CONTRACTS


ARMY

Boeing Co., Ridley Park, Pennsylvania, was awarded a $713,896,061 modification (P00019) to contract W58RGZ-13-C-0002 for 26 remanufactured CH-47F helicopters, four new CH-47s, and the option of building two more CH-47s, and provides for over and above appropriated funding and obligates long lead funding for Production Lot 14. Fiscal 2015 other procurement funds in the amount of $713,896,061 were obligated at the time of the award.  Estimated completion date is Dec. 31, 2020.  Work will be performed at Ridley Park, Pennsylvania.  Army Contracting Command, Redstone Arsenal, Alabama, is the contracting activity.

MD Helicopter Inc.,* Mesa, Arizona, was awarded a $31,605,244 firm-fixed-price contract for five months of logistical support for 12 MD530F aircraft.  Fiscal 2015 other procurement (Army) funds in the amount of $15,486,569 were obligated at the time of the award.  Estimated completion date is Aug. 30, 2015.  Bids were solicited via the Internet with one received.  Army Contracting Command, Redstone Arsenal, Alabama, is the contracting activity (W58RGZ-11-C-0070).  

Airbus Defense and Space Inc., Herndon, Virginia, was awarded a $23,954,200 modification (P00890) to contract W58RGZ-06-C-0194 to exercise an option to procure Program Year 10 contractor logistics support for UH-72A Lakota Helicopters.  Fiscal 2015 operations and maintenance (Army) funds in the amount of $23,954,200 were obligated at the time of the award.  Estimated completion date is June 30, 2016.Work will be performed at in Columbus, Mississippi.  Army Contracting Command, Redstone Arsenal, Alabama, is the contracting activity.

ECS Federal Inc., Fairfax, Virginia, was awarded a $15,000,000 modification (P00015) to contract W900KK-09-D-0006 to extend the ordering period of the Systems Engineering and Technical Assistance (SETA) contract by 18 months via one 12-month option and one six-month option, and will increase the contract ceiling to ensure there is no break in SETA services.  Funding and work location will be determined with each order.  Estimated completion date is Nov. 23, 2016.  Army Program Executive Office Simulation, Training & Instrumentation, Orlando, Florida, is the contracting activity.

Engility Corp., Chantilly, Virginia, was awarded a $10,460,712 time and material incrementally funded contract with options for management, administrative, financial, technical and business transformation support to the Logistics Modernization Program, Product Management Office.  Work will be performed in Marlton, New Jersey, with an estimated completion date of Dec. 31, 2016.  One bid was solicited with one received.  Fiscal 2015 operations and maintenance (Army) and other procurement funds in the amount of $10, 460,712 are being obligated at the time of the award.   Army Contracting Command, Rock Island Arsenal, Illinois, is the contracting activity (W52P1J-15-C-0020).

Earth Data Inc.,* Centreville, Maryland (W5J9CQ-15-D-0001); Magnolia River Geospatial Inc.,* Huntsville, Alabama (W5J9CQ-15-D-0002); and Aerial Data Service Inc.,* Tulsa, Oklahoma (5J9CQ-15-D-0003), were awarded a $9,900,000 firm-fixed-price contract for contractor support services to produce military terrain and hydrologic analyses, databases and environmental studies of selected areas of the world for the Army Geospatial Center. Funding and work location will be determined with each order with an estimated completion date of March 13, 2016.  Bids were solicited via the Internet with seven received.  Army Corps of Engineers, Alexandria, Virginia, is the contracting activity.

General Dynamics Land Systems, Sterling Heights, Michigan, was awarded a $6,984,067 modification (P00022) to Foreign Military Sales contract W56HZV-13-D-0015 (Iraq) for logistic support and training for the M1A1 tank.  Funding and work location will be determined with each order.  Estimated completion date is April 30, 2015.  Army Contracting Command, Warren, Michigan, is the contracting activity.

