CONTRACTS

 

NAVY

 

Raytheon Co., Tucson, Arizona, is being awarded an $119,021,912 cost-plus-incentive-fee delivery order (N00019-17-F-2001) against a previously issued basic ordering agreement (N00019-15-G-0003).  This order provides for analysis, trade studies, architecture, modeling, simulation development, evaluation, and prototyping activities for the integration of seeker suite technology and processing capabilities into the Tactical Tomahawk Block IV All-Up-Round missile system in support of the Maritime Strike Tomahawk Program.  Work will be performed in Tucson, Arizona (44.7 percent); Dallas, Texas (23.3 percent); Boulder, Colorado (20.6 percent); and various other locations inside and outside the U.S. (11.4 percent), and is expected to be completed in August 2019.  Fiscal 2017 research, development, test and evaluation (Navy) funds in the amount of $9,400,000 are being obligated on this award, none of which will expire at the end of the current fiscal year.  The Naval Air Systems Command, Patuxent River, Maryland, is the contracting activity.

           

Lockheed Martin Rotary and Mission Systems, Manassas, Virginia, is being awarded a not-to-exceed $71,457,135 firm-fixed-price undefinitized contract action (UCA) modification to previously awarded contract N00024-09-C-6247 for electronic warfare equipment in support of Virginia-class submarines.  Work will be performed in Syracuse, New York (49 percent); Fairfax, Virginia (40 percent); Germantown, Maryland (5 percent); Van Nuys, California (3 percent) and Buffalo, New York (3 percent), and is expected to be completed by April 2020.  The UCA is expected to be definitized by February 2018.  Fiscal 2017 shipbuilding and conversion (Navy) $15,243,418; fiscal 2016 shipbuilding and conversion (Navy) $14,550,536; fiscal 2017 other procurement (Navy) $4,157,296; and fiscal 2016 other procurement (Navy) $692,883 in the amount of $34,644,133 will be obligated at time of award and will not expire at the end of the current fiscal year.  The Naval Sea Systems Command, Washington Navy Yard, District of Columbia, is the contracting activity.

 

Lockheed Martin Corp., Rotary and Mission Systems, Liverpool, New York, is being awarded a $29,973,243 ceiling increase modification under a previously awarded contract (N00039-15-C-0214). The contract modification includes the production of two U.S. twin line towed array (TL-29A) systems and additional provisioned items orders under the ceiling increase for spares under the Maritime Surveillance Systems Program Office, Program Executive Office Submarines, Naval Sea Systems Command.  The modification will increase the original contract value from $71,086,405 to $101,059,648.  Work will be performed in Syracuse, New York, and is expected to be completed by October 2019.  Fiscal 2017 operations and procurement (Navy) funding in the amount of $17,402,634 will be obligated at time of modification award.  Contract funds will not expire at the end of the current fiscal year.  This contract modification was not competitively procured because it is a sole-source acquisition in accordance with the authority of 10 U.S. Code 2304(c)(1), only one responsible source (Federal Acquisition Regulation Subpart 6.302-1).  Noncompetitive procedures were approved for this modification under Justification and Authority 17,811.  The Space and Naval Warfare Systems Command, San Diego, California, is the contracting activity. 

 

Kellogg Brown & Root Services Inc., Houston, Texas, is being awarded a $29,282,372 modification under a previously awarded indefinite-delivery/indefinite-quantity contract to exercise option three for base operations support services at Isa Air Base, Kingdom of Bahrain.  The work to be performed provides for but is not limited to, all management, supervision, tools, materials, supplies, labor and transportation services necessary to perform galley services, bachelor quarters and laundry services, facility management, emergency service requests, urgent service, routing service, minor work I and II, facilities investment, custodial, pest control service, integrated solid waste, grounds maintenance, wastewater, operate reverse osmosis water treatment system and base support vehicles, environmental, fire emergency services, and explosive safety officer services.  After award of this option, the total cumulative contract value will be $115,345,127.  Work will be performed in Isa, Kingdom of Bahrain.  This option period is from September 2017 to August 2018.  No funds will be obligated at time of award.  Fiscal 2017 or fiscal 2018 operations and maintenance (Navy) contract funds in the amount of $11,243,218 for non-recurring work will be obligated on individual task orders issued during the option period.  The Naval Facilities Engineering Command, Europe Africa and Southwest Asia, Naples, Italy, is the contracting activity (N62470-14-D-6012).

