DoD Announces Appointment of RFPB Chairman

     The Department of Defense announced today the appointment of G. Kim Wincup as the chairman of the Reserve Forces Policy Board, which serves as the principal policy advisor to the Secretary of Defense on reserve component matters.

     The 24-member Reserve Forces Policy Board, which acts through the Assistant Secretary of Defense for Reserve Affairs, was created by Congress in 1952. Members include the assistant secretary responsible for reserve affairs from each of the military departments and active and reserve component general and flag officers representing all services, including the Coast Guard.

     Wincup, who currently serves as a senior vice president on the corporate development staff of the Science Applications International Corporation, has previously served as the assistant secretary of the Army for Manpower and Reserve Affairs from 1989 to 1992, as the assistant secretary of the Air Force for acquisition in 1992, as staff director for the Joint Committee on the Organization of Congress in 1993, and as a visiting professor of National Security Affairs at the Naval Postgraduate School in 1994. He also served as counsel and assistant general counsel for the House Armed Services Committee from 1974 to 1989.

     His military service was as a U.S. Air Force Judge Advocate from 1970 to 1973. A 1966 graduate of DePauw University with a bachelor of arts degree in political science, Wincup earned his law degree from the University of Illinois in 1969. He is a resident of Bethesda, Md.
