Contracts For April 26, 2016

CONTRACTS

 

NAVY

 

Herdt Consulting, Chelsea, Alabama (N00189-16-D-0025); PSI Pax, California, Maryland (N00189-16-D-0026); and SAIC, McLean, Virginia (N00189-16-D-0027) are being awarded an estimated $147,178,362 multiple award indefinite-delivery/indefinite-quantity, cost-plus-fixed-fee, firm-fixed-price task orders contract to obtain process improvement, reengineering, management and data support services, to include Navy Enterprise Resource Planning sustainment on behalf of Naval Supply Systems Command (NAVSUP) Business Systems Center (BSC).  NAVSUP BSC requires process management and data services to support current and future Navy requirements in the areas of data governance and analysis, business process re-engineering and management, and business system engineering and integration.  Each contract includes a 10-month base period, four 12-month option periods, and the option at Federal Acquisition Regulation 52.217-8 - option to extend services.  If all options are exercised, the contract value will reached a ceiling value of $809,480,995.  Work will be performed in Mechanicsburg, Pennsylvania (81 percent) and Washington, District of Columbia (19 percent).  Work is expected to be completed by March 2017; if all options are exercised, work will be completed by July 2021.  Fiscal 2016 operation and maintenance (Navy) funds in the amount of $10,000 will be obligated on each of the three contracts to fund the contract's minimum amount and funds will expire at the end of the current fiscal year.  This contract was competitively procured with the solicitation posted to the Federal Business Opportunities website, with 15 offers received.  Naval Supply Systems Command Fleet Logistics Center Norfolk, Contracting Department Norfolk, Virginia, is the contracting activity.

 

BAE Systems Technology Solutions & Services, Incorporated, Rockville, Maryland, is being awarded a $51,875,784 cost-plus-fixed-fee, indefinite-delivery-indefinite-quantity contract to provide engineering products and up to 706,560 hours of technical services in support of the Naval Air Warfare Center Aircraft Division’s Air Traffic Control and Landing Systems (ATC&LS) Division (AIR-4.11.7) for the design, development and test and evaluation of ATC&LS products.  Work will be performed in St. Inigoes, Maryland (98 percent) and various ship/shore locations inside and outside the United States (2 percent), and is expected to be completed in April 2021.  This contract was competitively procured via an electronic request for proposals; one offer was received.  No funds will be obligated at time of award; funds will be obligated on individual orders as they are issued.  The Naval Air Warfare Center Aircraft Division, Patuxent River, Maryland, is the contracting activity (N00421-16-D-0010).

 

Raytheon Co., Portsmouth, Rhode Island, is being awarded a $20,406,692 modification to previously awarded contract (N00024-14-C-6302) to exercise options for the procurement of four AN/AQS-20A sonar, mine detecting sets. Work will be performed in Portsmouth, Rhode Island, and is expected to be completed by July 2018. Fiscal 2016 other procurement (Navy) funding in the amount of $20,406,692 will be obligated at time of award and will not expire at the end of the current fiscal year.  The Naval Sea Systems Command, Washington, District of Columbia, is the contracting activity.

 

CDI M&T Co., Manchester, New Jersey, is being awarded a $9,067,883 indefinite-delivery/ indefinite-quantity contract for integrated logistics support services for the life cycle of all Aircraft Launch and Recovery Equipment (ALRE) systems and subsystems in support of Naval Air Systems Command ALRE.  Work will be performed in Lakehurst, New Jersey, and is expected to be completed in April 2021.  Fiscal 2012 shipbuilding and conversion  (Navy); fiscal 2015 and 2016 other procurement (Navy); fiscal 2016 research, development, test, and evaluation (Navy); and 2016 operations and maintenance (Navy) funds in the amount of $599,475 will be obligated at time of award, $382,841 of which will expire at the end of the current fiscal year.  This contract was competitively procured via an electronic request for proposals, with one offer received for this effort.  The Naval Air Warfare Center Aircraft Division, Lakehurst, New Jersey, is the contracting activity (N68335-16-D-0021).

