MILITARY PERSONNEL RECRUITING RESULTS FOR THE ACTIVE COMPONENT FIRST HALF FISCAL YEAR 1997
Assistant Secretary of Defense for Force Management Policy, Fred Pang, announced recruiting results for the first half of Fiscal Year 1997. Through March 1997, the Navy, Marine Corps and Air Force met their non-prior service (NPS) recruiting goals; the Army achieved 91 percent of its goal. Although the Army missed its March recruiting objective, we expect all Services will meet year-end recruiting objectives. Thus far, the Services have 86 percent of their annual recruiting goal of 207,284 recruits in the Delayed Entry Program (DEP) or shipped.
Recruit quality remains strong. Through March 1997, 92 percent of recruits were high school diploma graduates (HSDGs), and 70 percent of recruits scored in the upper half of the Armed Forces Qualification Test (AFQT Categories I-IIIA), while only two percent of new recruits scored in the lowest acceptable category (AFQT Category IV). DoD-wide, these proportions are down two percentage points for HSDGs, up one percentage point for Category I-IIIAs, and up one percentage point for AFQT Category IV.
Although the Army shows a slight fluctuation in NPS recruit quality, with HSDGs at 87 percent, down from 93 percent; and Category IV recruits at 4 percent, up from 2 percent last year, its NPS recruits in Categories I-IIIA increased from 66 to 69 percent. Army NPS [DEP + accession] quality is above DoD benchmarks: 91 percent HSDGs and 69 percent scoring above average on the enlistment test. The quality of Army entrants with prior service is high: 96 percent HSDGs, 71 percent I-IIIAs, and only 1.4 percent scoring in AFQT Category IV. The Army anticipates meeting its end-strength through a combination of recruiting and other personnel actions such as increased retention and lowered attrition.
New recruit demographics continue to show diversity in social representation. Compared to the same period in FY 1996, the proportion of Black recruits remains at 20 percent. Representation of Hispanic recruits is strong (10 percent). The representation of Other minorities (e.g., American Indians, Asian-Pacific Islanders) increased from 5 to 6 percent. Department-wide, the proportion of female recruits remains steady (18 percent) -- the Air Force accessed the greatest percentage (29 percent). Compared to last March, the proportion of female accessions in the Navy decreased the most (16 to 13 percent).
Mr. Pang emphasized that recruiting success is vital to the all-volunteer force and to the Nation's security. "We are committed to adequate investments in recruiting and advertising to ensure that the pool of young men and women interested in the military will be sufficient to meet Service personnel requirements in the future."
