The Department of Defense issued today the final version of its case narrative, "Possible Chemical Agent On Scud Missile Sample." The report focuses on the possible presence of a chemical warfare agent on a piece of a Scud missile which a veteran provided to the Presidential Advisory Committee on Gulf War Veterans' Illnesses in 1995. The veteran said exposure to the missile piece caused symptoms similar to exposure to certain chemical warfare agents.
Metallurgical analysis of the metal, conducted by the Missile and Space Intelligence Center in Alabama, found the sample to be consistent with the metallurgical properties of Scud missiles. However, extensive testing of the piece by U.S. Army Edgewood Research and Development Engineering Center in Edgewood, Md., revealed no evidence of chemical warfare agents. The assessment for this case is that chemical warfare agent presence is "unlikely."
This narrative was first published Aug. 19, 1997. Since that time, the Office of the Special Assistant for Gulf War Illnesses has not received any new information on the material presented here, and no additional leads have developed that would have changed the narrative's assessments. Additionally, the Presidential Special Oversight Board reviewed the narrative and recommended that it be republished as a final report.
The final version of the narrative reflects current methodology and footnoting standards used by the special assistant's office. The report also contains new source documents referenced to enhance the accuracy of the narrative. Additionally, two new sections, analysis and lessons learned, were added.
Case narratives examine Gulf War incidents that might have involved chemical warfare agents. They are part of DoD's efforts to inform the public about its investigations into the nature and possible causes for the illnesses experienced by some Gulf War veterans.
