CONTRACTS

 

NAVY

 

Lockheed Martin Mission Systems & Sensors, Moorestown, New Jersey, is being awarded a $357,018,057 cost-plus-fixed-fee contract for Advanced Electronic Guidance and Instrumentation System (AEGIS) in-service combat systems engineering; computer program maintenance: annual inspection and regular overhaul execution support: in-country support: staging: replacement of legacy cathode ray tube character readout devices for Japan: logistics depot support for Norway unique line replaceable units: and AEGIS implementation studies for future Foreign Military Sales (FMS) AEGIS shipbuilding programs to fulfill AEGIS lifetime support requirements of the Japan Maritime Self Defense Force, Republic of Korea Navy, Spanish Armada, Royal Australian Navy, and Royal Norwegian Navy.  This contract includes options which, if exercised, would bring the cumulative value of this contract to $421,031,155.  This contract combines purchases for the governments of Japan (49.6 percent); Korea (27.9 percent); Norway (16.4 percent); Australia (5.1 percent); and Spain (1 percent), under the FMS program.  Work will be performed in Moorestown, New Jersey (84.00 percent); Adelaide, Australia (5.20 percent); Changwon, South Korea (3.28 percent); Tokyo, Japan (1.26 percent); Busan, South Korea (1.07 percent); Washington, District of Columbia (1.14 percent); Nagasaki, Japan (0.96  percent); Bergen, Norway (0.90 percent); Maizuru, Japan (0.87 percent); Yokosuka, Japan (0.69 percent); Yokohama, Japan (0.48 percent); Port Hueneme, California (0.08 percent); and Sydney, Australia (0.07 percent), and is expected to be completed by November 2019.  FMS funding in the amount of $86,154,657 will be obligated at time of award and will not expire at the end of the current fiscal year.  This contract was not competitively procured in accordance with 10 U.S. Code 2304(c)(1) and 10 U.S. Code 2304 (c)(4) - only one responsible source and no other supplies or services will satisfy agency requirements and international agreement, respectively.  The Naval Sea Systems Command, Washington, District of Columbia, is the contracting activity (N00024-16-C-5103).

 

DZSP 21 LLC, Marlton, New Jersey, is being awarded a $43,879,074 cost-plus-fixed-fee contract for base operations support services at Joint Region Marianas, Guam.  The maximum dollar value including the base period and six-month option is $85,898,151.  The work to be performed provides for facility support and base operating support for the following services:  management and administration, port operations, ordnance, material management, facility management, facility investment, electrical, wastewater, steam, water, base support vehicles and equipment, and environmental.  Work will be performed in various locations on the island of Guam, and is expected to be completed by June 2017.  Fiscal 2016 and 2017 working capital funds (WCF) (Navy); fiscal 2016 and 2017 operations and maintenance (O&M) (Navy); fiscal 2016 family housing O&M (Navy); fiscal 2016 O&M (Air Force); fiscal 2016 and 2017 transportation WCF (Air National Guard); fiscal 2016 O&M (Army National Guard); fiscal 2016 health program funds (Defense); fiscal 2016 WCF (Defense); and fiscal 2016 commissary agency (Defense) funds in the amount of $43,879,074 are being obligated on this award, of which $40,817,943 will expire at the end of the current fiscal year, and $3,061,131 is subject to the availability of funds for the next fiscal year.  This contract was issued under the authority of 10 U.S. Code 2304(c)(1) and Federal Acquisition Regulation 6.302-1 – only one responsible source and no other supplies or services will satisfy agency requirements.  The Naval Facilities Engineering Command, Pacific, Pearl Harbor, Hawaii, is the contracting activity (N62742-16-C-1130). 

 

Exelis Inc., Herndon, Virginia, is being awarded $25,089,863 for cost-plus-fixed-fee task order 0031 to previously awarded, indefinite-delivery/indefinite-quantity contract N00173-12-D-2023 to provide technical and engineering support toward the design, development, integration, test and operation of command and control, electronic warfare, communication and sensing systems.  The contractor will be part of a team to provide tailored technical collection target planning and innovative technical collection plans.  The planning and modeling shall leverage existing technical assessments and signatures.  Work will be performed in Washington, District of Columbia, and work for the task order is expected to be completed June 23, 2017. Fiscal 2016 operations and maintenance (Army, Air Force, Department of Defense) funds in the amount of $25,089,863 are being obligated at the time of award.  Funds in the amount of $1,852,000 will expire at the end of the current fiscal year.  The contract was competitively procured under a request for proposal (N00173-10-R-JR12) with two offers received.  The Naval Research Laboratory, Washington, District of Columbia, is the contracting activity.

