IMMEDIATE RELEASE No. 854-03
November 16, 2003

SECRETARY RUMSFELD STATEMENT ON RICHARD PERLE

When Richard Perle stepped down as Chairman of the Defense Policy Board on March 26, 2003, I asked him to remain a member of that board and said, “I have known Richard Perle for many years and know him to be a man of integrity and honor.”

The Inspector General, after a six-month investigation, has found that Mr. Perle's activities 'complied with statutory and regulatory standards that have been established for individuals [such as the chairman and members of the Defense Policy Board] who serve as special government employees.'  The Inspector General determined that Mr. Perle's activities 'did not create ... an appearance' of 'violating conflict of interest statutes or DoD ethics regulations' within the meaning of the Joint Ethics Regulation.

The Inspector General's report confirms the integrity of the Defense Policy Board and Mr. Perle's participation."
