The Defense Advisory Committee on Women in the Services (DACOWITS) will conduct their Fall Conference, Oct. 20-24, 1999, at the Shelter Pointe Hotel on Shelter Island, San Diego, Calif. Principal Deputy Assistant Secretary of Defense for Force Management Policy Frank Rush will host the conference. Keynote speakers will include the Assistant Secretary of the Navy for Manpower and Reserve Affairs Carolyn Howland Becraft; Vice Chief of Naval Operations Adm. Donald L. Pilling; Commander, Navy Region Southwest, Rear Adm. Veronica Zasadni Froman, and Master Chief Petty Officer of the Navy Jim Herdt.
DACOWITS was established in 1951 by Secretary of Defense George C. Marshall to advise the Secretary on policies and matters relating to women in the military Services. In its advisory capacity, the committee recommends measures to ensure the effective utilization of women in the Armed Forces. The committee meets formally each spring and fall to discuss current issues facing women in the military Services. Over the years, DACOWITS has been instrumental in bringing to fruition an unprecedented number of opportunities for qualified women to serve in our armed forces.
The committee is composed of 33 civilian members selected on the basis of their achievements in business, professional fields, civic service, and by geographic location. DACOWITS members are appointed by the Secretary of Defense for a three-year term. The members serve in one of the three sub-committees that address issues relevant to equality management, forces development and utilization, and quality of life. Unique to this conference is a recruiting panel that will address issues specific to the recruitment of personnel for the active and Reserve components of all the Services.
