CONTRACTS

 

MISSILE DEFENSE AGENCY

 

Raytheon Co., Integrated Defense Systems, Woburn, Massachusetts, is being awarded a sole-source modification 30 under indefinite-delivery/indefinite-quantity contract (HQ0147-12-D-0005).  The value of this contract modification is $132,455,000, which increases the total ceiling value from $910,460,000 to $1,042,915,000.  Under this contract modification, the contractor will continue software maintenance, models and simulations, engineering support and Ballistic Missile Defense System test planning, execution and analysis for X-Band radars.  This modification will also include software development.  No task orders are being issued at this time.  The work will be performed in Woburn, Massachusetts.  The ordering period is from the date of award through Oct. 31, 2017.  Research, development, test and evaluation funds will be used on this contract.  The Missile Defense Agency, Huntsville, Alabama, is the contracting activity.

 

NAVY

 

Bell Boeing Joint Program Office, California, Maryland, is being awarded $80,250,156 for modification of delivery order 0006 under a previously awarded contract (N00019-09-D-0008) for repair of various parts on the V-22 aircraft.  This is the final year of performance on a five-year, no option performance based logistics contract.  Work will be performed in Fort Worth, Texas (80 percent); and Ridley Park, Pennsylvania (20 percent).  Work is expected to be completed by Dec. 31, 2017.  Fiscal 2016 working capital funds (Navy) in the amount of $80,250,156 will be obligated at the time of award and will not expire at the end the current fiscal year.  One company was solicited for this non-competitive requirement in accordance with 10 U.S. Code 2304(c)(1) and one offer was received.  Naval Supply Systems Command Weapons Systems Support, Philadelphia, Pennsylvania, is the contracting activity.

 

Northrop Grumman Systems Corp., Bethpage, New York, is being awarded a $19,004,290 modification to previously awarded contract N00024-15-C-6311, to provide integration services for mission packages that will deploy from and integrate with the Littoral Combat Ship.  This is in support of the Littoral Combat Ships Mission Modules Program Office, Program Executive Office Littoral Combat Ships.  Work will be performed in Bethpage, New York (43 percent); Oxnard, California (18 percent); San Diego, California (14 percent); Washington, District of Columbia (7 percent); Dahlgren, Virginia (6 percent); Panama City, Florida (5 percent); various places below one percent (totaling 5 percent); and outside the continental U. S. (2 percent), and work is expected to be completed by January 2017.   Fiscal 2016 research, development, test and evaluation; fiscal 2015 other procurement (Navy); fiscal 2016 operations and maintenance (Navy); and fiscal 2016 shipbuilding and conversion (Navy) funding in the amount of $8,770,824 will be obligated at time of award and funds in the amount of $4,200,000 will expire at the end of the current fiscal year.  The Naval Sea Systems Command, Washington, District of Columbia, is the contracting activity.

 

Q.E.D. Systems Inc.,* Virginia Beach, Virginia, is being awarded a $9,795,103 cost-plus-fixed-fee, indefinite-delivery/indefinite-quantity contract for non-nuclear production trade touch labor services to support upcoming availabilities onboard Virginia and Los Angeles class submarines. The trades include non-nuclear welders, pipefitters, firewatchers, outside machinists, shipwrights, shipfitters, painters, electricians and weight handlers.  This contract includes options which, if exercised, would bring the cumulative value of this contract to $30,106,259.  Work will be performed in Kittery, Maine, and is expected to be completed by July 2017.   No funds will be obligated at the time of award.  This contract was competitively procured via the Federal Business Opportunities website, with three offers received.  The Portsmouth Naval Shipyard, Kittery, Maine, is the contracting activity (N39040-16-D-0001).

 

Bethel-Webcor JV-1,* Anchorage, Alaska, is being awarded $7,970,000 for firm-fixed-price task order 0007 under a previously awarded, multiple award, construction contract (N62478-14-D-4001) for repair and renovation of Building 1456 at Pearl Harbor Naval Shipyard and Intermediate Maintenance Facility at Joint Base Pearl Harbor - Hickam.  The work to be performed provides for replacement of the roofing material system; repair of the mezzanine men's restroom and a first floor women’s restroom to meet accessibility requirements; replacement of roll-up doors, non-functioning high-bay window operating devices, fire alarm system, mezzanine's air conditioning system, suspended acoustical ceiling, suspended drywall ceiling, transformer and associated electrical support, fire sprinkler system; removal of abandoned ducts, pipes, and acid mist fume collector at the steam clean room; and replacement and relocation of an above ground waste tank.  Work will be performed in Honolulu, Hawaii, and is expected to be completed by May 2018.  Fiscal 2016 operations and maintenance (Navy) contract funds in the amount of $7,970,000 are obligated on this award and will expire at the end of the current fiscal year.  Four proposals were received for this task order.  The Naval Facilities Engineering Command, Hawaii, Joint Base Pearl Harbor-Hickam, Hawaii, is the contracting activity.

