Navy Rear Adm. (lower half) Nancy E. Brown is being assigned as vice director, Command, Control, Communications and Computer (C4) Systems, J-6, Joint Staff. Brown is currently assigned as director, Fleet and Allied Requirements Division, N60, Office of the Chief of Naval Operations.
Navy Rear Adm. (lower half) (selectee) Thomas J. Kilcline is being assigned as director, Aviation Plans and Requirements Branch, N780, Office of the Chief of Naval Operations. Kilcline is currently assigned as special assistant to the Director, Air Warfare Division, N78, Office of the Chief of Naval Operations.

Army Brig. Gen. Paulette M. Risher is being assigned as president, Joint Special Operations University, U.S. Special Operations Command, Hurlburt Field, Fla. Risher is currently serving as commander, 353d Civil Affairs Command, Bronx, N.Y.
Army Col. (promotable) Richard M. Blunt is being assigned as deputy assistant chief of staff, J-3, United Nations Command/Combined Forces Command/U.S. Forces Korea, Korea. Blunt is currently serving as director, Plans, Training and Mobilization, Alaska State Area Command, Fort Richardson, Alaska.
