AIR FORCE

 

S&K Aerospace LLC, Warner Robins, Georgia, has been awarded a $4,200,000,000 indefinite-delivery/ indefinite-quantity contract for Parts and Repair Ordering System (PROS) V. Contractor will provide logistics supply support, maintenance support, analytical and technical services for 107 foreign partners. Work will be performed at Warner Robins, Georgia, and is expected to be complete by Dec. 31, 2031. This contract is 100 percent foreign military sales. This award is the result of a competitive acquisition with four offers received. Air Force Life Cycle Management Center, Wright-Patterson Air Force Base, Ohio, is the contracting activity (FA8630-17-D-5030).

 

ARMY

 

Atkinson Trend A JV,* Fayetteville, North Carolina, was awarded a $45,000,000 firm-fixed-price contract for lakes and dams general construction for the Savannah district, Army Corps of Engineers.  Bids were solicited via the Internet with nine received. Work locations and funding will be determined with each order, with an estimated completion date of Nov. 1, 2021.  Army Corps of Engineers, Savannah, Georgia, is the contracting activity (W912HN-17-D-0002).

DEFENSE LOGISTICS AGENCY

 

Sikorsky Aircraft Corp., Stratford, Connecticut, has been awarded a $43,113,592 firm-fixed-price delivery order (ZB13) against existing contract (SPE4AX-15-D-9423) for helicopter main rotor blades. This is a sole-source acquisition using justification 10 U.S. Code 2304(c)(1) from Federal Acquisition Regulation 6.302-1. Location of performance is Connecticut, with a Dec. 11, 2019, performance completion date. Using military service is Army. Type of appropriation is fiscal 2017 through fiscal 2019 Army working capital funds. The contracting activity is the Defense Logistics Agency Aviation, Redstone Arsenal, Alabama.

 

AM General LLC, Mishawaka, Indiana, has been awarded a maximum $7,639,841 firm-fixed-price, indefinite-delivery/indefinite-quantity contract for vehicular windows. This is a partial set-aside acquisition and the portion awarded to AM General LLC, represents the unrestricted portion of the acquisition. This is a three-year contract with no option periods. This was a competitive acquisition with four responses received. Location of performance is Indiana, with a Nov. 6, 2019, performance completion date. Using military service is Army. Type of appropriation is fiscal 2016 through fiscal 2019 defense working capital funds. The contracting activity is the Defense Logistics Agency Land and Maritime, Columbus, Ohio (SPE7LX-17-D-0010).

 

NAVY

 

Raytheon Integrated Defense Systems, Portsmouth, Rhode Island, is being awarded a $27,922,297 cost-plus-incentive-fee modification to a previously awarded contract (N66604-15-C-086C) to exercise an option for engineering development of technology under the rapid technology insertion process for use on littoral combat ships.  Under this option exercise, Raytheon will adapt and modify the technology and conduct feasibility testing, assess performance, and improve the product as proposed to successfully meet the Littoral Combat Ship Mission Module integration requirements.  Work will be performed in Portsmouth, Rhode Island, and is expected to be completed by July 2018.  Fiscal 2016 research, development, test and evaluation (Navy) funding in the amount of $24,076,409 will be obligated at time of award and will expire at the end of the current fiscal year.  The Naval Undersea Warfare Center, Division Newport, Newport, Rhode Island, is the contracting activity.

 

Orbital ATK Inc., Defense Electronic Systems, Northridge, California, is being awarded $14,303,613 for cost-plus-fixed-fee delivery order 0001 against a previously issued basic ordering agreement (N00016-17-G-0011) for engineering studies to conduct a set of design analyses for the Advanced Anti-Radiation Guided Missile front end, including engineering studies and assessments related to the platform interface compliance, structural integrity, thermal capabilities, millimeter wave performance, and anti-radiation homing effectiveness.  Work will be performed in Northridge, California, and is expected to be completed in May 2018.  Fiscal 2016 research, development, test and evaluation funds in the amount $2,635,675 will be obligated at time of award, all of which will expire at the end of the current fiscal year.  The Naval Air Systems Command, Patuxent River, Maryland, is the contracting activity.

 

Lockheed Martin Corp., Marietta, Georgia, is being awarded a $10,407,545 modification to a previously awarded indefinite-delivery/indefinite-quantity contract (N00019-14-D-0006) to exercise an option for logistics and engineering services in support of the C/KC-130J aircraft for  Marine Corps/Marine Corps Reserve,  Coast Guard, and the government of Kuwait.  Work will be performed in Marietta, Georgia (65.3 percent); Palmdale, California (21.2 percent); Abdullah Al-Mubarak Air Base, Kuwait (3.3 percent); Iwakuni, Japan (3 percent); Miramar, California (1.8 percent); Cherry Point, North Carolina (1.7 percent); Elizabeth City, North Carolina (1.6 percent); Fort Worth, Texas (1.5 percent); and Greenville, South Carolina (0.6 percent).  Work is expected to be completed in December 2017.  No funds are being obligated at time of award. Funds will be obligated on individual delivery orders as they are issued.  This contract combines purchases for  Marines Corps/ Marine Corps Reserves (80.3 percent);  Coast Guard (12.9 percent); and the government of Kuwait (6.8 percent) under the Foreign Military Sales Program.  The Naval Air Systems Command, Patuxent River, Maryland, is the contracting activity.

 

Metron Inc.,* Reston, Virginia, is being awarded a $7,167,816 performance based, cost-plus-fixed-fee completion contract for the development of a Maritime Counter-Intelligence, Surveillance, and Reconnaissance (C-ISR) Planning System designed to defeat adversary ISR networks through optimal planning of coordinated friendly force movement emissions control, and denial and deception operations.  The contract includes an 18-month base period which includes three optional taskings, and one 12-month option period that includes three optional taskings.  The option period and taskings, if exercised, would bring the cumulative value of this contract to an estimated $12,825,833.  Work will be performed in Reston, Virginia, and is expected to be completed by May 2018.  If all options are exercised, work would continue until May 2019.  Fiscal 2016 research, development, test and evaluation funds in the amount of $4,800,000 will be placed on contract and obligated at the time of award.  Contract funds in the amount of $4,800,000 will expire at the end of the current fiscal year.  This contract was competitively procured under a broad agency announcement via the Federal Business Opportunities website.  Space and Naval Warfare Systems Center Atlantic, Charleston, South Carolina, is the contracting activity (N65236-17-C-8000).
