Contracts For Aug. 19, 2020

U.S. SPECIAL OPERATIONS COMMAND

General Dynamics Ordinance and Tactical Systems, St. Petersburg, Florida, received a ceiling increase modification in the amount of $48,901,837 to an indefinite-delivery/indefinite-quantity contract for the production of Ground Mobility Vehicle 1.1 (H92222-13-D-0013).  This modification raises the contract ceiling to $613,850,752 and extends the contract by two years for a total performance period of nine years.  The work will be performed in Anniston, Alabama, and is expected to be completed by August 2022.  This modification was awarded through a sole-source acquisition in accordance with 10 U.S. Code 2304(c)(1) and Federal Acquisition Regulation 6.302.1.  U.S. Special Operations Command, Tampa, Florida, is the contracting activity.

DEFENSE LOGISTICS AGENCY

Excel Garment Manufacturing, Ltd.,* El Paso, Texas, has been awarded a maximum $25,009,200 firm-fixed-price, indefinite-delivery/indefinite-quantity contract for improved flame resistant version utility coveralls.  This was a competitive acquisition with three offers received.  This is a one-year base contract with four one-year option periods.  Location of performance is Texas, with an Aug. 20, 2021, ordering period end date.  Using customer is Navy.  Type of appropriation is fiscal 2020 through 2021 defense working capital funds.  The contracting activity is the Defense Logistics Agency Troop Support, Philadelphia, Pennsylvania (SPE1C1-20-D-1248).

Point Blank Protective Apparel & Uniform, Guanica, Puerto Rico, has been awarded a $20,953,625 firm-fixed price, fixed-quantity contract for MOLLE 4000 rucksack sets.  This was a competitive acquisition with five responses received.  This is a one-year contract with no options periods.  Location of performance is Puerto Rico, with a Sept. 30, 2021, performance completion date.  Using military service is Army.  Type of appropriation is fiscal 2020 through 2021 defense working capital funds. The contracting activity is the Defense Logistics Agency Troop Support, Philadelphia, Pennsylvania (SPE1C1-20-C-0016).

Choctawhatchee Electric Cooperative Inc., Eglin Air Force Base, Florida, has been awarded a maximum $13,547,690 modification (P00036) to a 50-year contract (SP0600-16-C-8314), with no option periods for electric operations, maintenance, renewal and replacement utility service charge.  This is a fixed-price with economic-price-adjustment contract.  Location of performance is Florida, with a July 31, 2067, performance completion date.  Using military service is Air Force.  Type of appropriation is fiscal 2020 operations and maintenance funds.  The contracting activity is the Defense Logistics Agency Energy, Fort Belvoir, Virginia.

Silver Oak Leaf Inc.,** Alpharetta, Georgia, has been awarded a maximum $10,716,250 modification (P00010) exercising the first one-year option period of an 18-month base contract (SPE1C1-19-D-1135) with three one-year option periods for working uniform blouses and trousers.  This is a firm-fixed-price, indefinite-delivery/indefinite-quantity contract.  Locations of performance are Puerto Rico and Georgia, with an Aug. 24, 2021, ordering period end date.  Using military service is Navy.  Type of appropriation is fiscal 2020 through 2021 defense working capital funds.  The contracting activity is the Defense Logistics Agency Troop Support, Philadelphia, Pennsylvania.

DEFENSE HEALTH AGENCY

Carefusion Solutions LLC, San Diego, California, was awarded a $16,773,863 multiyear, firm-fixed-price contract (HT0011-20-C-0005) for Pharmacy Inpatient Automation Solutions – Enterprise.  In response to COVID-19, Carefusion will provide critical capabilities in support of Military Treatment Facilities responding to the ongoing healthcare crisis across the Military health system.  This contract will also provide required pharmacy operations division relocation of equipment, as well as maintenance and support for existing proprietary hardware and software.  The work will be performed at the contractor’s and various government facilities.  Defense Health Agency, Falls Church, Virginia, is the contracting activity. NAVY

Navatek LLC,* Honolulu, Hawaii, is awarded a $9,653,744 cost-plus-fixed-fee contract for systematic advances in asymmetric Naval forces and logistics.  The contract provides for research to identify opportunities in our current operating fleet and operational methods where asymmetric concepts can be evaluated for further development.  Research will focus on increased robustness of autonomous systems, study of the power systems related to small systems and platforms, investigation into hydro-mechanical interactions with resilient composite structures, examination of the system components ancillary to large resilient composite structures and identifying and evaluating opportunities in the Navy’s current operating fleet and operational methods.  Work will be performed in Honolulu, Hawaii, and is expected to be completed by Aug. 18, 2023.  The total cumulative value of this contract is $9,653,744.  The base period is $9,653,744 with no option periods.  Fiscal 2020 research, development, test and evaluation (Navy) funds in the amount of $5,939,382 are obligated at time of award and will not expire at the end of the current fiscal year.  This contract was competitively procured under N00014-20-S-B001, “Long Range Broad Agency Announcement (BAA) for Navy and Marine Corps Science & Technology.”  Since proposals are received throughout the year under the Long Range BAA, the number of proposals received in response to the solicitation is unknown.  The Office of Naval Research, Arlington, Virginia, is the contracting activity (N00014-20-C-1103).

IAP Worldwide Services Inc., Cape Canaveral, Florida, is awarded a modification in the amount of $9,571,580 recurring/non-recurring services type contract for base operating services at Naval Support Activity Annapolis.  The work to be performed provides for all management, supervision, labor hours, training, equipment and supplies necessary to perform base operating services to include but not limited to facility investment, service calls, pest control, operation of utility plants, refuse collection, special events and snow and ice removal.  Work will be performed in Annapolis, Maryland, with the contract option period of Sept. 1, 2020, through Nov. 30, 2020.  No funds will be obligated at time of award.  Fiscal 2020 operations and maintenance funds in the amount of $5,845,435 for recurring work will be obligated on individual task orders issued during the contract option period.  The Naval Facilities Engineering Command, Washington, Washington, D.C., is the contracting activity (N40080-20-D-0500).

AIR FORCE

Toyon Research Corp., Goleta, California, has been awarded an $8,653,279 cost-plus-fixed-fee contract for algorithm development for resilient on-orbit image processing.  Work will be performed in Goleta, California, and is expected to be completed Nov. 19, 2026.  Fiscal 2020 research, development, test and evaluation funds in the amount of $250,000 are being obligated at the time of award.  Air Force Research Laboratory, Kirtland Air Force Base, New Mexico, is the contracting activity (FA9453-20-C-0040).