 

Tikigaq Construction LLC,* Wasilla, Alaska, is being awarded $12,841,000 for firm-fixed-price task order N4019217F4062 under a previously awarded multiple award construction contract (N40192-16-D-2706) for construction of a reinforced concrete Pacific Airpower Resiliency dispersed maintenance spares and specialized equipment storage facility at Andersen Air Force Base, Guam, for the 36th Civil Engineering Squadron.  The work to be performed provides for a reinforced concrete storage facility that includes a vehicle storage area, mechanical equipment areas, a fuel support/spare parts for manifold storage area, a communications room, an office area, and a toilet; and site improvements including grading, drainage, access roads, water and sewer utilities, a fire protection system, interior plumbing, interior electrical and communication facilities, and site electrical amenities.  Work will be performed in Yigo, Guam, and is expected to be completed by May 2019.  Fiscal 2016 military construction (Air Force) contract funds in the amount of $12,841,000 are obligated on this award and will not expire at the end of the current fiscal year.  Four proposals were received for this task order.  The Naval Facilities Engineering Command, Marianas, Guam, is the contracting activity. 

 

Desbuild Inc., Hyattsville, Maryland, is being awarded $10,599,000 for firm-fixed-price task order N6945017F0708 under a previously awarded multiple award construction contract (N69450-16-D-1111) for Hangar 124 upgrades at Naval Air Station Jacksonville.  The work to be performed provides for upgrades to finishes on the west and east side second floor offices, exterior hangar and personnel doors, roof over hangar doors, fire suppression and alarm systems, provide lighting protection system and other incidental related work.  Work will be performed in Jacksonville, Florida, and is expected to be completed by October 2018.  Fiscal 2017 Navy working capital contract funds in the amount of $10,599,000 are obligated on this award and will not expire at the end of the current fiscal year.  Six proposals were received for this task order.  The Naval Facilities Engineering Command, Southeast, Jacksonville, Florida, is the contracting activity.

 

Frontier Technology Inc.,* Beavercreek, Ohio, is being awarded $8,578,432 for cost-plus-fixed-fee delivery order N6833517F0073 against a previously issued basic ordering agreement (N68335-16-G-0014).  This order provides for the continual efforts for Small Business Innovative Research (SBIR) Phase III work stemming from SBIR Topic N07-010 entitled “Advanced Predictive Health Management and Model Based Prognostic Useful Life Remaining Capabilities for Aircraft Tactical Information,” Topic N132-096 entitled “Innovative Data Anomaly Detection and Transformation for Analysis Applications,” and Topic OSD07-CR4 entitled “Measuring Progress in Conflict Environments Modeling and Simulation Toolchest and Analysts Work Environment.”  The effort will provide continued support of Navy energy efficiency and conservation efforts and continued development of the Global Energy Information System.  Work will be performed in Chesapeake, Virginia, and is expected to be completed in August 2019.  Fiscal 2016 and 2017 research, development, test and evaluation funds in the amount of $925,892 are being obligated on this award, $325,892 of which will expire at the end of the current fiscal year.  The Naval Air Warfare Center Aircraft Division, Lakehurst, New Jersey, is the contracting activity.

 

ARMY

 

Northrop Grumman Systems Corp., Herndon, Virginia, has been awarded a $116,916,350 cost, cost-plus-fixed-fee, firm-fixed-price, and fixed-price-incentive contract for logistics support services for government-owned fixed wing fleet performing special electronic mission aircraft missions. Bids were solicited via the Internet with three received. Work will be performed in Herndon, Virginia, with an estimated completion date of Feb. 28, 2027. Fiscal 2017 operations and maintenance (Army) funds in the amount of $30,000,000 were obligated at the time of the award. U.S. Army Contracting Command, Redstone Arsenal, Alabama, is the contracting activity (W58RGZ-17-C-0014).

 

Parker Hannifin Corp., Irvine, California, has been awarded a $95,828,750 firm-fixed-price contract for overhaul and upgrade of the UH-60 servo cylinder; pump, hydraulic; servo, cylinder, assembly; primary servo; and servo assembly. Bids were solicited via the Internet with one received. Work locations and funding will be determined with each order, with an estimated completion date of Aug. 30, 2020. U.S. Army Contracting Command, Redstone Arsenal, Alabama, is the contracting activity (W58RGZ-17-D-0094).

 

AMTEC Corp.,* Janesville, Wisconsin, has been awarded a $77,726,075 fixed-price, with economic price adjustment, contract for 40mm ammunition systems. Bids were solicited via the Internet with one received. Work will be performed in Janesville, Wisconsin, with an estimated completion date of Sept. 30, 2021. Fiscal 2015, 2016 and 2017 other procurement (Army) funds in the amount of $77,726,075 were obligated at the time of the award. U.S. Army Contracting Command, Rock Island, Illinois, is the contracting activity (W52P1J-17-C-0051).

