The soldiers and airmen are assigned to the North Dakota National Guard. The trapbag barrier is a secondary level of protection that will allow some roads to remain open once the water exceeds the first level of flood levees in the coming days. The flood water already is over-topping the primary flood levees in some areas and predicted to rise many feet above the primary levees.
