Oshkosh Defense LLC, Oshkosh, Wisconsin, was awarded a $780,396,541 fixed-price incentive, multi-year incrementally funded contract to recapitalize 1,363 Heavy Expanded Mobility Tactical Trucks (HEMTTs) and 435 palletized load systems (PLS) as well as 1,022 new palletized load system trailers, specialty kits, logistical/test support and other ancillary items. Funding and work location will be determined with each order with an estimated completion date of Feb. 18, 2022. One bid was solicited with one received. Miami Beach, Florida (W912GB-15-D-0024), were awarded a $49,900,000 firm-fixed-price foreign military sales (Israel) indefinite-delivery/indefinite-quantity multiple award task order contract with options for real property repair and renovation associated environmental work, force protection work, and construction services. Funding and exact work location will be determined with each order with an estimated completion date of May 30, 2016. Bids were solicited via the Internet with 10 received. SOS International LLC, Reston, Virginia, was awarded a $40,048,828 contract for base life support, Besmaya Compound, Iraq, with an estimated completion date of Jan. 1, 2017. One bid was solicited with one received. Fiscal 2015 operations and maintenance (Army) funds in the amount of $13,333,918 were obligated at the time of the award. The maximum dollar value including the base period and one option year for all six contracts combined is $99,000,000. G-W Management is being awarded task order 0001 at $2,589,000 for the repairs of the Waste Water Treatment Plant-Phase 1 at Naval Support Activity Annapolis, Annapolis, Maryland. Work for this task order is expected to be completed by July 2016. All work on this contract will be performed primarily within the NAVFAC Washington AOR to include Maryland (55 percent); Virginia (30 percent); and metropolitan Washington, District of Columbia (15 percent). The term of the contract is not to exceed 24 months, with an expected completion date of June 2017. Civil Works Contracting,* Wilmington, North Carolina (N40085-15-D-0847); Hager Construction Co.,* Jacksonville, Florida (N40085-15-D-0848); Heard Contracting,* Chesapeake, Virginia (N40085-15-D-0849); Onopa Services,* Sanford, Florida (N40085-15-D-0850); Quadrant Construction Inc.,* Jacksonville, North Carolina (N40085-15-D-0851); and Team Henry Enterprises,* Louisburg, North Carolina 27509 (N40085-15-D-0852), are each being awarded an indefinite-delivery/indefinite-quantity multiple award design-bid-build construction contract for construction projects in the Marine Corps Installation (MCI) East area of responsibility (AOR). The maximum dollar value including the base period and four option years for all six contracts combined is $90,000,000. The work to be performed provides for new construction, demolition, repair, total/partial interior/exterior alteration/renovation of buildings, systems and infrastructure, and may include civil, structural, mechanical, electrical, communication systems, installation of new or extensions to existing high voltage electrical distribution systems, extensions to the existing high pressure steam distribution systems, extensions to the potable water distribution systems, extensions to the sanitary sewer systems, additional storm water control systems, painting, removal of asbestos materials and lead paint, and incidental related work. Civil Works Contracting is being awarded task order 0001 at $114,815 for the construction of lighting at the Stone Bay physical training field at Stone Bay, North Carolina. Work for this task order is expected to be completed by December 2015. All work on this contract will be performed within the MCI East AOR which includes North Carolina (90 percent), Georgia (3 percent), South Carolina (3 percent) and Virginia (3 percent). Work may also be performed in the remainder of the U.S. (1 percent). The term of the contract is not to exceed 60 months, with an expected completion date of June 2020. Fiscal 2015 operation and maintenance (Marine Corps) contract funds in the amount of $139,815 are being obligated on this award and will expire at the end of the current fiscal year. This contract was competitively procured via the Navy Electronic Commerce Online website, with 20 proposals received. These six contractors may compete for task orders under the terms and conditions of the awarded contract. Fluor Federal Solutions LLC, Greenville, South Carolina, is being awarded a $45,364,206 modification under a previously awarded indefinite-delivery/indefinite-quantity contract (N69450-12-D-7582) to exercise option three for base operations support services at various installations in the Naval Facilities Engineering Command Southeast area of responsibility. The work to be performed provides for regional base operating support services including, but not limited to, the following functions: port operations, facilities support services, facility investment, base support vehicles and equipment, and environmental. After award of this option, the total cumulative contract value will be $177,982,726. Work will be performed in Jacksonville, Florida, and is expected to be completed June 2016. No funds will be obligated at time of award. Fiscal 2015 operation and maintenance (O&M) (Navy); fiscal 2015 O&M (Marine Corps); fiscal 2015 Navy working capital funds; fiscal 2015 Defense Health Program funds; and fiscal 2015 family housing O&M (Navy) contract funds in the amount of $36,282,873 for recurring work will be obligated on individual task orders issued during the option period. The Naval Facilities Engineering Command, Southeast, Jacksonville, Florida, is the contracting activity.
 