 

ARMY

 

Northrup Grumman Technical Services, Sierra Vista, Arizona was awarded an $83,417,599 modification (P00047) to contract W58RGZ-13-C-0010 for logistics support for the Hunter Unmanned Aircraft System.  Work will be performed in Sierra Vista, Arizona and in Afghanistan with an estimated completion date of Oct. 30, 2016.  Fiscal 2016 operations and maintenance (Army) funds in the amount of $83,417,599 were obligated at the time of the award.  Army Contracting Command, Redstone Arsenal, Alabama is the contracting activity.

 

AIR FORCE

 

LinQuest Corp., Los Angeles, California, has been awarded a $67,776,992 task order under the General Services Administration One Acquisition Solution for Integrated Services Small Business (Pool 5B) indefinite-delivery/ indefinite-quantity contract. The contractor will provide Space and Missile Systems Center Remote Sensing Systems Directorate technical services ranging from planning and policy implementation to security support and development, launch, and post-launch support Test and Evaluation. Work will be performed at Los Angeles Air Force Base, California; Sunnyvale, California; Peterson AFB, Colorado; Buckley AFB, Colorado; and Boulder, Colorado, and is expected to be complete by Nov. 22, 2021. This award is the result of a competitive task order acquisition with three offers received. Fiscal 2016 space procurement funds in the amount of $13,972,560 are being obligated at the time of award. The Space and Missile Systems Center, Los Angeles Air Force Base, California, is the contracting activity. (FA8810-16-F-0003)

 

Universal Technology Corps., Dayton, Ohio, has been awarded a $17,457,232 cost plus fixed-fee indefinite-delivery/indefinite-quantity contract for research, development and technology transition to advance the technology readiness level on advanced hybrid structural materials and processes. Work will be performed at Wright-Patterson Air Force Base, Ohio, and is expected to be complete by Jul. 26, 2023. This award is the result of a competitive acquisition and 3 offers were received. Fiscal 2016 Research and Development funds in the amount of $50,000 are being obligated at the time of award. Air Force Research Laboratory, Wright-Patterson Air Force Base, Ohio, is the contracting activity. (FA8650-16-D-5244)

 

Vectrus Systems Corp, Maxwell Air Force Base, Alabama, has been awarded a $10,506,221 modification (P00025) to exercise an option to previously awarded contract FA3002-15-C-0008 for base operations support. Work will be performed at Maxwell AFB-Gunter Annex, Alabama, and is expected to be complete by Aug. 14, 2016. Fiscal 2016 operation and maintenance funds in the amount of $10,506,221 are being obligated at the time of award.  The 42nd Contracting Squadron, Maxwell AFB, Alabama is the contracting activity.

  

DEFENSE COMMISSARY AGENCY

 

Tyson Fresh Meats, Inc., is being awarded a $59,530,860 indefinite delivery, requirements type contract to provide fresh beef and frozen coarse ground beef products for resale to the Central Meat Processing Plant (CMPP) at Ramstein Air Force Base, Germany.  The contractor will deliver fresh beef and frozen coarse ground beef products to CMPP as needed.  Work will be performed in Hillsdale, Illinois.  The contract is for a 2-year base period beginning July 1, 2016, through June 30, 2018Three 1-year option periods are available.  If all three option periods are exercised, the contract will be completed June 30, 2021.   Contract funds will not expire at the end of the current fiscal year.  Seven firms were solicited and two offers were received.  The contracting activity is the Defense Commissary Agency, Resale Contracting Division, Resale Commodities Branch, Fort Lee, Virginia (HDEC02-16-D-0001).

 

DEFENSE LOGISTICS AGENCY

 

Thales Defense and Security, Inc., Clarksburg, Maryland, has been awarded a maximum $7,064,742 firm-fixed-price contract for sonar domes. This was a sole source acquisition using justification 10 U.S. C. 2304(c)(1). This is a 27-month contract with no option periods. Location of performance is Maryland, with a July 31, 2018, performance completion date. Using military service is Navy. Type of appropriation is fiscal 2016 Navy working capital funds. The contracting activity is the Defense Logistics Agency Aviation, Philadelphia, Pennsylvania (SPRPA1-16-C-Y017).
