparks, Nevada, is being awarded $9,698,303 for cost-plus-fixed-fee task order 0008 against a previously issued basic ordering agreement (N00421-15-G-0001) to utilize the automatic carrier landing system (ACLS) architecture study to upgrade and develop ACLS antenna pedestals AB-XXXX/SPN-46(V). This order also includes the procurement of two 2400 antenna control input/output circuit card assembly prototype replacement boards, two 2800 single board computer processor replacement boards, and two AN/SPN-46(V) transmitter modulator and power supply replacement prototypes for the Precision Approach and Landing System. Work will be performed in Sparks, Nevada (80 percent); Saint Inigoes, Maryland (10 percent); Syracuse, New York (5 percent); and Lynchburg, Virginia (5 percent), and is expected to be completed in August 2019. Fiscal 2017 working capital funds (Navy) in the amount of $540,000 will be obligated at time of award, none of which will expire at the end of the current fiscal year. AECOM Technical Services Inc, Glen Allen, Virginia (W912DY-17-D-0002); CB&I Federal Services, Baton Rouge, Louisiana (W912DY-17-D-0003); HydroGeoLogic Inc,* Reston, Virginia (W912DY-17-D-0004); Parsons Government Services, Pasadena, California (W912DY-17-D-0005); USA Environment Inc.,* Oldsmar, Florida (W912DY-17-D-0006); and Weston-EOTI LLC,JV, Wilmington, Delaware (W912DY-17-D-0007); will share a $301,003,000 order dependent contract for environmental remediate services and support for work assigned to the Army Engineering and Support Center, Huntsville, Alabama. Bids were solicited via the Internet with 17 received. Work locations and funding will be determined with each order, with an estimated completion date of Dec. 19, 2021. Army Corps of Engineers, Huntsville, Alabama, is the contracting activity.

Raytheon Co. – Raytheon Missile Systems, Tucson, Arizona, was awarded a $207,949,988 firm-fixed-price, foreign military sales contract (Qatar, India, and Italy) for production of Stinger FIM-92H Block 1 missiles, Stinger FIM-92F Block 1 missiles, captive flight trainers, other training devices and associated equipment and spares. Bids were solicited via the Internet with one received. Work will be performed in Tucson, Arizona, with an estimated completion date of April 30, 2020. Fiscal 2017 other funds in the amount of $207,949,888 were obligated at the time of the award. Army Contracting Command, Redstone Arsenal, Alabama, is the contracting activity (W31P4Q-17-C-0057).

Pride Industries, Rosevilles, California, was awarded a $32,612,693 modification (P00035) to contract W911SG-14-C-0001 for maintenance and repair of all building and structures. Work may include carpentry, plumbing, electrical, masonry, painting, sign work, heating ventilation and air conditioning work, flooring, minor roofing, metalwork, locksmith services, fire alarms, fire suppression, glass and glazing, deconstruction and other trades that relate to the maintenance and repair of real property facilities. Work will be performed in Fort Bliss, Texas, with an estimated completion date of Oct. 31, 2017. Fiscal 2017 operations and maintenance (Army) funds in the amount of $32,612,693 were obligated at the time of the award. Army Contracting Command, Fort Bliss, Texas is the contracting activity.

Raytheon Co., Tucson, Arizona was awarded a $22,490,748 modification (P00075) to contract W15QKN-08-C-0530 for option six, Excalibur 155 millimeter increment projectiles, Army. Work will be performed in multiple locations, with an estimated completion date of Jan. 31, 2018. Fiscal 2015 and 2017 other funds in the amount of $22,490,748 were obligated at the time of the award. Army Contracting Command, Picatinny Arsenal, New Jersey, is the contracting activity.

DEFENSE LOGISTICS AGENCY

Food Services Inc., Mount Vernon, Washington, has been awarded a maximum $42,566,894 indefinite-delivery/indefinite-quantity, fixed-price with economic-price-adjustment bridge contract for full food line distribution. This is a 318-day bridge contract, which could possibly end early when the guaranteed minimum is met. Locations of performance are Washington and Okinawa with a Dec. 12, 2017, performance completion date. Using military services are Marine Corps, Air Force, Navy, and Army. Type of appropriation is fiscal 2017 through fiscal 2018 defense working capital funds. The contracting agency is the Defense Logistics Agency Troop Support, Philadelphia, Pennsylvania (SPE300-17-D-3175).

Timken Aerospace Transmissions LLC, Manchester, Connecticut, has been awarded an estimated $25,004,500 firm-fixed-price, indefinite-delivery/indefinite-quantity contract for Apache weapon system parts. This is a three-year contract with no option periods. Delivery order 0001 award amount is $16,051,500. This is a sole-source acquisition using justification Federal Acquisition Regulation 6.302-1, only one responsible source and no other supplies or services will satisfy agency requirements. Location of performance is Connecticut, with a Dec. 28, 2019, performance completion date. Using military service is Army. Type of appropriation is fiscal 2017 through fiscal 2020 Army working capital funds. The contracting activity is the Defense Logistics Agency Aviation, Redstone Arsenal, Alabama (SPRRA1-17-D-0014).

AIR FORCE

The Boeing Co., Colorado Springs, Colorado, has been awarded a $26,843,771 undefinitized contract action for sustainment functions as required for the Global Positioning System IIA/IIF satellite blocks to include on-orbit support, field studies and software updates to satellite vehicles. Work will be performed at Schriever Air Force Base, Colorado, and is expected to be complete by Dec. 31, 2017. This award is the result of a sole-source acquisition. Fiscal 2017 operations and maintenance funds in the amount of $4,875,000 are being obligated at the time of award. Space and Missile Systems Center, Peterson Air Force Base, Colorado, is the contracting activity (FA8823-17-C-0001).

Lockheed Martin Corp. - Lockheed Martin Aeronautics Co., Fort Worth, Texas, has been awarded a $22,323,016 modification (P00757) to previously awarded contract FA8611-08-C-2897 for F-22 sustainment. Contractor will provide follow-on agile sustainment for the Raptor annual requirements. Work will be performed at Ogden Depot, Utah; and Lockheed Martin's facility at Marietta, Georgia, and is expected to be complete by Dec. 31, 2017. Fiscal 2017 operations and maintenance funds in the amount of $17,636,422 are being obligated at the time of award. The Boeing Co., Oklahoma City, Oklahoma, has been awarded a $19,884,001 firm-fixed-price and cost-plus-fixed fee option (P00006) to previously awarded contract FA8105-16-D-0002 for C/KC-135 engineering services. Contractor will provide sustaining engineering services for the sustainment of the C/KC-135 weapon system including its airframe and airframe components and mechanical systems, subsystems, and their components. Work will be performed at Oklahoma City, Oklahoma, and is expected to be complete by Dec. 31, 2017.
