Flag Officer Assignment
Secretary of Defense Donald H. Rumsfeld announced today that the President has nominated Navy Adm. Robert F. Willard for re-appointment to the grade of admiral and assignment as commander, U.S. Fleet Forces Command, Norfolk, Va. Willard is currently serving as vice chief of naval operations, Pentagon, Washington, D.C.