Lockheed Martin, Mission Systems and Training, Moorestown, New Jersey, is being awarded a $22,358,071 modification to previously awarded contract N00024-12-C-4309 for the lifetime sustainment and support services for installed Aegis Weapon Systems (AWS). The contract will provide for support of the critical modernization programs currently in process for the AWS as well as logistics and sustainment support for the in-service Aegis ship fleet in order to prevent delays in the delivery of the AWS upgrades and schedule and operational impacts to the effected ship availabilities. This is a combined effort for the Navy (99.7 percent), and the government of Australia under the Foreign Military Sales program (.3 percent). Work will be performed in Moorestown, New Jersey (81 percent); and Mt. Laurel, New Jersey (19 percent), and is expected to be completed by June 2017. Fiscal 2015 operations and maintenance (Navy); fiscal 2015 shipbuilding and conversion (Navy); and foreign military sales funding in the amount of $3,691,842 will be obligated at time of award. Contract funds in the amount of $3,357,611 will expire at the end of the current fiscal year. The Naval Sea Systems Command, Washington, District of Columbia, is the contracting activity.


OmniPhase Research Laboratories Inc.,* Newport Beach, California, is being awarded a $17,781,852 firm-fixed-price, indefinite-delivery/indefinite-quantity contract for MK 666 continuous wave illuminator (CWI) noise test sets (NTS); system training; teardown, test, and evaluation; negotiated repairs; and provisioned item orders for depot repair parts. The MK-666 CWI NTS is used to optimize performance of the MK99 surface-to-air weapon system aboard all CG-47 and DDG-51 class ships. This contract combines purchases for the Navy (70 percent) and the governments of Poland (5 percent); Australia (5 percent); Japan (5 percent); Korea (5 percent); Norway (5 percent); and Spain (5 percent), under the Foreign Military Sales program. Work will be performed in National City, California, and is expected to be completed by December 2020. Fiscal 2015 other procurement (Navy) funding in the amount of $1,274,604 will be obligated at time of award. Contract funds will not expire at the end of the current fiscal year. The contract was competitively procured and was solicited on the World Wide Web via the Government Point of Entry (GPE). An interminable number of proposals were solicited via the GPE and one offer was received in response to the request for proposal. The Naval Surface Warfare Center Crane Division, Crane, Indiana, is the contracting activity (N00164-15-D-GR17).
 

Chugach Federal Solutions Inc.,* Anchorage, Alaska, is being awarded a $12,291,832 firm-fixed-price modification to increase the maximum dollar value of a previously awarded indefinite-delivery/indefinite-quantity contract for base operations support at various installations in the Naval Facilities Engineering Command Northwest area of responsibility. The work to be performed provides for all management and administration, visual services, security, fire and emergency, facilities management and investment, pest control, integrated solid waste, pavement clearance, utilities, base support vehicles and equipment, and environmental services to provide base operations support services. After award of this modification, the total cumulative contract value will be $66,769,608. Work will be performed in, but not limited to, Washington (90 percent); Alaska (1 percent); Idaho (1 percent); Iowa (1 percent); Minnesota (1 percent); Montana (1 percent); Nebraska (1 percent); Oregon (1 percent); North Dakota (1 percent); South Dakota (1 percent); and Wyoming (1 percent), and is expected to be completed by September 2015. Fiscal 2015 operation and maintenance, (Navy); fiscal 2015 working capital funds (Navy); and fiscal 2015 Defense Health Program funds in the amount of $2,291,832 are obligated on this award, of which $1,362,655 will expire at the end of the current fiscal year. AIR FORCE
 

Raytheon Co., El Segundo, California, has been awarded a $39,040,820 modification (P00030) to previously awarded contract FA8807-12-C-0012 for a Military GPS User Equipment (MGUE) contract. Contractor will accelerate the MGUE program through the addition of pre-prototype receiver card deliveries and test support activities to enable faster fielding of M-Code capable GPS receivers to the warfighter. Work will be performed at El Segundo, California, and is expected to be complete by Feb. 28, 2017. Fiscal 2014 and 2014 research, development, test and evaluation funds in the amount of $16,319,409 are being obligated at the time of award. The Space and Missile Systems Center, Los Angeles Air Force Base, California, is the contracting activity.
 

