Flag Officer Assignments

            Chief of Naval Operations Adm. Gary Roughead announced today the following assignments:
 
            Rear Adm. (lower half) Richard R. Jeffries, who has been selected to the rank of rear admiral, is being assigned as medical officer to the Marine Corps, Washington, D.C. Jeffries is currently assigned as commander, Navy Medicine Capital Area/commander, National Naval Medical Center, Bethesda, Md.
 
            Rear Adm. (lower half) William E. Leigher is being assigned as director, information operations, N39, Office of the Chief of Naval Operations, Washington, D.C. Leigher last served as commanding officer, Navy Information Operations Center, Norfolk, Va.
 
            Rear Adm. (lower half) Matthew L. Nathan is being assigned as commander, Navy Medicine Capital Area/commander, National Naval Medical Center, Bethesda, Md. Nathan is currently serving as commander, Navy Medicine East/Commander, Naval Medical Center, Portsmouth, Va.
 
            Captain Michael H. Anderson, who has been selected to the rank of rear admiral (lower half), is being assigned as command surgeon, U.S. Pacific Command, Pearl Harbor, Hawaii. Anderson is currently serving as deputy medical officer to the Marine Corps, Washington, D.C.
 
            Capt. David F. Baucom, who has been selected to the rank of rear admiral (lower half), is being assigned as director, logistics/fleet supply officer, N41, U.S. Fleet Forces Command, Norfolk, Va.  Baucom is currently serving as commanding officer, Fleet and Industrial Supply Center, Norfolk, Va.
 
            Capt. Dennis E. Fitzpatrick, who has been selected to the rank of rear admiral (lower half), is being assigned as director, joint operations, N3, U.S. Fleet Forces Command, Norfolk, Va. Fitzpatrick is currently serving as fleet warfare requirements and program planning division head, N80, U.S. Fleet Forces Command, Norfolk, Va.
 
            Capt. Robert P. Girrier, who has been selected to the rank of rear admiral (lower half), is being assigned as vice commander, Naval Mine and Anti-Submarine Warfare Command, Corpus Christi, Texas. Girrier is currently serving as executive assistant, Allied Joint Forces Command, Naples/commander, U.S. Naval Forces, Naples, Italy.
 
            Capt. Norman R. Hayes, who has been selected to the rank of rear admiral (lower half), is being assigned as deputy director for customer relationships, Signals Intelligence Directorate, National Security Agency, Fort Meade, Md. Hayes is currently serving as commander, Center for Naval Intelligence/commanding officer, Naval and Marine Corps Intelligence Command, Virginia Beach, Va. 
 
            Capt. William R. Kiser, who has been selected to the rank of rear admiral (lower half), is being assigned as commander, Navy Medicine East/commander, Naval Medical Center, Portsmouth, Portsmouth, Va.   Kiser is currently serving as chief medical officer, Bureau of Medicine and Surgery, Washington, D.C.
 
            Capt. Samuel Perez Jr., who has been selected to the rank of rear admiral (lower half), is being assigned as deputy commander, Joint Interagency Task Force-South, U.S. Southern Command, Miami, Fla. Perez is currently serving executive assistant to the assistant to the chairman of the Joint Chiefs of Staff, Joint Staff, Washington, D.C.
 
            Capt. Robert L. Thomas, who has been selected to the rank of rear admiral (lower half), is being assigned as director, Strategy and Policy Division, N51, Office of the Chief of Naval Operations, Washington, D.C. Thomas is currently serving as director, plans and policy, N5, Naval Special Warfare Command, San Diego, Calif.
 
            Capt. Maude E. Young, who has been selected to the rank of rear admiral (lower half), is being assigned as program executive officer for space systems/commander, Space and Naval Warfare Systems Command Space Field Activity/director, Communications Directorate, National Reconnaissance Office, Washington, D.C. Young is currently serving as major program manager for National Reconnaissance Office and National Remote Sensing System, Washington, D.C.
