MILITARY PERSONNEL RECRUITING RESULTS FOR THE ACTIVE COMPONENT:FIRST HALFFISCAL YEAR 1995
Assistant Secretary of Defense for Force Management Policy Fred Pang
today announced results for military recruiting during the first half of Fiscal
Year l995. Through March 1995, the Army, Navy and Marine Corps met their
year-to-date recruiting objectives. The Air Force reached 99 percent of its
objective. All Services are optimistic they will meet annual recruiting
objectives for FY 1995 which ends in September.
Recruit quality also remains strong. Through the first half of both Fiscal
Years 1994 and 1995, 94 percent of recruits were high school diploma graduates
(HSDGs), 70 percent of recruits scored in the upper half of the Armed Forces
Qualification Test (AFQT Categories I-IIIA), while only one percent of new
recruits scored in the lowest acceptable category (AFQT Category IV).
New recruit demographics continue to show diversity in social representation.
Compared to the same period in FY 1994, the proportion of Black recruits
increased slightly from 19 to 20 percent. The Army continues to lead the way
with a 25 percent Black accession rate with the Navy showing the largest
change: 21 percent up from 17 percent a year ago. Through March 1994 compared
to the same period this year, the representation of Hispanic recruits increased
from 7 to 9 percent. Department-wide, the proportion of female recruits
increased to 19 percent compared to 17 percent for the same period last year.
The Air Force had the largest percentage of female recruits (24 percent).
Compared to the same period last year, the proportion of female accessions in
the Navy has had the largest growth: 14 to 22 percent.
Assistant Secretary Pang emphasized that recruiting success is vital to the
all-volunteer force and to the Nation's security. He said, "Our biggest
challenge is maintaining the recruit quality that we have worked to achieve in
the last few years. To do this will require the continued support of Congress
and the American people for adequate recruiting resources."
