DEFENSE LOGISTICS AGENCY

 

NeuroLogica Corp., Danvers, Massachusetts, has been awarded a maximum $250,000,000 firm-fixed-price, indefinite-delivery/indefinite-quantity contract for radiology systems, accessories and training. This is a five-year base contract with one five-year option period. This was a competitive acquisition with 50 responses received. Location of performance is Massachusetts, with an Aug. 2, 2028, performance completion date. Using customers are Air Force, Army, Navy, Marine Corps and federal civilian agencies. Type of appropriation is fiscal 2018 through 2028 defense working capital funds. The contracting activity is the Defense Logistics Agency Troop Support, Philadelphia, Pennsylvania (SPE2D1-18-D-0014).

 

General Dynamics Land Systems, Sterling Heights, Michigan, has been awarded a $10,330,619 firm-fixed-price contract for heads-up display units. This is a one-year contract with one one-year option that is being exercised at time of award. This was a sole source acquisition using justification 10 U.S. Code 2304(c)(1), as stated in Federal Acquisition Regulation 6.302-1. Locations of performance are Michigan and Florida, with a May 31, 2021, performance completion date. Using military service is Army. Type of appropriation is fiscal 2018 defense working capital funds. The contracting activity is the Defense Logistics Agency Land and Maritime, Warren, Michigan (SPRDL1-18-C-0330).

 

NAVY

 

AUS-Veterans NW JV LLC,* Kotzebue, Alaska (N44255-18-D-5020); Bering P&L JV,* Anchorage, Alaska (N44255-18-D-5021); GSI Pacific Inc.,* Honolulu, Hawaii (N44255-18-D-5022); Silver Mountain Construction LLC,* Bremerton, Washington (N44255-18-D-5023); Valdez Washington Patriot JV,* Oak Harbor, Washington (N44255-18-D-5024); and WHH Nisqually Federal Services LLC,* Olympia, Washington (N44255-18-D-5025), are each awarded an indefinite-delivery/indefinite-quantity multiple award construction contract for design-build or design-bid-build construction projects located primarily within the Naval Facilities Engineering Command (NAVFAC) Northwest area of responsibility (AOR).  The maximum dollar value including the base period and four option years for all six contracts combined is $99,000,000.  Types of projects include, but are not limited to administrative and industrial facilities, housing renovation, child care centers, lodges, recreation/fitness centers, retail complexes, warehouses, housing offices, community centers, commercial and institutional buildings, manufacturing and industrial buildings and other similar facilities.  AUS-Veterans NW JV LLC is being awarded the initial task order at $647,783 for the design and construction of Building 2300 steam boiler feedwater and water tank systems repairs at Naval Station Everett, Washington.  Work for this task order is expected to be completed by April 2019.  All work on this contract will be performed primarily within the NAVFAC Northwest AOR which includes Washington (90 percent); Alaska (1 percent); Idaho (1 percent); Iowa (1 percent); Minnesota (1 percent); Montana (1 percent); Nebraska (1 percent); North Dakota (1 percent); Oregon (1 percent); South Dakota (1 percent); and Wyoming (1 percent). The term of the contract is not to exceed 60 months, with an expected completion date of August 2023.  Fiscal 2018 Navy working capital contract funds in the amount of $772,783 are obligated on this award and will not expire at the end of the current fiscal year.  Future task orders will be primarily funded by military construction (Navy); operations and maintenance (Navy); and Navy working capital funds.  This contract was competitively procured via the Federal Business Opportunities website, with 30 proposals received.  These six contractors may compete for task orders under the terms and conditions of the awarded contract.  The Naval Facilities Engineering Command, Northwest, Silverdale, Washington, is the contracting activity.

 

