Lockheed Martin Space Systems Co., Littleton, Colorado, has been awarded a $395,000,000 modification (P00386) to exercise an option on previously awarded contract FA8807-08-C-0010 for GPS III Space Vehicles 09 and 10. Work will be performed at Littleton, Colorado, and is expected to be complete by Aug. 8, 2022. The total amount to be obligated at the time of award is $373,450,000, which includes fiscal 2014 and 2015 advanced procurement funds; and fiscal 2016 space procurement funds. The location of performance is Marietta, Georgia. This modification is 100 percent unclassified foreign military sales to Israel. The work is expected to be completed by April 30, 2018. L-3 Communications - Vertex Aerospace LLC, Madison, Mississippi, has been awarded an estimated $43,530,000 modification (P00024) to exercise the option on previously awarded contract FA3002-14-C-0013 for support of T-1, T-6, and T-38 undergraduate pilot training. Work will be performed at Vance Air Force Base, Oklahoma, and is expected to be complete by Sept. 30, 2017. No funds are being obligated at the time of award. Cessna Aircraft Co., Wichita, Kansas, has been awarded a $23,998,813 firm-fixed-price contract for the Building Partnership Capacity C-208B Intelligence, Surveillance and Reconnaissance Program. Contractor will provide six Cessna 208B Grand Caravan EX aircraft, three spare Pratt & Whitney PT6A-140 engines, and aircraft spares and ground handling equipment to the U.S. Africa Command and Pacific Command areas of responsibility in support of counterterrorism measures in Chad, Cameroon, and the Philippines. Work will be performed at Wichita, Kansas, and is expected to be complete by Sept. 30, 2017. This contract involves pseudo foreign military sales. This award is the result of a sole-source acquisition. BAE Systems Information and Electronic, San Diego, California, has been awarded a $12,690,200 firm-fixed-price "C" type contract for Improved Avionics Intermediate Shop (IAIS) midlife upgrade kits. NAVY
Raytheon Co., Fullerton, California, is being awarded a $254,550,316 cost-plus-incentive-fee contract for the design, development, manufacture, integration, demonstration, and test of the Joint Precision Approach and Landing System. This contract will utilize and continue development of eight existing engineering development models (EDMs); and deliver two additional EDMs to support fleet early operational capability requirements for F-35B/C and MQ-25 test and initial operational requirements aboard nuclear aircraft carriers and amphibious assault ships. In addition, this contract will deliver weapons replaceable assemblies, a technical data package, and provide developmental test and operational test support. Work will be performed in Fullerton, California (71 percent); Cedar Rapids, Iowa (26 percent); Marlborough, Massachusetts (2 percent); and Indianapolis, Indiana (1 percent), and is expected to be completed in September 2022. BAE Systems Information and Electronic Systems Integration Inc., Wayne, New Jersey, is being awarded a $47,671,140 cost-plus-incentive-fee, firm-fixed-price, cost-plus-fixed-fee contract for procurement of Network Tactical Common Data Link systems that includes a design, development test and low-rate initial production (LRIP). Work consists of development effort phase; LRIP for hardware with corresponding engineering and depot repair services; and provisioning items ordering support. This contract contains options, which if exercised, will bring the contract value to $84,712,006. Work will be performed in Wayne, New Jersey (60 percent); Totowa, New Jersey (20 percent); Greenlawn, New York (10 percent); and Westminster, Colorado (10 percent). Work is expected to be completed September 20120. If all options are exercised, work could continue through September 2022. L-3 Chesapeake Sciences Corp., Millersville, Maryland, is being awarded a $46,598,315 cost-plus-fixed-fee, firm-fixed-price, and cost-plus-incentive-fee contract for the development and production of a first article TB-29X thin line towed array assembly, first article towed array receiver unit, production towed array assemblies, production towed array receiver units, test sets, shipping reels, technical manual, technical curriculum, and provisioned item orders. The TB-29X is a thin line towed array passive sonar receiver installed aboard Navy submarines. The TB-29X array is in the same form factor as the TB-29 array; however, it offers increased capability, greater reliability and reduced obsolescence. This contract includes options which, if exercised, would bring the cumulative value of this contract to $238,235,578. Work will be performed in Millersville, Maryland (64 percent); Syracuse, New York (35 percent); and Norfolk, Virginia (1 percent), and is expected to be completed by May 2018. Saab Defense and Security USA LLC, East Syracuse, New York, is being awarded a $38,069,123 cost-plus-incentive-fee contract for the design, development, manufacture, integration, demonstration, and test of the AN/SPN-50(V)1 radar system for air traffic control aboard Navy aircraft carriers and amphibious