Brig. Gen. Balan R. Ayyar, commander, Air Force Recruiting Service and director, recruiting, Headquarters, Air Education and Training Command, Joint Base San Antonio-Randolph Air Force Base, Texas, to deputy commanding general, detainee operations, Combined Joint Interagency Task Force -- 435, U.S. Forces-Afghanistan, U.S. Central Command, Kabul, Afghanistan.
