Contracts For March 10, 2016

CONTRACTS

 

ARMY

 

Logistics Management Institute, McLean, Virginia, was awarded a $51,625,305 time and materials bridge contract for program management office support.  One bid was solicited with one received. Work will be performed in McLean, Virginia, with an estimated completion date of Dec. 11, 2016.  Fiscal 2016 research, development, testing and evaluation; operations and maintenance (Army); other procurement (Army); and other procurement funds in the amount of $47,942,620 were obligated at the time of the award.  Army Contracting Command, Rock Island Arsenal, Illinois, is the contracting activity (W52P1J-16-F-0013).

 

Sikorsky Aircraft Corp., Stratford, Connecticut, was awarded a $42,281,000 modification (P00331) to contract W58RGZ-12-C-0008 to add fiscal 2017 advance procurement funding to the Blackhawk multi-year contract for the planned procurement of 21 Army UH-60M and 15 HH-60M aircraft.  Work will be performed in Stratford, Connecticut, with an estimated completion date of June 30, 2018.  Fiscal 2016 other procurement funds in the amount of $42,281,000 were obligated at the time of the award.  Army Contracting Command, Redstone Arsenal, Alabama, is the contracting activity.

 

DRS Systems Inc., Melbourne, Florida, was awarded a $41,500,000 firm-fixed-price, indefinite-delivery/indefinite-quantity contract for thermal receiver units, A-Kit spares, B-Kit spares, repairs/refurbishment, engineering and technical services.  One bid was solicited with one received, with an estimated completion date of March 10, 2018.  Funding and work location will be determined with each order.  Army Contracting Command, Alexandria, Virginia, is the contracting activity (W909MY-16-D-0006).

 

Raytheon Co., Ft. Wayne, Indiana, was awarded a $13,846,183 firm-fixed-price, foreign military sales contract (Jordan) with options for materials and services for the Jordan Armed Forces Automated Command and Control (J4ISR-C2) Tactical System (JCTS) project. Options exercised at award.  Bids were solicited via the Internet with five received. Work will be performed in Jordan with an estimated completion date of Sept. 10, 2016.  Funds in the amount of $13,846,183 were obligated at the time of the award.  Army Contracting Command, Aberdeen, Maryland, is the contracting activity (W91CRB-16-C-5013).

 

Trumbull Corp./Brayman Construction Corp. JV, Pittsburgh, Pennsylvania, was awarded a $7,650,000 modification (P00049) to contract W911WN-04-C-0003 for shaft repairs.  Work will be performed in Monesson, Pennsylvania, with an estimated completion date of April 13, 2017.  Fiscal 2016 other procurement funds in the amount of $7,650,000 were obligated at the time of the award.  Army Corps of Engineers, Pittsburgh, Pennsylvania, is the contracting activity.

 

 

AIR FORCE

 

Marsh Development Inc.,* Huachuca City, Arizona (FA4877-16-D-A001);  Pacificspan/E JV LLC,* Avondale, Arizona (FA4877-16-D-A002); Gideon USA Arizona LLC,* Sierra Vista, Arizona (FA4877-16-D-A003); and BGI-GCON JV LLC,* Chandler, Arizona (FA4877-16-D-A004) have been awarded a combined, not-to-exceed $45,000,000, multiple award, indefinite-delivery/indefinite-quantity contract for construction services. Contractors will provide services, equipment, material and minor construction services to execute a broad range of maintenance, repair and minor construction design, or design and build projects on real property. Work will be performed at Davis-Monthan Air Force Base, Arizona, and is expected to be complete by March 9, 2021. This award is the result of a competitive acquisition with 10 offers received. Fiscal 2016 operation and maintenance funds in the amount of $2,000 for each offeror are being obligated at the time of award to satisfy the minimum guarantee. The 355th Contracting Squadron, Davis-Monthan Air Force Base, Arizona, is the contracting activity.

 

Lockheed Martin Corp., Mission Systems and Training, Orlando, Florida, has been awarded a $16,948,420 modification (P00073) to previously awarded contract FA8621-11-C-6288. Contractor will relocate the existing Marine Corps KC-130J Weapon System Trainer #3, currently located at Marine Corps Air Station (MCAS) Futenma, Okinawa, to MCAS Iwakuni, Japan. Lockheed Martin will transfer the device to MCAS Iwakuni, at which time they will setup, install, and inspect the device with the current configuration minus motion. Work will be performed at MCAS Futenma, Okinawa, Japan; and MCAS Iwakuni, Japan, and is expected to be complete by Feb. 28, 2018. Fiscal 2016 Navy aircraft procurement funds in the amount of $16,948,420 are being obligated at the time of award. Air Force Life Cycle Management Center, Wright-Patterson Air Force Base, Ohio, is the contracting activity.

 

UPDATE: Leidos Inc. Health, Energy and Civil Solutions Services, Reston, Virginia, has been added as an awardee under solicitation FA8903-15-R-0049 to provide architect-engineering 2013 (A-E13) environmental services. Contractor will provide AE-13 services including support operations and maintenance, environmental restoration account, environmental compliance, Base Realignment and Closure, and Military Family Housing programs worldwide.  Each of the contractors awarded a contract under this solicitation will compete for task orders under the ceiling $500,000,000 indefinite-delivery/indefinite-quantity contract. Work will be performed at government locations worldwide, and is expected to be complete by March 9, 2023. This award is the result of a competition acquisition with 12 offers received. Fiscal 2016 operation and maintenance funds in the amount of $3,000 are being obligated at the time of award. Air Force Installation Contracting Agency, Joint Base San Antonio-Lackland, Texas, is the contracting activity (FA8903-16-D-0036).

 

NAVY

 

Watermark Environmental Inc.,* Lowell, Massachusetts, is being awarded a $13,216,283 firm-fixed-price contract for the design and construction of an indoor dynamic range at Joint Expeditionary Base Little Creek-Fort Story.  The indoor dynamic range is a multi-purpose firing range providing multiple one story shooting areas and a multi-level close quarter combat area.  Additionally, support spaces will include range control, administrative, mission planning, ready service lockers and temporary weapons storage and preparation.  Work will be performed in Virginia Beach, Virginia, and is expected to be completed by March 2018.  Fiscal 2015 military construction (defense-wide) contract funds in the amount of $13,216,283 are obligated on this award; of which $1,891,307 will expire at the end of the current fiscal year.  This contract was competitively procured via the Navy Electronic Commerce Online website, with 16 proposals received.  The Naval Facilities Engineering Command, Mid-Atlantic, Norfolk, Virginia, is the contracting activity (N40085-16-C-6145).
