CONTRACTS

 

ARMY

 

Great Lakes Dredge & Dock Co. LLC, Oak Brook, Illinois, was awarded a $51,395,435 firm-fixed-price contract for construction of timber crossovers, gravel walkovers, the placement of beachfill sand and dunes construction and other incidental related work for the Jones Inlet to East Rockaway Inlet Long Beach Island. Bids were solicited via the Internet with two received. Work will be performed in Long Beach, New York, with an estimated completion date of Aug. 19, 2019. Fiscal 2014 civil works funds in the amount of $51,395,435 were obligated at the time of the award. U.S. Army Corps of Engineers, New York, New York, is the contracting activity (W912DS-18-C-0003).

 

ASRC Builders LLC,* Anchorage, Alaska, was awarded a $22,333,348 firm-fixed-price contract to renovate Building 1338 aircraft maintenance unit and 8-bay weather shelter on Eielson Air Force Base, Alaska. Bids were solicited via the Internet with three received. Work will be performed in Eielson, Alaska, with an estimated completion date of Oct. 18, 2019. Fiscal 2018 operations and maintenance (Army) funds in the amount of $22,333,348 were obligated at the time of the award. U.S. Army Corps of Engineers, Anchorage, Alaska, is the contracting activity (W911KB-18-C-0021).

 

NAVY

 

Huntington Ingalls Industries, Ingalls Shipbuilding, Pascagoula, Mississippi, is being awarded a $27,079,692 cost-plus-award-fee contract for DDG 51 class follow yard services (FYS). The FYS provides necessary engineering, technical, material procurement and production support; configuration; class flight and baseline upgrades and new technology support; data and logistics management; lessons learned analysis; acceptance trials; post-delivery test and trials; post shakedown availability support; reliability and maintainability; system safety program support; material and fleet turnover support; shipyard engineering team; turnkey; crew indoctrination, design tool/design standardization, detail design development, and other technical and engineering analyses for the purpose of supporting DDG 51 class ship construction and test and trials. In addition, DDG 51 class FYS may provide design, engineering, procurement and manufacturing/production services to support design feasibility studies and analyses that modify DDG 51 class destroyers for Foreign Military Sales programs sponsored by the Department of the Navy and the Department of Defense. This contract includes options which, if exercised, would bring the cumulative value of this contract to $181,413,887.  Work will be performed in Pascagoula, Mississippi (97.8 percent); Washington, District of Columbia (1.7 percent); and Bath, Maine (0.6 percent), and is expected to be completed by April 2019.  If all options are exercised, work will continue through April 2023.  Fiscal 2018, 2014 and 2017 shipbuilding and conversion (Navy) funding in the amounts of $13,564,247, $10,193,136, $1,767,250 respectively will be obligated at time of award and not expire at the end of the current fiscal year.  This contract was not competitively procured in accordance with 10 U.S. Code 2304(c)(1) only one responsible source and no other supplies or services will satisfy agency requirements.  The Naval Sea Systems Command, Washington, District of Columbia, is the contracting activity (N00024-18-C-2312).

 

Northrop Grumman Corp., Melbourne, Florida, is being awarded $22,818,840 for ceiling-priced, undefinitized contract action delivery order N00383-18-F-AB1M under a previously awarded basic ordering agreement (N00383-17-G-AB01) for the repair of 236 power amplifier module, aircraft, mater, that are used on the E-2D Advanced Hawkeye aircraft.  Work will be performed in Baltimore, Maryland, and will be completed by April 2019.  Fiscal 2018 working capital funds (Navy) in the amount of $11,195,931 will be obligated at the time of award and funds will not expire at the end of the current fiscal year.  One firm was solicited for this non-competitive, sole-source requirement under authority 10 U.S. Code 2304 (c)(1), and one offer was received in accordance with Federal Acquisition Regulation 6.302-1.  Naval Supply Systems Command Weapon Systems Support, Philadelphia, Pennsylvania, is the contracting activity.

 

MEB General Contractors Inc., Chesapeake, Virginia, is being awarded a $17,575,485 firm-fixed-price construction modification under a previously awarded firm-fixed-price contract (N69450-16-C-1604) for fuel distribution facilities repairs at Marine Corps Air Station, Beaufort.  The work to be performed provides for upgrades to tank farm A and interconnection to remaining tank farm systems.  After award of this modification, the total cumulative contract value will be $56,730,042.  Work will be performed in Beaufort, South Carolina, and is expected to be completed by August 2018.  Fiscal 2014 military construction (defense-wide) contract funds in the amount of $17,575,485 are obligated on this award; of which $16,755,780 will expire at the end of the current fiscal year.  The Naval Facilities Engineering Command, Mid-Atlantic, Norfolk, Virginia, is the contracting activity.