ships. This contract provides for the delivery of three engineering development models. Work will be performed in Gothenburg, Sweden (47.1 percent); East Syracuse, New York (35.6 percent); Exeter, New Hampshire (17.2 percent); and Moorestown, New Jersey (.1 percent), and is expected to be completed in December 2022. NAL Research Corp., Manassas, Virginia, is being awarded a $24,000,000 firm-fixed-price, indefinite-delivery/indefinite-quantity contract for friendly forces tracking devices, evaluation and repairs. Friendly force tracking hardware is required for combat and civilian search and rescue in various environments such as desert, urban, mountain, water, and worldwide humanitarian relief to maintain awareness of the locations of friendly forces as well as providing other functions such as texting and distress signals. Work will be performed in Manassas, Virginia, and is expected to be completed by September 2021. iRobot Corp., Bedford, Massachusetts, is being awarded a $23,437,879 modification to a previously awarded firm-fixed-price, cost-plus-fixed-fee, indefinite-delivery/indefinite-quantity contract (N00174-15-D-0003) to exercise option one for Man Transportable Robotic System MK 1 depot level repair parts, spares, and depot services to include conversions and reconditioning. The work will be performed in Bedford, Massachusetts, and is expected to be completed by September 2017. No funds are being obligated at the time of award. Nova Group, Inc., Napa, California, is being awarded a $21,490,000 firm-fixed-price contract for the construction of the Land Water Interface at Naval Base Kitsap. The work to be performed provides for the construction of two abutments which will connect both ends of the land side waterfront restricted area security system to the existing floating barrier system at lower base Naval Base Kitsap, Bangor. This project requires significant earth moving activities to support construction of the abutments. Work will be performed in Silverdale, Washington, and is expected to be completed by February 2018. L-3 Communications Link Simulation and Training, Arlington, Texas, is being awarded $21,117,316 for cost-plus-fixed-fee delivery order 0007 against a previously issued basic ordering agreement (N61340-12-G-0001) for the F/A-18E/F and EA-18G aircrew training device Naval Aviation Simulation Master Plan Systems Fidelity – One (NSF-1). NSF-1 is delivered to the fleet as a highly-integrated software package that provides upgrades to communications, multi-functional information distribution system, fleet synthetic training, and radar systems. Work will be performed at the Naval Air Weapons Station, China Lake, California, and is expected to be completed in October 2019. Konecranes Nuclear Equipment and Services LLC, New Berlin, Wisconsin, is being awarded $17,001,475 for firm-fixed-price task order 0001 under a previously awarded, single award, indefinite-delivery requirements contract (N62470-16-D-2013) for procurement of one 25-ton portal crane with removal of the existing crane at Puget Sound Naval Shipyard and intermediate maintenance facility. Work provides for design, fabrication, assembly, delivery, installation, and testing of one 25-ton portal crane, with removal of the existing crane. The new crane will be equipped with a rotating superstructure, luffing boom, main hoist and a single line whip hoist. The crane will be capable of simultaneous hoisting, slewing and luffing with rated load at rated speeds on curved tracks. The task order also contains one unexercised option, which if exercised would increase cumulative task order value to $18,193,880. Work will be performed in New Berlin, Wisconsin (90 percent); and Bangor, Washington (10 percent), and is expected to be completed by October 2019. Integrated Defense Systems, San Diego, California, is being awarded a $12,580,246 modification to a previously awarded contract (N00024-11-C-2404) for the procurement, production, test and trials of integrated shipboard electronics suite for the future USS Fort Lauderdale (LPD 28) amphibious transport dock. Central Texas College, Killeen, Texas, is being awarded $9,585,485 for modification P00006 under a previously awarded indefinite-delivery/indefinite-quantity, firm-fixed-price contract (N00189-14-D-Z038) to exercise the second option period for the provision of education courses to sailors, accomplished through instructor-led courses and distance learning courses, to include courses for academic skills, undergraduate and graduate levels for the Naval Education and Training Professional Development Center. The contract includes a one-year base year and four one-year option periods. The exercise of this option will bring the estimated cumulative value of the task order to $28,614,795, and if all options are exercised, total estimated contract value to $48,898,381. QualX Corp.,* Springfield, Virginia, is being awarded a $7,837,500 firm-fixed-priced contract for services to conduct timely declassification reviews for the Navy and Marine Corps and to satisfy the requirements of Executive Order 13526, “Classified National Security Information.” The contractor shall support the implementation, assessment, compliance, and reporting of the federal government’s declassification program. Raytheon Co., Sudbury, Massachusetts, is being awarded a $7,083,900 cost-plus-fixed-fee modification to a previously awarded contract (N00024-14-C-5315) to exercise options for fiscal 2017 engineering services in support of the Air and Missile Defense Radar Program S (AMDR-S) Band Radar and radar suite controller engineering and manufacturing development. Work provides engineering services in support of AMDR-S system development, including: providing engineering support for suite and combat system integration; additional radar characterizations; and system certification. U.S. TRANSPORTATION COMMAND
