DAVID R. HEEBNER RECEIVES 2002 FUBINI AWARD

Deputy Secretary of Defense Paul D. Wolfowitz presented the Eugene G. Fubini Award for 2002 to David R. Heebner, former executive vice president and vice chairman of the board of directors of Science Applications International Corp., on Nov. 13, 2002.

The Fubini Award was established in 1996 by then Secretary of Defense William Perry to recognize annually an individual from the private sector who has made highly significant contributions to the Department of Defense. The award is named after the late Eugene G. Fubini, a long-time advisor to DoD and the first recipient of the award.

Heebner began his career in 1952 with the Hughes Aircraft Co. He served in DoD as deputy director of Defense Research and Engineering for tactical warfare programs from 1968 to 1975. For more than 26 years he dedicated time to serve as an advisor to DoD in many roles. As a member of the Defense Science Board (1987-present, vice chairman, 1993-94), he served on and chaired numerous task forces and summer studies. Heebner played a key role in the pioneering work on the mission of countering the Warsaw Pact command, control and communications system. He also chaired two task forces on test and evaluation, which highlighted the importance and inefficiencies of test and evaluation to the DoD procurement system.

In addition to his work with the Defense Science Board, Heebner chaired the Naval Research Advisory Committee, 1982-1986, addressing such key issues as the role of university laboratories in naval research and development. He served as a member of the National Academy of Science Naval Studies Board, 1979-1984, and chaired that group from 1992 to 1998.

In presenting the award, Wolfowitz said, "For decades, Dave has been a star in the Defense Department, and on the Defense Science Board, he's been an all-star."
