MILITARY EXECUTIVE TO RESERVE FORCES POLICY BOARD
Secretary of Defense William Perry has announced the appointment of Air Force
Reserve Maj. Gen. Shirley M. Carpenter as military executive to the Reserve
Forces Policy Board (RFPB) effective March 1, 1995. Carpenter currently serves
as mobilization assistant to the commander, Air Mobility Command, Scott AFB,
Ill.
In the non-voting position, General Carpenter will serve as military advisor to
the RFPB chairman as an executive officer of the board. He succeeds Army
National Guard Maj. Gen. William A. Navas, Jr.
The 24-member Reserve Forces Policy Board was created by Congress in 1952.
Acting through the assistant secretary of defense for reserve affairs, the
board serves as the principle policy advisor to the secretary of defense on
reserve component matters. Members include the assistant secretary responsible
for reserve affairs from each of the military departments, and active and
reserve component general and flag officers representing all services,
including the Coast Guard.
General Carpenter's civilian education includes both bachelor's and master's
degrees in psychology. Civic affiliations include membership in the Air Force
Association, Airlifters Association, Reserve Officers Association, Order of the
Daedalians, and National War College Alumni Association. His 33-year career
spans a variety of flying, staff and command positions, with the majority of
his time spent in military airlift operations. Prior to his current position,
he served as mobilization assistant to the commander, Military Airlift Command,
and commander, Air Force Reserve.
The general's military awards include the Distinguished Service Medal, Legion
of Merit, Meritorious Service Medal, Air Medal, and Air Force Commendation
Medal.
In civilian life, Carpenter serves as a check airman for TransWorld Airlines.
He and spouse, Ruth, reside in Holicong, Pa., with their four children.