PreTalen Ltd.,* Columbus Grove, Ohio, was awarded a $6,641,200 firm-fixed-price contract for the Positioning, Navigation, and Timing (PNT) System-of-System Architecture (SOSA) test program, PNT Autonomous Negotiator Applying Cognitive Effects-Based Analysis (PANACEA) Systems Small Business Innovation Research Phase III contract. This contract is for the procurement and delivery of 14PANACEA systems for use in the PNT SOSA test program... Work will be performed in Columbus Grove, Ohio, with an estimated completion date of July 15, 2015.  One bid was solicited with one received.  Fiscal 2015 research, development, testing and evaluation funds in the amount of $6,641,200 are being obligated at the time of the award.  Army Contracting Command, Aberdeen Proving Ground, Maryland, is the contracting activity (W56KGY-15-C-0010).


DEFENSE LOGISTICS AGENCY

Ameresco LLC, Framingham, Massachusetts, has been awarded a maximum $61,849,785 firm-fixed-price contract for provisioning, production, purchase, and delivery of electricity.  This contract was a competitive acquisition and 16 offers were received.  This is a 26-year base contract with no option periods.  Locations of performance are Massachusetts and California, with a Feb. 25, 2041, performance completion date.  Using military service is Army.  Type of appropriation is fiscal year 2016 Army operational and maintenance funds.  The contracting activity is the Defense Logistics Agency Energy, Fort Belvoir, Virginia (SP0600-15-D-8000).


NAVY

Northrop Grumman Corp. Electronic Systems, Linthicum Heights, Maryland, is being awarded a $113,276,299 modification under a previously awarded contract (M67854-07-C-2072) to exercise an option for procurement of two additional Ground/Air Task-Oriented Radar (G/ATOR) low-rate initial production (LRIP) systems.  Exercise of this option brings the total production of G/ATOR LRIP systems to six systems.  Work will be performed in Linthicum Heights, Maryland (55 percent); East Syracuse, New York (24 percent); Stafford Springs, Connecticut (5 percent); Wallingford Center, Connecticut (2 percent); San Diego, California (5 percent); Camarillo, California (1 percent); Big Lake, Minnesota (3 percent); Londonderry, New Hampshire (2 percent); High Point, North Carolina (2 percent); and Woodbridge, Illinois (1 percent), and is expected to be completed by October 2017.  Fiscal 2013 procurement (Marine Corps) funds in the amount of $1,396,263, fiscal 2014 procurement (Marine Corps) funds in the amount of $4,320,179, fiscal 2015 procurement (Marine Corps) funds in the amount of $80,992,517 and fiscal 2015 research, development, test and evaluation funds in the amount of $22,230,000 will be obligated at the time of award.  Contract funds in the amount of $1,396,263 will expire at the end of the current fiscal year.  This modification is awarded against a sole-source contract in accordance with 10 U.S.C. 2304(c)(1).   The Marine Corps Systems Command, Quantico, Virginia, is the contracting activity.

Delphinus Engineering Inc., Eddystone, Pennsylvania (N65540-15-D-0004); General Dynamics Information Technology Inc., Chesapeake, Virginia (N65540-15-D-0005); Q.E.D. Systems Inc., Virginia Beach, Virginia (N65540-15-D-0006); AMSEC LLC, Virginia Beach, Virginia (N65540-15-D-0007); BAE Systems Inc., Norfolk, Virginia (N65540-15-D-0008); Epsilon Systems Solutions Inc., Portsmouth, Virginia (N65540-15-D-0009); and L3 Unidyne Inc., Norfolk, Virginia (N65540-15-D-0010), are each being awarded multiple award indefinite-delivery/indefinite-quantity, cost-plus-fixed-fee contracts, with an estimated ceiling amount of $90,687,638 for Delphinus Engineering Inc.; $89,860,189 for General Dynamics Information Technology Inc.; $87,002,697 for Q.E.D. Systems Inc.; $83,037,863 for AMSEC LLC; $94,497,395 for BAE Systems Inc.; $94,646,444 for Epsilon Systems Solutions Inc.; and $96,342,264 for L3 Unidyne to provide engineering and technical services in support of the Navy Modernization Program which provides installation and technical services for hull, mechanical and electrical systems on U.S. Navy vessels and those of allied navies.  The mission of the Navy Modernization Program is to provide hull, mechanical and electrical services and deploying technologies which improve availability, increase reliability, ship mission readiness, and decrease maintenance and workload requirements for machinery systems and components.  This contract combines purchases for the U.S. Navy (95 percent) and the government of Poland (5 percent).  Foreign military sales to Greece, Australia and Taiwan, are also possible under future options.  Work will be performed in various fleet homeports and work is expected to be completed in March 2018.  No contract funds will be obligated at the time of award under the base contract. Contract funds will be awarded on a task order basis.  Contract funds will not expire at the end of the current fiscal year. This contract was competitively procured through the Navy Electronic Commerce Online and Federal Business Opportunities websites, with seven offers received.  The Naval Surface Warfare Center, Carderock Division, Ship System Engineering Station, Philadelphia, Pennsylvania, is the contracting activity.