Booz Allen Hamilton, McLean, Virginia (N00189-18-D-Z042); CACI Inc. – Federal, Chantilly, Virginia (N00189-18-D-Z043); Deloitte & Touche LLP, Arlington, Virginia (N00189-18-D-Z044); Systems Planning and Analysis Inc., Alexandria, Virginia (N00189-18-D-Z045); and Whitney, Bradley & Brown Inc., Reston, Virginia (N00189-18-D-Z046), are awarded an estimated $68,606,390 multiple award cost-plus-fixed-fee, indefinite-delivery/indefinite-quantity contracts that will include terms and conditions for the placement of both cost-plus-fixed-fee and firm-fixed-price task orders to provide contractor support of strategic assessment and planning; manpower assessment; planning and programming analysis support; financial program management; manpower, personnel, training and education program and policy assessment and management; and quantitative analysis, forecasting, performance assessment, and research, development, test and evaluation program management support in support of the Deputy Chief of Naval Operations (DCNO) manpower, personnel, training and education domain comprised of the DCNO, the Bureau of Naval Personnel, Navy Personnel Command, the Navy Manpower Analysis Center, Commander Naval Education and Training, and Commander Navy Recruiting Command. The contracts will run concurrently and will include a 36-month base ordering period and two 36-month optional ordering periods which if exercised, the total value of this contract will be $223,902,299. Work will be performed in Millington, Tennessee (50 percent); Arlington, Virginia (30 percent); Pensacola, Florida (10 percent); various locations throughout the continental U.S. (8 percent); and various contractor facilitates (2 percent). The base ordering period of the contract is expected to be completed by August 2021; if all options are exercised, the ordering period will be completed by August 2027. Fiscal 2018 operations and maintenance (Navy) funds in the amount of $50,000 will be obligated ($10,000 on each of the five contracts to fund the contracts’ minimum amounts) and funds will expire at the end of the current fiscal year. This contract was competitively procured for the award of multiple contracts pursuant to the authority set forth in Federal Acquisition Regulation 16.504. The requirement was solicited through the Federal Business Opportunities website, with 11 offers received.  Naval Supply Systems Command Fleet Logistics Center Norfolk, Contracting Department Philadelphia, Pennsylvania, is the contracting activity.

 

Lockheed Martin Space Systems Co., Sunnyvale, California, is awarded a $22,281,585 un-priced letter contract for long lead material and the labor, planning, and scheduling necessary to support the fiscal 2019 Trident II missile production schedule. Work will be performed at Sunnyvale, California, with an expected completion date of Sept. 30, 2023.  Fiscal 2018 weapons procurement (Navy) funds in the amount of $22,281,585 are being obligated on this award, none of which will expire at the end of the current fiscal year.  This contract was a sole-source acquisition pursuant to 10 U.S. Code 2304(c)(1).  Strategic Systems Programs, Washington, District of Columbia, is the contracting activity (N00030-18-C-0100).

 

Desbuild Inc.*, Hyattsville, Maryland, is awarded $9,948,340 for firm-fixed-price task order N6945018F0723 under a previously awarded multiple award construction contract (N69450-16-D-1111) for the replacement of missile magazines on Naval Station Mayport.  The work to be performed provides for the demolition of two existing earth covered missile magazines and the design and construction of two new magazines at the missile magazine compound.  Work will be performed in Jacksonville, Florida and is expected to be completed by August 2020.  Fiscal 2018 military construction, (Navy) contract funds in the amount of $9,948,340 are obligated on this award and will not expire at the end of the current fiscal year.  Four proposals were received for this task order.  The Naval Facilities Engineering Command, Southeast, Jacksonville, Florida, is the contracting activity.


ARMY

 

Mnemonics Inc.,* Melbourne, Florida, was awarded a $38,311,767 firm-fixed-price contract for the Remote Activation Munition System M152/MK152. Bids were solicited via the Internet with two received. Work locations and funding will be determined with each order, with an estimated completion date of Aug. 2, 2021. U.S. Army Contracting Command, New Jersey, is the contracting activity (W15QKN-18-D-0104).

 

The Dutra Group, San Rafael, California, was awarded a $21,955,000 firm-fixed-price contract for annual maintenance dredging for the Oakland Inner and Outer Harbor federal navigation channel. Bids were solicited via the Internet with two received. Work will be performed in Oakland, California, with an estimated completion date of Dec .28, 2018. Fiscal 2018 operations and maintenance (Army) funds in the amount of $21,955,000 were obligated at the time of the award. U.S. Army Corps of Engineers, San Francisco, California, is the contracting activity (W912P7-18-C-0011).

 

Missouri Dept. of Social Services, Jefferson City, Missouri, was awarded a $13,100,000 firm-fixed-price contract for full food service at Fort Leonard Wood, Missouri. One bid was solicited with one bid received. Work will be performed in Fort Leonard Wood, Missouri, with an estimated completion date of Feb. 7, 2019. Fiscal 2018 operations and maintenance (Army) funds in the amount of $6,510,000 were obligated at the time of the award. U.S. Army Mission and Installation Contracting Command, Fort Leonard Wood, Missouri, is the contracting activity (W911S7-18-C-0011).

 

AIR FORCE

 

Lockheed Martin Space Systems Co., Sunnyvale, California, has been awarded a $32,077,853 modification (P00720) to contract F04701-02-C-0002 for Advanced Extremely High Frequency (AEHF) Satellite Vehicle 4.  The contract modification is to implement SV 4 operational resiliency phase one for the AEHF.  Work will be performed in Sunnyvale, California, and is expected to be completed by Jan. 31, 2021.  Fiscal 2018 space research; and development test and evaluation funds in the amount of $4,086,205 are being obligated at the time of award.  Total cumulative face value of the contract is $9,236,908,810. Space and Missile Systems Center, Los Angeles Air Force Base, California, is the contracting activity.