 

AIR FORCE

 

Datum Software Inc., Johns Creek, Georgia (FA8771-12-D-1001); Digital Management Inc., Bethesda, Maryland (FA8771-12-D-1002); Diligent Consulting Inc., San Antonio, Texas (FA8771-12-D-1003); Diversified Technical Services Inc., San Antonio, Texas (FA8771-12-D-1004); DSD Laboratories Inc., Sudbury, Massachusetts (FA8771-12-D-1005); Excellus Solutions LLC, McLean, Virginia (FA8771-12-D-1006); Exeter Government Services LLC., Gaithersburg, Maryland (FA8771-12-D-1007); IndraSoft, Reston, Virginia (FA8771-12-D-1008); Segue Technologies, Arlington, Virginia (FA8771-12-D-1009); SI Systems Technologies, Folsom, California (FA8771-12-D-1010); Array Information Technology Inc., Greenbelt, Maryland (FA8771-12-D-1011);and  ActioNet Inc., Vienna, Virginia (FA8771-12-D-1012) have been awarded a combined $88,000,000 modification to previously awarded contracts for information technology network-centric solutions-2 application services. This modification increases the administrative monetary ceiling agreed to under the basic contract. Work will be performed at locations specified in specific tasking orders and is expected to be completed by June 20, 2022.  No funds are being obligated at time of award. Air Force Life Cycle Management Center, Maxwell-Gunter Annex, Alabama, is the contracting activity.

 

Northrop Grumman Technical Services, Herndon, Virginia, has been awarded an $8,767,045 delivery order (FA8105-16-F-0011 P00003) to previously awarded contract FA8106-10-D-0001 for two engine overhauls in support of the KC-10 program. Work will be performed at Vancouver, Canada, and is expected to be complete by July 31, 2018. Fiscal 2016 operations and maintenance funds in the amount of $8,767,045 are being obligated at the time of award. Air Force Life Cycle Management Center, Tinker Air Force Base, Oklahoma, is the contracting activity.

 

Harris Corp., Colorado Springs, Colorado, has been awarded a $8,541,525 modification (P00685) to previously awarded contract F19628-02-C-0010 for the Eglin Beam Steer Segment technology refresh, System Program Agency development and risk reduction efforts. Contractor work includes establishing the BEAMSTR lab environment; conducting trade studies and analysis; prototyping solutions and reduce risk of implementation of the BEAMSTR replacement project. Work will be performed at Eglin Air Force Base, Florida, and is expected to be complete by Oct. 31, 2017. This award is the result of a sole-source acquisition. Fiscal 2016 operations and maintenance funds in the amount of $8,541,525 are being obligated at the time of award. Space and Missile Systems Center, Peterson Air Force Base, Colorado, is the contracting activity.

 

ARMY

 

Sikorsky Aircraft Corp., Stratford, Connecticut, was awarded a $11,422,199 firm-fixed-price, Foreign Military Sales contract (Taiwan, Jordan) for modified UH-60M Black Hawk helicopter standard spares kits.  One bid was solicited with one received with an estimated completion date of July 21, 2017.  Funding and work location will be determined with each order. Army Contracting Command, Redstone Arsenal, Alabama, is the contracting activity (W58RGZ-16-D-0050).

 

CGI Federal Inc., Fairfax, Virginia, was awarded a $10,843,111 modification (P00016) to contract W52P1J-15-C-0068 to maintain Army Sustainment Command's Integrated Materiel Management Operation System software.  Work will be performed in Fairfax, Virginia; Rock Island, Illinois; Sierra Army Depot, Herlong, California; Charleston, South Carolina; Huntsville, Alabama; Italy; Germany; Qatar; Kuwait; Korea; Japan; Afghanistan; Romania; Bulgaria; and Lithuania, with an estimated completion date of July 31, 2020.  Fiscal 2016 operations and maintenance (Army) funds in the amount of $10,843,111 were obligated at the time of the award.  Army Contracting Command, Rock Island Arsenal, Illinois, is the contracting activity.

 

Vanquish Worldwide LLC,* Maryville, Tennessee, was awarded a $7,267,496 modification (0001) to contract W52P1J-14-G-0026 for supply, maintenance and transportation for logistics support services, Fort Rucker, Alabama, with an estimated completion date of Aug. 31, 2017.  Fiscal 2016 operations and maintenance (Army) funds in the amount of $1,298,290 were obligated at the time of the award.  Army Contracting Command, Rock Island Arsenal, Illinois, is the contracting activity.

 

DEFENSE LOGISTICS AGENCY

 

Sterisil Inc.,* Palmer Lake, Colorado, has been awarded a maximum $7,105,185 fixed-price with economic-price-adjustment, indefinite-delivery/indefinite-quantity contract for dental equipment. This was a competitive acquisition with 45 responses received. This is a five-year contract with no option periods. Location of performance is Colorado, with a July 25, 2021, performance completion date. Using services are Army, Air Force, Navy, Marine Corps and federal civilian agencies. Type of appropriation is fiscal 2016 through fiscal 2021 defense working capital funds. The contracting activity is the Defense Logistics Agency Troop Support, Philadelphia, Pennsylvania (SPE2DE-16-D-0017).