Lockheed Martin, Baltimore, Maryland, is being awarded a $41,247,030 fixed-price incentive fee modification to previously awarded contract (N00024-11-C-2300) to provide procurement and engineering efforts to incorporate seven fiscal 2014 weight optimization changes and install SeaRAM in the place of the Rolling Airframe Missile (RAM) on LCS 17 as well as associated engineering support.   Lockheed Martin will provide labor and material support services for the procurement and engineering support, and Marinette Marine Corp. will conduct the design and production changes onboard the hulls.  Work will be performed in Marinette, Wisconsin, and is expected to be completed by December 2019.  Fiscal 2015 shipbuilding and conversion (Navy) funding in the amount of $18,847,827 will be obligated at time of award and will not expire at the end of the current fiscal year.  The Supervisor of Shipbuilding, Conversion, and Repair, Bath, Maine, is the contracting activity.

Lockheed Martin Corp., Baltimore, Maryland, is being awarded a $34,557,223 modification to previously awarded contract N00024-11-C-2300 to exercise options for class services efforts and special studies, analyses and reviews for the Littoral Combat Ship (LCS) program.  Lockheed Martin will provide engineering and design services as well as affordability efforts to reduce acquisition and lifecycle costs for the Freedom variant LCS.  Work will be performed in Hampton, Virginia (32 percent); Marinette, Wisconsin (27 percent); Moorestown, New Jersey (22 percent); and Washington, District of Columbia (19 percent), and is expected to be complete by March 2016.  Fiscal 2014 shipbuilding and conversion (Navy) funding in the amount of $8,000,000 will be obligated at time of award and will not expire at the end of the current fiscal year.  The Naval Sea Systems Command, Washington, District of Columbia, is the contracting activity.

United Technologies, Pratt & Whitney, Military Engines, East Hartford, Connecticut, is being awarded a $33,928,095 modification to a previously awarded cost-plus-incentive-fee contract (N00019-14-C-0026).  This modification provides for retrofit modifications to the production thrust recovery, lift systems, and controller systems for low rate initial production VII F135/600 and F135/100 propulsion systems.  Work will be performed in Oklahoma City, Oklahoma, and is expected to be completed in December 2016.  Fiscal 2013 aircraft procurement (Navy/Marine Corps and Air Force); fiscal 2014 aircraft procurement (Navy/Marine Corps); and international partner funds in the amount of $33,928,095 will be obligated at time of award, $19,920,721 of which will expire at the end of the current fiscal year.  This contract combines purchases for the U.S. Navy/Marine Corps ($30,269,708; 89.22 percent); the U.S. Air Force ($79,982; .24 percent); and the international partners ($3,578,405; 10.54 percent).  The Naval Air Systems Command, Patuxent River, Maryland, is the contracting activity.

