  • Joint Civilian Orientation Conference participants register during the conference's kickoff in Honolulu, Hawaii, Nov. 4, 2007. This time, JCOC is hosted by U.S. Pacific Command. JCOC is a Secretary of Defense sponsored program for America's leaders interested in expanding their knowledge of the military and national defense, and it is the oldest existing Pentagon outreach program.