 

Trumbull Corp. and Brayman Construction, Pittsburgh, Pennsylvania, has been awarded a $71,006,901 modification (P00003) to contract W911WN-15-C-0009 for construction of the Charleroi Locks and dam river chamber completion on the Monongahela River. Work will be performed in Monessen, Pennsylvania, with an estimated completion date of Sept. 18, 2019. Fiscal 2017 construction general funds in the amount of $71,006,901 were obligated at the time of the award. U.S. Army Corps of Engineers, Pittsburgh, Pennsylvania, is the contracting activity.

 

CH2m Hill Constructors Inc., Englewood, Colorado, has been awarded a $10,413,490 firm-fixed-price contract for Formerly Used Defense Site Military Munitions Response Program Remediation. Seven bids were solicited, with six bids received. Work will be performed in Tyler, Texas, with an estimated completion date of Aug. 29, 2022. Fiscal 2017 operations and maintenance, Army funds in the amount of $10,413,490 were obligated at the time of the award. U.S. Army Corps of Engineers, Tulsa, Oklahoma, is the contracting activity (W912BV-17-F-0092).

 

Catapult Health Technology Group, Alexandria, Virginia, has been awarded a $10,111,130 modification (P00015) to contract W911QX-15-F-0014 for information technology services and support for the Army Research Laboratory, the Adelphi Laboratory Center and Network Enterprise Center. Work will be performed in Adelphi, Maryland; White Sands, New Mexico; Aberdeen Maryland; and Durham, North Carolina, with an estimated completion date of Aug. 31, 2018. Fiscal 2016 and 2017 research, development, test and evaluation; and operations maintenance (Army) funds in the combined amount of $3,372,608 were obligated at the time of the award. U.S. Army Contracting Command, Aberdeen Proving Ground, Maryland, is the contracting activity.

 

MISSILE DEFENSE AGENCY

 

The Charles Stark Draper Laboratory Inc. (Draper), Cambridge, Massachusetts, is being awarded a $36,913,696 noncompetitive cost-plus-fixed-fee contract. Under this contract, the contractor will provide technical and analytical support for Missile Defense Agency related to evaluation, maturation, integration, test and demonstration of leading edge Guidance, Navigation and Control technologies. This effort also includes research analysis on sensors, modeling and simulation, radiation hardening and survivability and precision targeting as well as weapons development. The work will be performed in Cambridge, Massachusetts and Huntsville, Alabama with an expected completion date of July 31, 2022. The period of performance is from August 2017 to July 2022. One offer was solicited and one offer was received. Fiscal 2017 research and development funds in the amount of $240,000 are being obligated on this award.  The Missile Defense Agency, Redstone Arsenal, Alabama, is the contracting activity (HQ0147-17-C-0046).

 

AIR FORCE

 

Boeing Co., Oklahoma City, Oklahoma, has been awarded a $10,118,896 task order contract for engineering support services for the VC-25A aircraft to provide automatic dependent surveillance broadcast out capabilities. This includes Federal Aviation Administration approved modification for design, manufacture or procurement, installation, testing, and certification of two prototypes consisting of both Group A and B equipment. Work will be performed in Oklahoma City, Oklahoma; San Antonio, Texas; and various locations, and is expected to be completed by June 30, 2019. This award is the result of a sole-source acquisition. Fiscal 2016 research and development funds in the amount of $8,000,000 are being obligated at time of award. Air Force Life Cycle Management Center, Tinker Air Force Base, Oklahoma, is the contracting activity (FA8106-17-F-0073).

 

Syracuse Research Corp. Inc., North Syracuse, New York, has been awarded a $10,073,000 undefinitized contract action for Counter-Unmanned Aerial System supplies. Work will be performed at Syracuse, New York, and is expected to be complete by Aug. 29, 2018. This award is the result of a sole-source acquisition. Fiscal Year 2017 other procurement and research, development, test, and evaluation funds in the amount of $4,935,770 are being obligated at the time of award. DEFENSE LOGISTICS AGENCY

 

GKN Aerospace Chem-Tronics Inc., El Cajon, California, has been awarded a maximum $10,097,520 firm-fixed-price, fixed-quantity contract for F-100 aircraft engine fan duct spares. This is a 38-month contract with no option periods. This was a competitive acquisition with one offer received. Location of performance is California, with a Sept. 30, 2020, performance completion date. Using military service is Air Force. Type of appropriation is fiscal 2017 defense working capital funds.
