UNDER SECRETARY OF DEFENSE FOR ACQUISITION AND TECHNOLOGY ANNOUNCESREORGANIZATION
Under Secretary of Defense for Acquisition and Technology Paul Kaminski
announced today a reorganization affecting three organizations reporting within
the acquisition and technology structure of the Office of the Secretary of
Defense. The changes affect the office of the deputy under secretary of
Defense for Advanced Technology, the Defense Airborne Reconnaissance
Organization (DARO), and the Dual Use Technology Policy (DUTP) office.
The new Deputy Under Secretary of Defense for Advanced Technology, John M.
Bachkosky, replaces Larry Lynn in the position. Lynn, who is also the
director, Advanced Research Projects Agency, had served in this position for
the last two years. Lynn had played a key role in establishing the
Department's Advanced Concept Technology Demonstrations (ACTD) program.
Bachkosky will assume responsibility for managing the ACTD program and report
directly to Kaminski.
The DARO, headed by Maj. Gen. Kenneth Israel, will now report directly to
Principal Deputy Under Secretary of Defense for Acquisition and Technology R.
Noel Longuemare. Israel had previously reported to Lynn, the former deputy
under secretary for advanced technology. This change was made to reflect the
maturing status of the Department's airborne reconnaissance programs. The new
reporting relationship supports management of a more acquisition oriented,
rather than technology oriented, program portfolio.
The DUTP office will now report to Anita Jones, the director of Defense
Research and Engineering (DDR&E). The DUTP office had previously reported
through the position vacated by Kenneth Flamm in the office of the assistant
secretary of Defense for Economic Security. The reporting change was made to
consolidate technology policy under the DDR&E.
