GENERAL OFFICER ANNOUNCEMENT
Secretary of Defense Donald H. Rumsfeld announced today that the president has nominated Army National Guard Brig. Gen. David C. Harris for appointment to the rank of major general. Harris is currently serving as the adjutant general, Illinois National Guard, Springfield, Ill.