Environet Inc.,* Honolulu, Hawaii (N62478-10-D-4019); FOPCO Inc.,* Kapolei, Hawaii (N62478-10-D-4020); Pioneer Contracting Co. Ltd,* Wahiawa, Hawaii (N62478-10-D-4021); Raass Brothers Inc.,* Provo, Utah (N62478-10-D-4022); San Juan Construction Inc.,* Montrose, Colorado (N62478-10-D-4023); and TOMCO Corp.,* Honolulu, Hawaii (N62478-10-D-4024) were awarded a $12,500,000 firm-fixed-price contract modification on a previously awarded multiple award contract on March 6, for construction projects located within the Naval Facilities Engineering Command Hawaii area of responsibility.  The work to be performed provides for but is not limited to labor, supervision, tools, materials and equipment necessary to perform new construction, repair, alteration and related demolition of existing infrastructure based on design-build or design-bid-build (full plans and specifications) for infrastructure within the state of Hawaii.  Work will be performed in Oahu, Hawaii, and is expected to be completed by September 2015.  No funds will be obligated at time of award; funds will be obligated on individual task orders as they are issued.  The Naval Facilities Engineering Command, Hawaii, Pearl Harbor, Hawaii, is the contracting activity.

Dawson-Hawaiian Builders I,* Honolulu, Hawaii, is being awarded an $11,834,000 firm-fixed-price contract for the design and construction of an armory addition and renovation at Marine Corps Base Hawaii.  The work to be performed provides for design and renovation of the existing building and the existing covered unenclosed weapons cleaning area and constructs additions located at each end of the existing building, and new unenclosed covered weapons cleaning areas.  The project will demolish the existing gear wash facility.  The contract also contains one unexercised option, which if exercised would increase cumulative contract value to $13,019,000.  Work will be performed in Kaneohe Bay, Hawaii, and is expected to be completed by August 2017.  Fiscal 2015 military construction (Navy) contract funds in the amount of $11,834,000 are being obligated on this award and will not expire at the end of the current fiscal year.  This contract was competitively procured via the Federal Business Opportunities website, with eight proposals received.  The Naval Facilities Engineering Command, Pacific, Joint Base Pearl Harbor-Hickam, Hawaii, is the contracting activity (N62742-15-C-1316).

Austal USA LLC, Mobile, Alabama, is being awarded a $6,502,918 modification to previously awarded contract (N00024-11-C-2301) to exercise an option for special studies, analyses and review efforts for the Littoral Combat Ship (LCS) program.  Austal will provide engineering and design services to reduce acquisition and lifecycle costs for the Independence variant LCS.  Work will be performed in Mobile, Alabama (72 percent), and Pittsfield, Massachusetts (28 percent), and is expected to be complete by March 2016.  Fiscal 2014 shipbuilding and conversion (Navy) funding in the amount of $2,000,000 will be obligated at time of award and will not expire at the end of the current fiscal year. The Naval Sea Systems Command, Washington, District of Columbia, is the contracting activity.


AIR FORCE

Exelis Inc., Colorado Springs, Colorado, has been awarded a $21,958,021 modification (P00583) to previously awarded contract F19628-02-C-0010 for Ground-based Electro-optical Deep Space Surveillance (GEODSS) Service Life Extension Project (SLEP) Phase II. Contractor will provide system service and upgrade for the GEODSS weapons systems. Work will be performed at Socorro, New Mexico; Diego Garcia; and Maui, Hawaii, and is expected to be complete by Feb. 13, 2018. Fiscal year 2013 research, development, test and evaluation funds in the amount of $6,233,194 are being obligated at the time of award. Space and Missile Center, Peterson Air Force Base, Colorado, is the contracting activity.

Harris Information Technology Services Inc., Herndon, Virginia, has been awarded a $13,281,361 modification (P00152) to exercise the option on previously awarded contract FA2550-08-C-8011. Contractor will provide three months of operations, maintenance and logistics support of the Air Force Satellite Control Network antenna sites world-wide, as well as various communications, operations, software and related support services. Work will be performed at Schriever Air Force Base, Colorado; Colorado Springs, Colorado; Vandenberg Air Force Base, California; Diego Garcia; Andersen AFB, Guam; Oahu, Hawaii; New Boston Air Force Station, New Hampshire; Cape Canaveral AFS, Florida; and Thule Air Base, Greenland. Work is expected to be complete by June 30, 2015. Fiscal year 2015 operations and maintenance funds in the amount of $12,146,998 are being obligated at the time of award. The 50th Contracting Squadron, Schriever Air Force Base, Colorado, is the contracting activity.