 

Sechan Electronics Inc., Lititz, Pennsylvania is being awarded a $12,620,729 firm-fixed-price, cost reimbursement contract to fabricate, assemble, test, inspect, and deliver electronic components for the MK48 heavyweight torpedoes.  This contract includes options which, if exercised, would bring the cumulative value of this contract to $34,402,997.  This contract combines purchases for the government of Turkey (34 percent); Canada (27 percent); and the Netherlands (39 percent), under the Foreign Military Sales (FMS) program.  Work will be performed in Lititz, Pennsylvania, and is expected to be completed by March 2023 if all options are exercised.  FMS funding in the amount of $12,620,729 will be obligated at the time of award and will not expire at the end of the current fiscal year.  This contract was competitively procured via the Federal Business Opportunities website, with two offers received.  The Naval Undersea Warfare Center Division, Newport, Rhode Island is the contracting activity (N66604-18-C-1570).

 

Sedna Digital Solutions, Manassas, Virginia, is being awarded an $8,205,182 cost-plus-incentive-fee contract for the procurement of engineering and technical services and support for the development, integration, test, demonstration, and certification of a High Fidelity Sensor Level Simulation/Stimulation and Common Processing System.  Work will be performed in Manassas, Virginia, and is expected to be completed by September 2018.  Fiscal 2017 other procurement (Navy); and fiscal 2016 shipbuilding and conversion (Navy) funding in the amount of $1,464,398 will be obligated at the time of award and will not expire at the end of the current fiscal year. The Naval Sea Systems Command, Washington Navy Yard, Washington, District of Columbia is the contracting activity.

 

DEFENSE LOGISTICS AGENCY

 

Aviation Devices and Electronic Components LLC,* Fort Worth, Texas, has been awarded a maximum $24,180,280 modification (P00001) to a three-year base contract (SPE7MX-18-D-0012) with two one-year option periods for additional types of shielding gaskets, packaging material and seal replacement part kits. The modification brings the total cumulative face value of the contract to $24,180,280 from $7,221,293, if the options are exercised. This is a firm-fixed-price contract. Location of performance is Texas, with an April 15, 2023, performance completion date. Using customers are Navy and federal civilian agencies. Type of appropriation is fiscal 2018 through 2023 defense working capital funds. The contracting activity is the Defense Logistics Agency Land and Maritime, Columbus, Ohio.

 

U.S. SPECIAL OPERATIONS COMMAND

 

Lockheed Martin Aeronautics Co., Marietta, Georgia, is being awarded an indefinite–delivery/indefinite-quantity contract with firm-fixed-price and cost-plus-fixed-fee contract line items with a potential maximum estimated value of $18,000,000 for operational flight program upgrades on special operations C-130 fixed wing aircraft along with systems engineering and integration support activities encompassing multiple third-party systems sources for U.S. Special Operations Command.  The work will be performed in Marietta, Georgia, and is expected to be completed by April 2022.  Fiscal 2018 procurement funds in the amount of $1,715,120 are being obligated at time of award.  This contract is awarded on a sole-source basis. U.S. Special Operations Command, Tampa, Florida, is the contracting activity (H92403-18-D-0002).

 

AIR FORCE

 

Rockwell Collins Inc., Cedar Rapids, Iowa, has been awarded a $15,218,918 modification (P00090) to previously awarded contract FA8678-10-C-0058 to support the third production lot of the Common Range Integrated Instrumentation System for upgrading the test and evaluation instrumentation at Air Force, Navy and Army test ranges.  This modification provides for the exercise of options for an additional quantity of nine Configuration-4 light production pods; 15 Configuration-4 heavy production pods; 12 Configuration-5 1553 production pods; five Configuration-5 fiber channel production pods; 14 Configuration-6 production pods; 16 portable test sets; one lot general production data; one remote ground station; four central control centers; 10 mission room equipment; and eight reference receivers.  This modification brings the total cumulative face value of the contract to $328,679,174.   Work will be performed at Rockwell Collins facilities in Cedar Rapids, Iowa, and Richardson, Texas, and is expected to be complete by Oct. 16, 2019.  Fiscal 2017 and 2018 research, development, test, and evaluation (Navy, Air Force, and Army) funds in the amount of $15,218,918 are being obligated at the time of award. Air Force Life Cycle Management Center, Armament Directorate, Eglin Air Force Base, Florida, is the contracting activity. 

 

Cantu Services Inc., Wichita Falls, Texas, has been awarded a $9,512,539 firm-fixed-price modification (P00017) to previously awarded contract FA4484-15-D-0003 for full food service. This modification provides for the exercise of the third option period, and brings the total cumulative face value of the contract to $35,651,283.  Work will be performed at Joint Base McGuire-Dix-Lakehurst, New Jersey, and is expected to be complete by April 30, 2019.  The 87th Contracting Squadron, Joint Base McGuire-Dix-Lakehurst, New Jersey, is the contracting activity.