 

Wolf Creek Federal Services Inc.,* Tamuning, Guam, is being awarded a $16,361,434 firm-fixed-price modification under a previously awarded, indefinite-delivery/indefinite-quantity contract (N40192-15-D-9010) to exercise options two, three, and four for demolition services at various facilities and miscellaneous structures in Guam.  The work to be performed provides for all labor, safety controls, transportation, materials, equipment, and supervision necessary to perform demolition services to housing, facilities, and miscellaneous structures at various military installations in Guam.  The total contract amount after exercise of these options will be $27,234,171.  No task orders are being issued at this time.  Work will be performed in Guam, and is expected to be completed by May 2017.  No funds will be obligated at time of award; funds will be obligated on individual task orders as they are issued.  Task orders will be primarily funded by fiscal 2016 operations and maintenance (Navy).  The Naval Facilities Engineering Command Marianas, Guam, is the contracting activity.

 

DEFENSE INFORMATION SYSTEMS AGENCY

 

IBM Corp., Bethesda, Maryland, was awarded a competitive single award indefinite-delivery/indefinite-quantity, firm-fixed priced contract for Commissary Advanced Resale Transaction System (CARTS) replacement/modernization point of sale hardware procurement.  The contract ceiling is $319,600,000 and the minimum guarantee is $1,000,000.  Performance will be at Defense Commissary Agency (DeCA) locations worldwide.  The total value of delivery order 0001 is $6,688.533 funded by fiscal 2016 DeCA surcharge funds for a period of July 1, 2016 – Sept. 30, 2016.  A new order will be issued effective Oct. 1, 2016, using fiscal 2017 DeCA surcharge funds for the remainder of base year one.  Proposals were solicited via FedBizOpps, and one proposal was received.  The period of performance consists of a five-year base period with five one-year option periods for a total contract life cycle of 10 years.  The period of performance for the base period is July 1, 2016 - June 30, 2021, and each option year, if exercised, follows consecutively through June 30, 2026.  The Defense Information Technology Contracting Organization, Scott Air Force Base, Illinois, is the contracting activity (HC1028-16-D-0007).

 

ARMY

 

Airbus Defense & Space Inc., Herndon, Virginia, was awarded a $73,082,640 modification (P01000) to contract W58RGZ-06-C-0194 to add a six-month period of performance with four one-month option periods to procure Program Year 11 contractor logistic support for the Army's UH-72 Lakota aircraft fleet.  Work will be performed in Herndon, Virginia, with an estimated completion date of April 30, 2017.  Fiscal 2016 operations and maintenance (Army) funds in the amount of $73,082,640 were obligated at the time of the award.  Army Contracting Command, Redstone Arsenal, Alabama, is the contracting activity.

 

AM General, South Bend, Indiana, was awarded a $66,406,483 modification (P00018) to foreign military sales (Iraq) contract W56HZV-15-C-0155 for 356 High Mobility Multipurpose Wheeled Vehicles.  Work will be performed in Mishawaka, Indiana, with an estimated completion date of Aug. 31, 2016.  Fiscal 2015 other procurement funds in the amount of $66,406,483 were obligated at the time of the award.  Army Contracting Command, Warren, Michigan, is the contracting activity.

 

Eagle Industries, Virginia Beach, Virginia, was awarded a $49,049,500 modification (0001) to contract W91CRB-16-D-0019 for Ballistic Combat Shirts for the Soldier Protection System Torso and Extremity Protection, with an estimated completion date of June 24, 2019.  Funding and work location will be determined with each order.  Army Contracting Command, Aberdeen, Maryland, is the contracting activity.

 

General Electric, Cincinnati, Ohio, was awarded a $46,302,266 modification (PZ0003) to contract W58RGZ-16-D-0011 for T-700 engine field service support with an estimated completion date of Dec. 31, 2020.  Funding and work location will be determined with each order.  Army Contracting Command, Redstone Arsenal, Alabama, is the contracting activity.

 

IBM Corp., Reston, Virginia, was awarded a $13,472,479 modification (BA0138) to contract W91QUZ-06-D-0010 to continue information technology services and support for Program Executive Office Enterprise Information System Product Lead-Acquisition, Logistics and Technology Enterprise Systems and Services. Work will be performed in Reston, Virginia, with an estimated completion date of Oct. 28, 2016.  Fiscal 2016 operations and maintenance (Army) funds in the amount of $13,472,479 were obligated at the time of the award.  Army Contracting Command, Picatinny Arsenal, New Jersey, is the contracting activity.

 

Medvolt LLC,* Colorado Springs, Colorado, was awarded a $9,065,868 firm-fixed-price contract with options for a language training facility for Special Operations, Ft. Carson, Colorado, with an estimated completion date of March 1, 2017.  Bids were solicited via the Internet with 12 received.  Fiscal 2012 and 2016 military construction funds in the amount of $ 9,065,868 were obligated at the time of the award.  Army Corps of Engineers, Omaha, Nebraska, is the contracting activity (W9128F-16-C-0033).

