Secretary of Defense William Cohen has appointed Elizabeth Bilby as chair of the Defense Advisory Committee on Women in the Services (DACOWITS), effective January 1, 1998. Bilby succeeds Judith Youngman in the non-salaried position which individuals hold for one calendar year.
Bilby was appointed to DACOWITS in 1996 and has served on the Forces Development and Utilization Subcommittee. Since January 1, 1997, she has been Vice Chair of DACOWITS.
Bilby received a bachelor of science degree in education from the University of Arizona, Tucson, and is the president of L&C Gourmet Products Inc. Bilby currently serves on the board of directors of the Tucson Airport Authority, the National Alumni Board of Directors of the University of Arizona, and is a member of the Department of Agriculture's Agricultural Technical Advisory Committee, and other advisory and governing bodies.
Secretary of Defense George C. Marshall established DACOWITS in 1951 to advise the Secretary of Defense on policies and matters relating to women in the armed forces. The committee is composed of 30 to 40 civilian members selected on the basis of their achievements in business, professional fields, civic service, and by geographic location. The latter criterion fosters diverse representation throughout all areas in the United States with a military presence.
