Flag Officer Assignments

Chief of Naval Operations Adm. Gary Roughead announced today the following assignments:

 

Rear Adm. (lower half) David F. Baucom will be assigned as deputy assistant secretary of the Navy (acquisition management), Office of the Assistant Secretary of the Navy, Washington, D.C.  Baucom is currently serving as assistant deputy director/chief of staff for fleet readiness and training/fleet supply officer, N41, U.S. Fleet Forces Command, Norfolk, Va.

 

Rear Adm. Gerald R. Beaman will be assigned as deputy chief of staff for global force management and joint operations, N3/N5, U.S. Fleet Forces Command, Norfolk, Va.  Beaman is currently serving as deputy chief of staff for operations, Allied Joint Forces Headquarters, Naples, Italy.

 

Rear Adm. (lower half) Robert J. Bianchi will be assigned as assistant deputy director/chief of staff for fleet readiness and training/fleet supply officer, N41, U.S. Fleet Forces Command, Norfolk, Va.  Bianchi is currently serving as commander, Navy Exchange Service Command, Virginia Beach, Va.

 

Rear Adm. (lower half) Timothy M. Giardina, who has been selected for promotion to rear admiral, will be assigned as director, readiness and training, N4/N7, U.S. Fleet Forces Command, Norfolk, Va.  Giardina is currently serving as commander, Submarine Group Nine/commander, Submarine Group Ten, Silverdale, Wash.

 

Rear Adm. (lower half) Janice M. Hamby, who has been selected for promotion to rear admiral, will be assigned as vice director of command, control, communications, and computer (C4) systems, J6, Joint Staff, Washington, D.C.  Hamby is currently serving as director for command control systems, J6, Headquarters North American Aerospace Defense Command/director, architectures and integration, J6, U.S. Northern Command, Peterson Air Force Base, Colo.

 

Rear Adm. (lower half) Mark A. Handley, who has been selected for promotion to rear admiral, will be assigned as commander, First Naval Construction Division/commander, Naval Construction Forces Command, Norfolk, Va.  Handley is currently serving as director, Ashore Readiness Division, N46, Office of the Chief of Naval Operations/deputy commander, Navy Installations Command, Washington, D.C. 

 

Rear Adm. (lower half) Christopher J. Mossey, who has been selected for promotion to rear admiral, will be assigned as director, Ashore Readiness Division, N46, Office of the Chief of Naval Operations / deputy commander, Navy Installations Command, Washington, D.C.  Mossey is currently serving as commander Naval Facilities Engineering Command Atlantic, Norfolk, Va.

 

Rear Adm. (lower half) Gregory J. Smith will be assigned as director of communication/strategic effects, U.S. Forces-Afghanistan and NATOs International Security and Assistance Force-Afghanistan.  Smith is currently serving as director of strategic communications, U.S. Central Command, MacDill Air Force Base, Fla.

 

Rear Adm. Raymond A. Spicer will be assigned as assistant deputy chief of naval operations for information, plans, and strategy, N3/N5B, Office of the Naval Operations, Washington, D.C.  Spicer is currently serving as special assistant to the deputy chief of naval operations for information, plans, and strategy, N3/N5B, Office of the Naval Operations, Washington, D.C. 

 

Rear Adm. Scott R. Van Buskirk will be assigned as deputy and chief of staff, U.S. Pacific Fleet, Pearl Harbor, Hawaii.  Van Buskirk is currently serving as assistant deputy chief of naval operations for information, plans, and strategy, N3/N5B, Office of the Naval Operations, Washington, D.C.