The Aerospace Corp., El Segundo, California, has been awarded a $24,668,000 modification (P00025) to previously awarded contract FA8802-14-C-0001. The modification increases the value of the existing contract by including additional equipment outside of ceiling which allows the contractor to bill for depreciation, special purpose plant equipment and research facilities costs in fiscal 2015. Work will be performed at El Segundo, California, and is expected to be complete by Sept. 30, 2015. No funds are being obligated at the time of award. The Space and Missile Systems Center, Los Angeles Air Force Base, California, is the contracting activity.


Boeing Company, El Segundo, California, has been awarded an $11,539,222 cost-plus-incentive- fee, cost-plus-fixed-fee contract for Space Based Space Surveillance Block 10 Sustainment. Contractor will provide the sustainment and required development necessary for Air Force operations and maintenance of the Space Based Space Surveillance System and Red Local Area Network. This effort includes systems engineering, operations, operations support, and contractor logistics support. Work will be performed at El Segundo, California and Colorado Springs, Colorado, and is expected to be complete by Dec. 20, 2015. This award is the result of a sole-source acquisition. Fiscal year 2015 operations and maintenance funds in the amount of $8,287,831 are being obligated at the time of award. Space Superiority Systems Directorate, Los Angeles Air Force Base, El Segundo, California, is the contracting activity (FA8819-15-C-0007).


Wright State University, Dayton, Ohio, has been awarded a $7,500,000 modification (P00016) to previously awarded contract FA8650-11-C-6232 for research on interactions with semi-autonomous remotely piloted vehicles. Contractor will provide refinements and improvements to the current implementation of the Remotely Piloted Aircraft Transit Operations Workstation. These advancements will further enable multi-vehicle control by a single remotely piloted aircraft operator. Work will be performed at Dayton, Ohio, and is expected to be complete by Oct. 14, 2019. Fiscal 2015 research, development, test and evaluation funds in the amount of $375,000 are being obligated at the time of award. The Air Force Research Laboratory, Wright-Patterson Air Force Base, Ohio, is the contracting activity.
 

Kudu Dynamics LLC, Catharpin, Virginia, has been awarded a $7,242,094 cost-plus-fixed-fee contract for research and development for transparent computing. Contractor development will enable the prompt detection of advanced persistent threats and other cyber threats and allow complete root cause analysis and damage assessment once adversary activity is identified. Work will be performed at Catharpin, Virginia, and is expected to be complete by Aug. 30, 2019. This award is the result of a competitive acquisition with 51 offers received. Fiscal 2015 research and development funds in the amount of $504,379 are being obligated at the time of award. Air Force Research Laboratory, Wright-Patterson Air Force Base, Ohio, is the contracting activity (FA8650-15-C-7560).
 

WASHINGTON HEADQUARTERS SERVICES
 

Aecom-Parsons JV, Arlington, Virginia, is being awarded a $7,425,627 task order (0029) to a previously awarded firm-fixed-price, indefinite-delivery/indefinite-quantity contract (HQ0034-12-D-0007) to provide construction management technical support services for the Washington Headquarters Services, Acquisition Directorate, Facilities Services Directorate. Work will be performed in Arlington, Virginia, with an expected completion date of June 30, 2017. Fiscal 2015 Pentagon revolving funds in the amount of $7,425,627 are being obligated on this award and will expire at the end of the current fiscal year. DEFENSE LOGISTICS AGENCY
 

D-J Engineering,* August, Kansas, has been awarded a maximum $6,686,630 firm-fixed-price, indefinite-delivery/indefinite-quantity contract for leading edge panels for aircraft. This was a competitive acquisition with three responses received. This is a one-year base contract with four one-year option periods. The maximum amount is for the life of the contract, including option periods. Location of performance is Kansas, with a June 14, 2020, performance completion date. Using service is Air Force. Type of appropriation is fiscal 2015 through fiscal 2020 Air Force working capital funds.
