The Boeing Co., St. Louis, Missouri, is being awarded a $207,534,768 not-to-exceed, firm-fixed-price contract for the procurement of 51 full rate production Lot 90 Harpoon weapon systems, components, and spares for the governments of Egypt (20); Korea (19); and Brazil (12). In addition, this contract provides for components and spares for the Navy; and the governments of Japan, Australia, Thailand, India, United Arab Emirates, Oman, Kuwait, and Taiwan. Work will be performed in St. Charles, Missouri (71 percent); McKinney, Texas (9 percent); Burnley, United Kingdom (6 percent); Toledo, Ohio (2 percent); Middletown, Connecticut (2 percent); Elkton, Maryland (2 percent); Grove, Oklahoma (1 percent); Lititz, Pennsylvania (1 percent); Kirkwood, Missouri (1 percent); Galena, Kansas (1 percent); Huntsville, Alabama (1 percent); and various locations throughout the U.S. (3 percent), and is expected to be completed in March 2021. Fiscal 2017 weapons procurement (Navy); and foreign military sales funds in the amount of $99,616,492 are being obligated at time of award, none of which will expire at the end of the current fiscal year. This contract combines purchases for the Navy ($393,083; 0.19 percent); and the governments of Egypt ($93,102,086; 44.86 percent); Korea ($81,767,119; 39.40 percent); Brazil ($26,523,402; 12.78 percent); Japan ($2,683,621; 1.28 percent); Australia ($1,484,396; 0.72 percent); Thailand ($846,769; 0.41 percent); India ($590,172; 0.28 percent); United Arab Emirates ($73,851; 0.04 percent); Oman ($44,311; 0.02 percent); Kuwait ($14,770; 0.01 percent); and Taiwan ($11,188; 0.01 percent) under the Foreign Military Sales program. DynCorp International LLC, McLean, Virginia, is being awarded a maximum amount $93,837,294 cost-plus-incentive-fee contract for various support services to various Department of Defense components. The maximum dollar value includes the base period, seven option periods and a six-month extension of services period. Various support services include conducting humanitarian assistance, civic assistance, minor military construction projects, contingency efforts, supporting various exercises and other projects located at various sites, usually in remote areas in the Philippines, Cambodia, Timor-Leste and other countries in South Asia, Southeast Asia and Oceania. Work will be performed at various locations in Southeast Asia, South Asia and Oceania, and is expected to be completed by December 2024. Fiscal 2017 operations and maintenance (Navy) contract funds in the amount of $332,660 are obligated on this award for the mobilization period and will expire at the end of the current fiscal year. This contract was competitively procured via the Navy Electronic Commerce Online website with two proposals received. The Naval Facilities Engineering Command, Pacific, Pearl Harbor, Hawaii, is the contracting activity (N62742-17-C-3570).

 

Oracle America Inc., Redwood City, California, is being awarded a $45,511,729 indefinite-delivery/indefinite-quantity, firm-fixed-price, performance-based, commercial contract (N65236-17-D-1005) to provide post-deployment systems support for Increment 1 of Global Combat Support System - Marine Corps (GCSS-MC). This contract includes a two year ordering period. Work will be performed in Reston, Virginia (90 percent); and Stafford, Virginia (10 percent), and is expected to be completed by December 2018. Fiscal 2017 operations and maintenance (Marine Corps) funding in the amount of $4,117,050 will be placed on the contract and obligated at the time of award. Contract funds will expire at the end of the current fiscal year. This contract was procured on a sole-source basis under 10 U.S. Code 2304 (c)(1). Space and Naval Warfare Systems Center Atlantic, Charleston, South Carolina, is the contracting activity.

 

DZSP 21 LLC, Marlton, New Jersey, is being awarded a $42,019,077 modification under a cost-plus-fixed-fee contract (N62742-16-C-1130) to exercise the first option to extend services under for base operations support services at Joint Region Marianas. The work to be performed provides for facility support and base operating support for the following services: management and administration, port operations, ordnance, material management, facility management, facility investment, electrical, wastewater, water, base support vehicles and equipment, and environmental services. After award of this option, the total cumulative contract value will be $106,602,521. Work will be performed at various installations in the U.S. territory of Guam, and this option period is expected to be completed June 2017. Fiscal 2017 working capital funds (Navy and Defense); fiscal 2017 operations and maintenance (Navy, Air Force, Army National Guard); fiscal 2017 family housing operations and maintenance (Navy); fiscal 2017 health program funds (Defense); and fiscal 2017 commissary agency (Defense) contract funds in the amount of $34,597,427 are obligated on this award and will expire at the end of the current fiscal year. The Naval Facilities Engineering Command, Marianas, Guam, is the contracting activity.

 

Watts Contrack JV, Honolulu, Hawaii, is being awarded a $26,373,480 firm-fixed-price contract for construction of the apron expansion and supporting facilities at Naval Air Station Whidbey Island. The work to be performed provides for the construction of an aircraft apron and supporting facilities for the P-8A Poseidon aircraft program. Supporting facilities include a low-rise sonobuoy storage facility, open concrete slab rinse facility, and a low rise liquid oxygen facility. The project will also demolish the existing sonobuoy storage and liquid oxygen facilities, and other miscellaneous facilities on the flight-line. The contract also contains one unexercised option, which if exercised would increase cumulative contract value to $26,374,230. Work will be performed in Oak Harbor, Washington, and is expected to be completed by June 2018. Fiscal 2014 and 2015 military construction (Navy) contract funds in the amount of $26,373,480 are obligated on this award and will not expire at the end of the current fiscal year. This contract was competitively procured via the Navy Electronic Commerce Online website, with two proposals received. The Naval Facilities Engineering Command, Northwest, Silverdale, Washington, is the contracting activity (N44255-17-C-8001).

