Krzysko Tabbed As Senior DoD Acquisition Adviser

WASHINGTON, Jan. 13, 2006 – A senior Defense Department acquisition specialist is now DoD's senior acquisition sources adviser for business transformation initiatives.

Mark Kyzysko, a DoD civilian employee, was named Jan. 5 as assistant deputy undersecretary for strategic sourcing and acquisition processes. He joins other executive leaders of the department's recently created Business Transformation Agency.

"I look forward to driving the strategic sourcing capabilities across the entire department in support of the men and women serving our country in the military," Kyzysko wrote in a statement released by his office.

Then-acting Deputy Defense Secretary Gordon England established the Business Transformation Agency on Oct. 7, 2005, according to the agency's Web site. The agency will coordinate DoD's business transformation activities that, among other things, seek to reduce system redundancies and cut department operating costs.

Deputy Undersecretary of Defense for Business Transformation Paul A. Brinkley told American Forces Press Service during an October interview that BTA isn't a bureaucratic exercise. The organization's purpose, Brinkley said, is to help direct and coordinate the modernization of DoD's business operations.

According to documents available on the agency's Web site, strategic sourcing is "the collaborative and structured process of critically analyzing an organization's spending and using this information to make business decisions about acquiring commodities and services more effectively and efficiently."

"The senior leadership of the Department of Defense has given their full support to the strategic sourcing initiative," Kyzysko said in his statement.

"The services and several department agencies," he continued, "have taken the first critical step in this departmental capability."

Defense Secretary Donald H. Rumsfeld has made the modernization, or transformation, of DoD's business operations a top priority. The department is slated to invest $4.2 billion for agencywide business modernization this fiscal year.
