NAVY

 

Aviation Systems Engineering Co.,* Lexington Park, Maryland (N00421-18-D-0026); Ausley Associates Inc.,* Lexington Park, Maryland (N00421-18-D-0027); Precise Systems Inc.,* Lexington Park, Maryland (N00421-18-D-0028); and Tekla Research Inc.,* Dumfries, Virginia (N00421-18-D-0029), are each being awarded an indefinite-delivery/indefinite-quantity contract with firm-fixed-price, cost-plus-fixed-fee, and cost reimbursable line items to provide program management services in support of the program offices that fall under the Program Executive Office for Weapons Systems.  Services to be provided include program management, acquisition management, financial management, management of government furnished items, configuration/data management, risk management, security, and operations activities.  In addition, this procurement provides for minimal engineering management, logistics management, test and evaluation management functions that related directly to program management support.  The estimated aggregate ceiling for all contracts is $210,710,000, with the companies having an opportunity to compete for individual orders.  Work will be performed at the individual various awardee facilities sites located in Lexington Park, Maryland, and Dumfries, Virginia, and is expected to be completed in August 2023.  Funds are not being obligated at time of award; funds will be obligated on individual task orders as they are issued.  These contracts were competitively procured via an electronic request for proposals as a 100 percent small business set-aside; nine offers were received.  The Naval Air Warfare Center Aircraft, Patuxent River, Maryland, is the contracting activity.

Rolls-Royce Corp., Indianapolis, Indiana, is being awarded $31,033,604 for modification P00003 to a previously awarded firm-fixed-price contract (N00019-17-C-0081) to exercise an option to procure 14 AE1107C engines, 12 for the Navy and two for the Marine Corps, in support of the V-22 Osprey program.  Work will be performed in Indianapolis, Indiana, and is expected to be completed in March 2019.  Fiscal 2017 and 2018 aircraft procurement (Navy) funds in the amount of $31,033,604 will be obligated at time of award, none of which will expire at the end of the current fiscal year.  The Naval Air Systems Command, Patuxent River, Maryland, is the contracting activity.

 

L-3 KEO, Northampton, Massachusetts, is being awarded a $13,446,496 firm-fixed-price modification to previously awarded contract (N00024-15-C-6252) to exercise previously established options for the production of universal modular masts.  The universal modular mast serves as a lifting mechanism for Virginia-class submarine mast payloads.  Work will be performed in Bologna, Italy (74 percent); and Northampton, Massachusetts (26 percent), and is expected to be completed by April 2020.  Fiscal 2018 shipbuilding and conversion (Navy) funding in the amount of $13,446,496 will be obligated at time of award and will not expire at the end of the current fiscal year.  The Naval Sea Systems Command, Washington, District of Columbia, is the contracting activity.

 

Lockheed Martin Corp., Lockheed Martin Aeronautics Co., Fort Worth, Texas, is being awarded $8,546,988 for modification 05 to previously issued order 0045, placed against basic ordering agreement (N00019-14-G-0020).  This order authorizes award of additional unique F-35 Joint Strike Fighter distributed mission training capability efforts for the Navy, Marine Corps, and the government of the United Kingdom.  Work will be performed in Orlando, Florida (70 percent); Fort Worth, Texas (15 percent); Nellis Air Force Base, Nevada (9 percent); Marine Corps Air Station Yuma, Arizona (2 percent); Naval Air Station Lemoore, California (2 percent); and Marham, United Kingdom (2 percent), and is expected to be completed in May 2021.  Fiscal 2017 research, development, test and evaluation (Navy and Marine Corps); and non-U.S. Department of Defense(DoD) participant funds in the amount of $2,476,891 will be funded at time of award, $1,238,749 of which will expire at the end of the current fiscal year.  This order combines purchases for the Navy ($671,516; 27 percent); Marine Corps ($567,233; 23 percent); and non-U.S. DoD participants ($1,238,142; 50 percent).  The Naval Air Systems Command, Patuxent River, Maryland, is the contracting activity.