 

Northrop Grumman Systems Corp., Herndon, Virginia, is being awarded a $16,892,649 cost-plus-fixed-fee, firm-fixed-price contract for E-6B Mercury Multi-Role Tactical Common Data Link (MR-TCDL) validation and verification efforts, to include A and B kits, initial spares, spares and installation of the MR-TCDL into one Mission Avionics Systems Trainer. Work will be performed in Salt Lake City, Utah (50 percent); Greenville, Texas (30 percent); San Diego, California (18 percent); and Stowe, Massachusetts (2 percent), and is expected to be completed in September 2018. Fiscal 2016 and 2017 aircraft procurement (Navy) funds in the amount of $16,892,649 are being obligated at time of award, none of which will expire at the end of the current fiscal year. Beechcraft Corp., Wichita, Kansas, is being awarded a $13,678,198 firm-fixed-price contract for the procurement of one King Air 350C Cargo Slick aircraft modified to a C-12W for the Navy. Work will be performed in Wichita, Kansas, and is expected to be completed in November 2018. Fiscal 2016 aircraft procurement (Navy) funds in the amount of $13,678,198 are being obligated on this award, none of which will expire at the end of the current fiscal year. Harris Corp., Government Communications Systems Division, Melbourne, Florida, is being awarded a $10,797,930 modification to a previously awarded firm-fixed-price contract (N00019-15-C-0108) for the procurement of 50 Distributed Targeting System B-kits for F/A-18E/F and EA-18G aircraft and 20 operational bulk data cartridges. Work will be performed in Melbourne, Florida, and is expected to be completed in October 2018. Bell Helicopter Textron Inc., Fort Worth, Texas, is being awarded $10,686,328 for modification to exercise an option to a delivery order 0054 against a previously issued basic ordering agreement (N00019-11-G-0003) for logistics management support, technical material for maintenance planning, design interface, supply/material support; support of support equipment/technical data, distribution and inventory management/packaging; handling storage and transportation; logistics management information; supportability analysis and technical manuals in support of the H-1 upgrade effort. Work will be performed in Fort Worth, Texas, and is expected to be completed in March 2018. Alliant Techsystems Operations LLC, Northridge, California, is being awarded $9,416,227 for delivery order 0004 against a previously issued basic ordering agreement (N00019-15-G-0001) for the manufacture and test of assemblies of the AN/AAR-47 (V) Missile Warning Set for the Navy, and governments of Pakistan, Japan, Saudi Arabia, Australia and India. Work will be performed in Northridge, California (60 percent); Austin, Texas (20 percent); Clearwater, Florida (9 percent); Loveland, Colorado (3 percent);Westford, Massachusetts (1 percent), and other various locations within the U.S. (7 percent), and is expected to be completed in June 2018. Fiscal 2015, 2016, and 2017 aircraft procurement (Navy and Air Force); foreign military sales; and working capital (Defense) funds in the amount of $9,416,227 will be obligated at time of award, $123,618 of which will expire at the end of the current fiscal year. This award combines purchases for the Navy ($556,283; 5.91percent); and the governments Pakistan ($3,432,350; 36.45 percent), Japan ($2,634,698; 27.98 percent), Saudi Arabia ($2,474,279; 26.28 percent), Australia ($292,251; 3.10 percent) and India ($26,366; 0.28 percent) under the Foreign Military Sales program. FlightFab Inc.,* Baltimore, Maryland, was awarded an $8,411,379 indefinite-delivery/indefinite-quantity contract incorporating firm-fixed-price contract line item numbers for the supply of plastic waste processing equipment for a period of performance of five years. Work will be performed in Baltimore, Maryland, and is expected to be completed by September 2021. Fiscal 2016 shipbuilding conversion (Navy) funding in the amount of $107,805 was obligated at award and will not expire at the end of the current fiscal year. Additional fiscal 2016 shipbuilding conversion (Navy) funding in the amount of $494,753 was added at the end of fiscal 2016 and will not expire at the end of the current fiscal year. U.S. TRANSPORTATION COMMAND

 

Phoenix Air Group Inc., Carterville, Gerogia, is being awarded an $8,521,705 option year task order (0002) to extend services under an indefinite-delivery requirements-type, fixed-price with economic price adjustment contract HTC711-14-D-R027. This brings the cumulative task order face value from $9,765,625 to $18,287,330. The contract is for air charter services for Headquarters U.S. Africa Command passengers from Stuttgart Army Airfield, Germany, to various points throughout Africa and Europe. Performance is from Jan. 1, 2017, to Dec. 31, 2017. This task order is funded by fiscal 2017 operations and maintenance funds. The U. S. Transportation Command, Directorate of Acquisition, Scott Air Force Base, Illinois, is the contracting activity.

 

CORRECTION: The DISA contract that was announced on Dec. 16, 2016, for Ace Electronics Defense Systems LLC, Aberdeen Proving Ground, Maryland, (HC1028-17-D-0002) was announced with the incorrect ceiling amount of $994,000,000. The correct amount is $99,400,000.