 

AIR FORCE

 

General Electric Engine Services Inc., Cincinnati, Ohio, has been awarded an estimated $59,812,570 firm-fixed-price contract for remanufacture of 18 F108 engines. Work will be performed at Arkansas City, Kansas, and is expected to be complete by June 30, 2017. This award is the result of a sole-source acquisition. Fiscal 2016 operations and maintenance funds in the amount of $9,968,762 are being obligated at the time of award. Air Force Life Cycle Management Center, Tinker Air Force Base, Oklahoma, is the contracting activity (FA8124-16-C-0005).

 

Raytheon Co. Raytheon Missile Systems, Tucson, Arizona, has been awarded a $23,000,000 modification (P00004) to previously awarded contract FA8672-11-D-0107 to increase the existing contract's maximum ceiling value. Contractor will continue to provide life cycle support efforts, such as ancillary engineering and technical, test, production and logistical support for the Small Diameter Bomb II weapon system. Work will be performed at Tucson, Arizona, and is expected to be complete by July 28, 2018. No funds are being obligated at the time of award. Air Force Life Cycle Management Center, Eglin Air Force Base, Florida, is the contracting activity.

 

Sierra Nevada Corp., Sparks, Nevada, has been awarded a $9,236,172 indefinite-delivery/ indefinite-quantity contract to support Tactical Systems Emulator (TSE) software, TSE System Integration Laboratory, TSE Continental United States Classroom Systems, and the sustainment of these systems. Work will be performed at Beale Air Force Base (AFB), California; Ft. Bragg, North Carolina; Hurlburt AFB, Florida; and Cannon AFB, New Mexico, and is expected to be complete by June 30, 2018. This award is the result of a sole-source acquisition. No funds are being obligated at the time of award. Air Force Intelligence, Surveillance, and Reconnaissance Agency, Joint Base San Antonio - Lackland, Texas, is the contracting activity (FA7037-16-D-0007).

 

SRA International Inc., a CSRA Co., Chantilly, Virginia, has been awarded a $7,525,000 indefinite-delivery/ indefinite-quantity contract for research in trust in autonomy for human-machine teaming. Contractor will provide basic, applied, and advanced technology development research, development, and demonstration for understanding the trust calibration process. Work will be performed predominantly at Wright-Patterson Air Force Base, Ohio, and is expected to be complete by March 24, 2023. This award is the result of a competitive acquisition with five offers received. Fiscal 2016 research, development, test and evaluation funds in the amount of $480,985 are being obligated at the time of award. Air Force Research Laboratory, Wright-Patterson AFB, Ohio, is the contracting activity (FA8650-16-D-6616).

 

U.S. SPECIAL OPERATIONS COMMAND

 

Insitu Inc., Bingen, Washington, has been awarded a one-year indefinite-delivery/indefinite-quantity contract (H92222-16-D-0031) for Mid-Endurance Unmanned Aircraft Systems (MEUAS 1.5-B) intelligence, surveillance, and reconnaissance services.  The services will be provided worldwide, as specified in individual task orders.  The period of performance is 12-months (six-month base period with two three-month options).  This is a sole-source requirement and was issued under the authority 10 U.S. Code 2304(c) (1), only one responsible source and no other supplies or services will satisfy agency requirements, as implemented by Federal Acquisition Regulation (FAR) 6.302-1.  Justification and approval (J&A) number 16-842 was signed on March 16, 2016. Fiscal 2016 operations and maintenance funds in the amount of $40,695,315 are being obligated at time of award. This undefinitize action is necessary to prevent interruption of ongoing services at multiple locations worldwide until a follow-on contract can be competitively awarded.  This award action includes both firm-fixed-price and cost reimbursable line items.  The redacted J&A will be posted to Federal Business Opportunities in accordance with FAR 6.305. Special Operations Command, Tampa, Florida, is the contracting activity.

 

DEFENSE LOGISTICS AGENCY

 

American Apparel Inc., Selma, Alabama, has been awarded a maximum $16,719,102 modification (P00139) exercising the fourth one-year option period of a one-year base contract (SPM1C1-12-D-1039) with four one-year option periods for various types of uniform trousers. This is a firm-fixed-price, indefinite-quantity contract. Locations of performance are Alabama and Mississippi, with a June 27, 2017, performance completion date. Using military services are Army, Navy and Marine Corps. Type of appropriation is fiscal 2016 through fiscal 2017 defense working capital funds. The contracting activity is the Defense Logistics Agency Troop Support, Philadelphia, Pennsylvania.

Columbia Helicopters Inc., Aurora, Oregon, has been awarded task order HTC711-11-D-R021/0004 for $24,983,704.  This task order award will provide two rotary wing aircraft to move cargo and passengers throughout Afghanistan.  Work will be performed in Afghanistan, with an expected completion date of March 31, 2017.  Fiscal 2016 operations and maintenance funds in the amount of $24,983,704 are being obligated at time of award.  U.S. Transportation Command, Directorate of Acquisition, Scott Air Force Base, Illinois, is the contracting activity.