Alaska Airlines Inc., Seattle, Washington (HTC711-15-D-C001); and Polar Air Cargo, Purchase, New York (HTC711-15-D-C004), have each been awarded an estimated $54,613,359 and $54,753,312, respectively, for a second option-year modification P00008 under an indefinite-delivery/indefinite-quantity, fixed-price economic price adjustment contract for Total Delivery Services (TDS) international commercial air express package delivery service. The modification brings the total cumulative face value of the Alaska Airlines Inc. contract to $176,307,942 from $121,694,583. The modification brings the total cumulative face value of the Polar Air Cargo contract to $176,501,649 from $121,748,337. Additionally, two companies, Federal Express Corp. and United Parcel Service Co., have each been awarded an estimated $178,444,530 and $178,565,840 respectively, for a second option-year modification P00008 under this contract modification for international and domestic commercial air express package delivery service. For these two international and domestic segment companies, the modification brings the total cumulative face value of the contract to $528,370,982 from $349,926,452 (Federal Express Corp.) and to $528,559,532 from $349,993,692 (United Parcel Service Co.). The international and domestic segment companies and their awards are: Federal Express Corp., Memphis, Tennessee (HTC711-15-D-C002); and United Parcel Service Co., Louisville, Kentucky (HTC711-15-D-C005). Work will be performed worldwide as specified on each individual order and is expected to be completed Sept. 30, 2017. Funds will be obligated through decentralized orders. DEFENSE SECURITY SERVICE
Leidos Inc., Reston, Virginia, was awarded a $40,000,000 modification (P00004) to previously awarded contract HS0021-15-D-0011for the Defense Security Service (DSS) National Industrial Security System. The modification brings the total cumulative face value of the contract to $50,000,000 from $10,000,000. This modification changed the contract's period of performance to an ordering period for the remainder of the contract. The contract provides for the development of an integrated automated system to replace and expand upon the following legacy systems: Industrial Security Facilities Database, and the Department of Energy-hosted, but DSS-owned, Electronic Facility Clearance System. Work will be performed at the contractor's facility in Columbia, Maryland, with an expected completion date of Sept. 29, 2020. Funding will be obligated on individual task orders. Raytheon Co., Fullerton, California, was awarded a $26,773,690 modification (PZ0004) to contract W56JSR-16-D-0012 for integrated maintenance of the satellite communications set and defense satellite communications system electronic counter-counter measure control subsystem – central component and remote component. Integrated maintenance includes depot level repair, overhaul, field maintenance support and engineering services. Millennium Space Systems Inc., El Segundo, California, has been awarded a $13,465,428 cost-plus-fixed-fee modification (P00004) exercising the option period on previously awarded HR0011-16-C-0009 for a Defense Advanced Research Projects Agency (DARPA) research program. Fiscal 2016 research and development funds in the amount of $700,875 are being obligated at the time of award. Work will be performed in Princeton, New Jersey (15 percent); Carlisle, Massachusetts (26 percent); and El Segundo, California (59 percent), with an estimated completion date of December 2017. Sprint Federal Operations LLC, Reston, Virginia, was awarded a $10,340,688 firm-fixed-price contract modification for exercising Option Year 2 for continued operation and maintenance of fiber telecommunications in Europe previously obtained under a 25-year indefeasible right of use. The face value of this action is $10,340,688 funded by Defense Information Systems Agency with fiscal 2017 defense working capital funds. The total cumulative face value of the contract is $215,700,000. Performance will be at various locations within Europe. The original solicitation was issued on the basis of other than full and open competition pursuant to 10 U.S. Code 2304(c)(1), only one responsible source, and no other type of supplies or services would satisfy agency requirements. The period of performance is Oct. 1, 2016 through Sept. 30, 2017.