 

DRS Systems Inc., Melbourne, Florida, is being awarded a $7,035,505 cost-plus-fixed-fee contract for the CA2SPER: Compact Al-AgO Submersible Propulsion for Extended Range effort.  This contract contains options, which if exercised, will bring the total contract value to $9,100,586.  Work will be performed in Roma, Italy (40 percent); Fitchburg, Massachusetts (30 percent); Joplin, Missouri (15 percent); and Danbury, Connecticut (15 percent), and is expected to be completed Sept. 20, 2019.  If options are exercised, work will continue through March 2020.  Fiscal 2017 research, development, test and evaluation (Navy) funds in the amount of $130,000 will be obligated at the time of award.  No funds will expire at end of current fiscal year.  This contract was competitively procured under solicitation N00014-17-S-B009 (Torpedo Advanced Propulsion System), with six proposals received in response to the solicitation.  The Office of Naval Research, Washington, District of Columbia, is the contracting activity (N00014-18-C-2005).

 

CORRECTION:  The contract awarded on March 15, 2018 to Cabrillo Enterprises doing business as R.W. Little,* National City, California (N55236-16-D-0005); South Bay Sand Blasting and Tank Cleaning Inc., San Diego, California (N55236-16-D-0006); and Surface Technologies Corp.,* Atlantic Beach, Florida (N55236-16-D-0007),was announced with the incorrect completion date of April 2018.The correction completion date should state April 2019.  All other contract information is correct.

 

DEFENSE LOGISTICS AGENCY

 

Excel Garment Manufacturing LTD,** El Paso, Texas, has been awarded a maximum $27,543,750 firm-fixed-price, indefinite-delivery/indefinite-quantity contract for various types of trousers. This was a competitive acquisition with four responses received. This is a three-year contract with no option periods. Location of performance is Texas, with a Sept. 19, 2021, estimated performance completion date. Using customer is Afghan National Army. Type of appropriation is fiscal 2018 through 2021 foreign military sales funds. The contracting activity is the Defense Logistics Agency Troop Support, Philadelphia, Pennsylvania (SPE1C1-18-D-1043).

 

AIR FORCE

 

Sierra Nevada Corp., Sparks, Nevada, has been awarded a $19,999,548 modification (P00019) to previously awarded FA8509-16-C-0003 for contract deliverable AC-130J and AC-130W contractor logistics support for the Precision Strike package. This modification provides for the exercise of an option for additional services under the basic contract, and brings the total cumulative face value of the contract to $72,333,827. Work will be performed at Canon Air Force Base, New Mexico; and Hurlburt Air Force Base, Florida. Work is expected to be completed by March 31, 2019. Fiscal 2018 operations and maintenance funds in the full amount are being obligated at the time of award. Air Force Life Cycle Management Center, Robins Air Force Base, Georgia, is the contracting activity.

 

ARMY

 

The Dutra Group, San Rafael, California, was awarded a $15,442,055 firm-fixed-price contract for West Coast Hopper maintenance dredging. Bids were solicited via the Internet with three received. Work will be performed in Astoria, Oregon, with an estimated completion date of Sept. 26, 2018. Fiscal 2018 operations and maintenance (Army) funds in the amount of $15,442,055 were obligated at the time of the award. U.S. Army Corps of Engineers, Portland, Oregon, is the contracting activity (W9127N-18-C-0018).

 

Applied Visual Technology Inc.,* Orlando, Florida, was awarded a $10,315,956 hybrid (cost, time-and-materials, cost-plus-fixed-fee and firm-fixed-price) contract for procurement of close combat tactical trainer post deployment software support service. Bids were solicited via the Internet with four received. Work locations and funding will be determined with each order, with an estimated completion date of Sept. 20, 2023. U.S. Army Contracting Command, Orlando, Florida, is the contracting activity (W900KK-18-D-0019).
